Staff fraud audit: Some areas of concern

Subject This article deals with the issues of audit of personnel fraud.
Objectives The article aims to present an original approach to the definition of the concept of personnel fraud in relation to audit activities. As well, it aims to define the main categories of employees of a commercial organization, concerning which it is advisable to conduct audit of personnel fraud.
Methods For the study, I used the methods of comparative analysis, systematization, induction, and deduction.
Results The article defines approaches to formation of methods of audit of personnel fraud and analytical methods, the use of which helps identify signs and elements of such fraud. The article shows the significance of the documentary and practical control techniques to check the detected indicia of fraud.
Conclusions and Relevance The formulated methodical approaches help develop generic and specific methodologies to audit personnel fraud. They can serve as a basis for scientific discussion and, on this basis, encourage further research in the area of staff fraud audit issues. The provisions in this article can be applied in the theory and practice of commercial organization auditing in various areas of economic activity.


Forensic research of staff fraud

Subject. This article deals with the issues of forensic diagnostics, which is an effective means of detecting, preventing and suppressing staff fraud.
Objectives. The article aims to present an original approach to the development of methods of forensic diagnosis of staff fraud based on the modeling method. It is also intended to identify a structure of staff fraud patterns and justify the need to classify the staff fraud methods.
Methods. For the study, I used the methods of comparative analysis, systematization, induction, and deduction.
Results. The article defines approaches to the formation of diagnostic methods of staff fraud and presents typical inconsistencies that arise in economic information under the influence of fraudulent actions of staff. It describes some diagnostic techniques that can detect staff fraud elements that occur in certain ways of criminal activity.
Conclusions and Relevance. The proposed original approach helps develop standard and specific methods for diagnosing staff fraud on a scientific basis. The provisions outlined in the article can serve as a basis for scholarly discussion, contribute to the effectiveness of research on counter-fraud in the field of personnel fraud, and can be applied to the practical activities of structural units and individuals whose task is to combat staff fraud in commercial organizations.

Importance The article discusses the issues of reforming of the public administration system that could lead to specific business approaches to solve the urgent problems. Objectives The paper aims to identify the problems of development of multifunctional centers in the regions of the Russian Federation and the formation of recommendations to address these problems.
Methods For the study, we applied methods of analysis and synthesis, using a wide range of empirical information.
Results The study reveals that one of the major problems of the development of a network of multifunctional centers is the inadequate regulatory framework and lack of coordination between the Government and local management in inter-agency cooperation when providing State and municipal services.
Conclusions We conclude about the necessity of further development of inter-agency cooperation for the efficient organization of multifunctional centers providing public and municipal services, to improve the system of work quality control and enhance the professional competence of multipurpose centers.
