Journal: National Interests: Priorities and Security, #12, 2019

Subject The research is devoted to the Russian healthcare reform in the context of international experience. Weak medical and demographic indicators require the improvement of health policy. There are continuing arguments on the sufficiency of financial resources in healthcare to achieve the goals of reform.
Objectives The paper is to study key features of different healthcare financing systems and identify promising strands of the Russian heal care reform.
Methods The research is based on the statistical analysis, comparative methods, methods of systematization and descriptive analysis
Results Based on the statistical analysis of health financing in different countries, there is no correlation between general financial indicators and selected financial model. Further comparative analysis allows systematizing financial sources of healthcare and their impact on medical services. The Post-Soviet health care systems have their own distinctions. Therefore, they are influenced by similar economic transformation factors. Due to its features, the modern financing model for medical institutions can be used in various health systems. Studying the Russian compulsory health insurance reform, we revealed the prospects and limitations of the Russian healthcare system
Conclusions and Relevance The healthcare model in different countries does not affect the size of health funds. Developed countries have the largest health funds in the world. Financial sources in modern healthcare systems are complement, with one financial source prevailing. In the health care financing model, costs are optimized if tariff regulation (DRG) is used regardless of income sources. The use of compulsory medical insurance in Russia is not fully justified. The public health care system provides full coverage for the population.
