Efficiency of dairy farming and the key problems of its development in the Penza Oblast

Subject This article discusses the issues related to improving the efficiency of the dairy cattle breeding industry and ensuring the region's food independence.
Objectives The article aims to analyze the effectiveness of dairy cattle breeding and solve the main problems of its low-efficiency development in the Penza Oblast.
Methods For the study, we used the statistical analysis, abstract-logical, balancing, and analysis methods.
Results The article identifies the problems and causes of the Penza Oblast's dairy cattle breeding industry underperformance.
Conclusions To improve the efficiency of dairy industry, government regulation measures should be implemented that have an effective impact on the development of dairy farming. Particular importance should be attached to the development of the industry within the framework of the country's food security.

State of dairy cattle breeding is the determinative factor of milk subcomplex development. The analysis of dairy cattle development in the agricultural enterprises of Penza Region is conducted. The results of the investigations affirm the milk production raising in the peasantry farms. The reasons of cattle stock reducing in our Region are determined. The analysis of economical characteristics of milk production in the agricultural enterprises of Penza Region is conducted. The necessity of branch intensification due to the improvement of feedstuffs base, introduction of progressive technologies of feedstuffs preparation, improvement of sown areas structure of fodder crops is determined. The article deals with the main trend of providing dairy cattle with fodder. It is organizing green conveyor. The scheme of which is done on the example of APC «Niva», Belinsky district of Penza region. Indexes of dairy – farming in milk – raw zones of Penza regions have been calculated. These indexes show the necessity of increasing concentration of milk production in all regional zones.

Subject This article considers the issues related to the development of small businesses in the dairy cattle breeding of the region.
Objectives The article aims to define the main directions of development of dairy cattle breeding on the basis of cooperation of small enterprises of the Penza Oblast as a case study.
Methods For the study, we used monographic, abstract-logical methods, and the analytical approach.
Results The article describes the directions of strategic development of consumer cooperatives in the dairy industry of the Penza Oblast. A significant growth of milk production in the Penza Oblast is caused by the effective activities of small enterprises.
Conclusions Improving the efficiency of dairy farming should be ensured through the improvement of consumer cooperatives, as private subsidiary holdings and peasant farm enterprises are experiencing difficulties with the sale of products and formation of the necessary material and technical base.


The domestic dairy cattle breeding in terms of the RF membership in the WTO: problems and perspectives of development

Subject The article deals with the problems of increasing the economic efficiency of dairy cattle breeding due to the negative trend in cows and milk production reduction under the Russian Federation's membership in the World Trade Organization.
     Objectives The paper aims to uncover the main problems of low efficiency of dairy cattle breeding and show the prospects for sustainable development of the industry, as well as the increase in milk production, and to study the characteristics of the State support of milk producers' credit.
     Methods As the research tools, I used monographic and abstract-logical methods of analysis.
     Results As a result, I present the key indicators affecting the economic efficiency of dairy cattle breeding, calculate the total investment for a new milk complex construction, and determine a trend towards a decline in modernization of the existing dairy enterprises and building new ones.
     Conclusions I conclude on the necessity to increase the period of Government subsidies for milk producers' investment credits up to 15 years to help stabilize the situation in dairy cattle breeding and improve the competitiveness of products.


Labor productivity in agriculture of the Penza region

Importance The article covers the problems of agricultural productivity and the efficiency of agricultural production. The intensification of farming and strengthening its material and technical base are necessary in the conditions of food import restrictions.
     Objectives The aim of the article is an analysis of labor productivity in agriculture and the development of the main directions of its improvement.
     Methods For the study, I used monographic, abstract-logical, analytical and other types of analysis.
     Results I present the main indicators characterizing the dynamics of productivity in the agricultural organizations and the estimation of the level of development of agricultural productivity. I conducted a factorial analysis of the productivity growth and specified the main productivity measures: modernization of agriculture, upgrading the skills of staff in connection with the technical and technological modernization of agricultural production. In addition, I propose to give special attention to staffing of organic agriculture: educational and vocational directions.
     Conclusions and Relevance I conclude that the important factors of productivity are agricultural intensification, strengthening the material and technical base, skills development. I offer to encourage a reviewing the tools of State support of the technical and technological modernization of agriculture. I prove that the development of domestic agricultural machinery will allow agricultural producers to purchase machinery and equipment, develop new technologies, increase production and ensure food security of the country, and will also help to improve productivity in agriculture.
