Importance The article reviews the existing methodological approaches and methods to evaluate recreation and tourism potential of the territory, discusses intrinsic challenges of the object of evaluation and possible solutions.
Objectives The study focuses on developing an integrated methodology to quantify the economic potential of regional tourist complex, which employs modern mathematical tools to increase the credibility of evaluation and to consider the input of non-material component to the economic potential of the complex.
Methods We employ methods of multidimensional statistical data processing, our unique desirability function, methods of expert evaluation and hierarchy analysis.
Results The paper specifies the structure and major components of regional tourist complex's economic potential, singles out a non-material part in each component, relating to available mechanisms and best practices of resource utilization. We developed a methodology for regional tourist complex's economic potential evaluation and tested it on the Primorski Krai case. The methodology differs from existing ones by the structure and composition of key figures and the use of our unique desirability function for each key figure.
Conclusions The developed methodology enables to obtain correct evaluation of the tourist complex's economic potential; the offered methodological approach may be used for evaluation of other complex objects, which include quality characteristics.

Subject The article considers the methods to assess socio-economic efficiency of tourism activities.
Objectives We analyze the reasonableness and feasibility of methods for assessing the socio-economic effectiveness of tourism and recreation services in the region, verify the reliability of obtained results and feasibility of using it in the cross-regional studies.
Methods The study draws on comparative analysis and analogy. The statistics of Rosstat served as information base. It characterizes tourism and recreation services of the Irkutsk Oblast and the Republic of Buryatia for 2004–2016.
Results The study proves that it is advisable to use relative and integrated indicators to obtain objective evaluation of the condition and development of the tourism and recreation sector. Comparing the results of methods for assessing the socio-economic efficiency of tourism and recreation services in the region from the perspective of three series of studies (2012, 2014 and 2018), using the Irkutsk Oblast and the Republic of Buryatia cases enabled to justify their validity and feasibility for comparative regional studies in the tourism and recreation sphere.
Conclusions The paper demonstrates practicality of methods for assessing the socio-economic efficiency of the region's tourism and recreation services, reliability of obtained results. The methodology may be useful in strategic planning for tourism development in regions, and serve as a basis for further guidance in the management of tourism and recreation sector at national and regional levels.

Importance The article analyzes the existing methodologies for ranking of innovative development of regions since there is a problem of choosing the most adequate one for comparative assessment of the level of innovation development of regions, because the results of the existing methods tend to vary considerably.
Objectives The paper aims to form a generalized universal algorithm to create ratings and methodologies for comparative assessment of economic objects, and test the hypothesis that the metrics that characterize the quality of multivariable data clustering allow evaluating the impact of the tools offered in the techniques on the quality of the rating assessment of innovative development level of regions.
Methods For the study, we used processing techniques of multivariate statistics, cluster analysis, and the metrics characterizing the multidimensional data clustering quality.
Results The article offers certain tools for multivariate data clustering quality assessment. Using the tools, we have developed a methodological approach and software solution that allow to quantitatively and qualitatively compare input data, methodological schemes, and the results of rating evaluation, calculated by different methods, as well as create new integrated assessment methodologies for innovation development of territories.
Relevance The developed methodological approach and evaluation tools can be used to analyze other objects and domains that require integrated assessment and comparative rating calculation.
