Еcologization of regional economic development: institutional aspects

The study of institutional factors for the ecologization process is presented. The article shows that the existing environmental management system does not provide a reduction in pollution. The factors of ecological modernization of the enterprises in Karelia are defined. The main directions of environmental management reform are considered.

Results of researches on an assessment of influence of economy for environment are given in the Northwest federal district in 2000-2009. The characteristic of indicators of eco- intensity and eco- efficiency of economic activity is given. Degree of unevenness of distribution of an environmental pressure between subjects of the district at economic growth is analyzed. The interrelation of ecologic-economic indicators of regions within the theory of an ecological curve of S.S. Kuznets is considered.

Climate change has a direct impact on human health and safety and on the status of various sectors of the economy. The authors point out that one of the main causes of climate change is the increase in greenhouse gas emissions. The article evaluates the impact of economic development on greenhouse gas emissions in Russia and highlights the main factors that reduce the negative impact on the environment of the territories. The paper uses data from the North-Western regions of Russia, which builds and tests the models to assess the impact of the changing climate conditions on the yield of different crops.


Effect of environmental policy changes on pollution: A comparative analysis of European Union and Russia

Subject A greener approach to economic growth necessitates harmonization of the Russian environmental policy with the norms of international law.
Objectives The study aims at the comparative analysis of changes in the environmental policy of the European Union and Russia and the assessment of their impact on environmental pollution.
Methods The research employs statistical, comparative and content analysis. To assess the vector of economic development, the P. Victor’s green growth model is used.
Results There is a relationship between changes in environmental legislation and the environmental pollution. The effect of changes in legislation is generally positive and contributes to green growth. Changes in the environmental policy of Russia follow the same scenario as in the EU countries, however with a significant time lag. The relationship between changes in environmental policy and the level of environmental pollution is not obvious. The comparative analysis shows that in the EU member States and in Russia the environmental impact per unit of GDP decreases, but GDP growth in general increases emissions in absolute terms.
Conclusions The study of international experience in amendments to environmental legislation and practice on the application of various instruments of environmental policy will help reduce uncertainties when building a new system of environmental regulation, and speed up the process of green economy development.


The potential for socio-economic development of smaller cities

Importance The article addresses the issues of complicacy in the development of small towns in conditions of transformation of the territorial structure of productive forces distribution.
Objectives The paper aims to identify the application areas of managerial interference of the municipal authorities to intensify the socio-economic development of small towns.
Methods For the study, we used a combination of systems analysis, scientific observation and logic modelling, examining various works by domestic and foreign specialists on development of small towns.
Results On the basis of our analysis of the current state of small towns of the Republic of Karelia, we identified the problems and benefits for population compared to larger settlements, and propose certain recommendations to enhance the socio-economic development. As well, we offer a synthesized list of areas for targeted action by municipal authorities to overcome the marginalization of small towns and optimistic development trajectory.
Conclusions and Relevance We conclude that the economic development of small towns in the Republic is feasible on the basis of harmonization of the efforts of different actors in the market and through enhanced public initiatives and entrepreneurship. The application of these measures would provide a good potential to maintain and develop the small towns of the Republic. These measures can be used when designing and implementing economic and social policies at the municipal level, including other regions of the country.


Analysis and modeling of relationship between economic growth and environmental quality (the case of the Republic of Karelia)

Importance Economic growth impacts the environment significantly. In connection with this, a timely and properly performed analysis of the mutual relationship between economic and environmental indicators acquires greater relevance.
     Objectives The purpose of the study is to assess the impact of economic development on the Republic of Karelia environment.
     Methods Using the decoupling factor indicator and models describing the environmental Kuznets curve, I have analyzed the relationship between economic and environmental performance.
     Results I have identified a number of mutual relations between the economic growth and environmental quality in the Republic of Karelia. I have also identified that the effect of decoupling becomes apparent only for air pollutant emission from stationary sources. In the article, I showed that the environmental Kuznets curve hypothesis for the main types of pollution proves unfounded, and the further economic growth for the majority of the region municipalities will be accompanied by an increase in the environmental load. I underline that at the present stage, the economy structure change gives only the short-term environmental effects associated with the closure of a number of large and medium industrial enterprises at the end of the 1990s, and also the predominant service sector development.
     Conclusions and Relevance I came to a conclusion that the technical modernization and creation of institutional conditions, which stimulate enterprises to implement ecologically safe technologies, are the most significant factors contributing to the attaining the decoupling effect. The consistent patterns highlighted in the analysis, can serve as a basis for the development of managerial decisions in the field of ecological and economic interactions and preparation of regional programs as well.


Environmental policy as a mechanism to correlate interests of economic development and economic security

Importance In current conditions, economic development often contradicts environmental and social interests of the society. In this respect, it is especially important to address issues of governmental control of effects the economy has on environment, and fund relevant expenses for elimination of environmental damage.
Objectives The research analyzes changes in the institutional environment where environmental and economic interests and their effects on the environment in the Russian regions should correlate.
Methods I applied methods of comparative and statistical analysis, matrix approach that allows determining types of the Russian regions and a correlation between activities under environmental and innovative policies and the environmental pollution level. The estimates are based on statistical data from publicly available sources.
Results I analyzed the existing system of institutions for governmental control over environmental and economic relations, determined key priorities and tools. The article provides a comparative assessment of legislative systems of Russia and Finland on environment. The Russian economic mechanisms for natural resource use regulation were found to be hardly efficient. Mechanisms for stimulating natural protection activities do not work, with institutions of environmental insurance and collateral value being underdeveloped.
Conclusions and Relevance Environmental restrictions enacted with new federal laws can be practically implemented depending on the existing level of activities under environmental and innovative policies of the Russian regions. As indices of environmental and innovative policies are compared with those of environmental pollution, it is possible to state the low extent of economic greening and extreme disparity in the region's innovative development. The Russian regions demonstrate a greater gap in their activities under environmental policies than innovative development.

Importance To ensure decent living standards of the population is a priority in most developed countries, therefore, the interest in studying the factors influencing changes in the quality and conditions of life of the population is growing.
Objectives The study aims to apply the econometric approach to assess the living standards of people in municipalities of the Republic of Karelia.
Methods We used a set of econometric algorithms to develop a rating of the life quality of population living in municipal regions, which we realized in the form of an originally devised program module in the R statistical package.
Results Based on the municipal statistics, we developed an information base consisting of three blocks of indicators, built a rating of administrative and territorial units of the Republic of Karelia, and analyzed the dynamic pattern of changes in indicators reflecting the situation in regions. This enabled to estimate the divergence of regions based on the complex system of indicators that characterize the quality of life environment.
Conclusions Using the economic and mathematical tools to assess the life quality of people in municipal regions of the Republic of Karelia enabled to identify leaders and outsiders among territories. This approach gives a chance to plan major areas of economic and social development of territories, make relevant administrative decisions which will facilitate the choice of the most effective ways of social and economic development of the Republic.


Evaluating the efficiency of the environmental security policy in the Russian regions

Subject Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy.
Objectives The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions.
Methods The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation.
Results We propose our approach to evaluating the efficiency of environmental policy. The approach may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016.
Conclusions and Relevance Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.
