Features of analysis of the internal and external environment when developing the region's strategy

Subject This article discusses the development of a strategy for the region and the specifics of analysis of the region's internal and external environment, considering the Central region of the Republic of Tajikistan as a case study.
Objectives The article aims to improve the methods of analysis of the internal and external environment in relation to the industrial region in order to develop an effective strategy for its advancement.
Methods For the study, we used the methods of SNW and PEST analyses, and the diamond model.
Results The article identifies the strengths and weaknesses of the region and shows the opportunities and threats that help determine the region's strategic climate.
Conclusions Using expanded analysis and taking into account the key factors identified will provide a principled framework for SWOT analysis and design of an effective development strategy of the industrial region.


Building the shortest road network in homogeneous territories using the three-point Steiner tree problem (the Chistopolsky district of the Republic of Tatarstan case)

Importance The article deals with the problem of linking multiple settlements with a system of roads permitting people to get from any settlement to any other one, with a minimum path length. The Chistopolsky District of the Republic of Tatarstan is a case study for the modeling the shortest road network based on the three-point Steiner tree problem.
     Objectives The purpose of the article is a practical application of the Steiner tree in designing and building networks of the shortest roads in the homogeneous territory of several settlements of the Chistopolsky District of the Republic of Tatarstan.
     Methods We conducted the study using the three-point Steiner tree problem.
     Results We have considered the possibility of using the Steiner tree for the design and reconstruction of roads and built a model of a new network of minimum-length roads.
     Conclusions and Relevance We concluded that the application of the three-point Steiner tree for the design and reconstruction of highways in homogeneous territories can significantly reduce the amount of construction work, reduce the path length between settlements, reduce the time of passing, which will contribute to the development of transport potential of the region.


Applying the Steiner tree problem in the spherical coordinate system given the topographic features of the surface in road construction

Subject The article addresses the problem of finding Steiner points in the spherical coordinate system and using them in road construction, taking into account the topographic features that influence the cost of construction.
Objectives The aim of the article is to analyze the possibility of applying the Steiner problem in spherical coordinates given the topographic features of the surface in road building.
Methods The study was conducted in the spherical coordinate system using the algorithm for solving the Steiner problem with convergence points.
Results We considered a possibility to find a solution to the Steiner problem using spherical coordinates for three and six points, calculated the cost of road construction given the relief, on the case of connecting three settlements of the Moscow oblast.
Conclusions and Relevance Applying the Steiner problem for points with geocentric coordinates enables to take into account topographic features in the design and reconstruction of roads. Using the Steiner problem, it is possible to significantly reduce the scope of construction, shorten the length of the path between the object, and save money. It also enables to calculate more accurately the amount of required investment and estimate return on invested funds.
