The article studies the possibilities of financing and long-term investing in the enterprises of agrarian sector. For the period analyzed, the authors mark a noticeable change of investment structure and growth of a number of potential investors. They trace the process of capitalization of the enterprises alongside with the simultaneous increase of their financial dependence. The state, as a potential investment source, plays a special role. The article also evaluates the efficiency of investments and mechanism for leasing relations of subjects of the agrarian and industrial complex.

Subject This article considers the issues of financial lease, implemented within the framework of Federal programs as an alternative to credit in conditions of unfavorable financial situation of agrarian enterprises.
Objectives The article aims to conduct a comprehensive study of the problem of ensuring the efficiency of leasing transactions at the enterprises of the agrarian sector.
Methods We used the discounting method to evaluate the effectiveness of leasing projects.
Results The article presents the results of the study of changes in the composition and quality of material and technical base at agricultural enterprises of the Saratov Oblast.
Conclusions The Federal leasing programs are certainly advantageous for the lessee. The efficiency of leasing transactions for the lessor largely depends on the method of accrual of depreciation, sources of financing of leasing property, and the possibility of tax shield realization.

Importance This article discusses the issues of analysis of factual information that helps use in a timely manner quantitative and qualitative characteristics of the reserve capital change in order to increase the efficiency of the reserve protection.
Objectives The article aims to investigate the formation and effective management of reserve protection at the enterprises of the agrarian sector.
Methods For the study, we used economic and statistical methods.
Results The article substantiates and presents a regression model of dependence of the profitability ratio of reserve capital on the main production factors.
Conclusions For six years, out of ten, agricultural enterprises have not been able to provide the economic efficiency of reserve funds at the appropriate level, and the actual values of the profitability index have been lower than the regulatory or potentially possible ones.

Subject The article examines the financial status and the financial sustainability of the enterprises of agrarian sector of the Russian economy.
Objectives The article aims to study the problems of financial condition and solvency of agricultural enterprises, and assess their role in ensuring financial stability in the region.
Methods For the study, we used economic and statistical methods, grouping, and regression modeling.
Results Analyzing the financial condition of the agricultural enterprises of one of the districts of the Saratov oblast, we have assessed the indicators of variation and solvency distribution type, and we substantiate and propose a regression model of dependence of solvency on basic production factors.
Conclusions In the Saratov oblast, there are administrative areas of crisis or precarious financial condition. However, during the studied period, there were certain positive changes in the composition and structure of their balance sheets. This has strengthened the financial sustainability of agricultural enterprises, changing their financial condition from crisis to unsustainable.

Subject This article considers the issues related to reproduction of labor resources and skilled labor supply to the agrarian sector.
Objectives The article aims to investigate the problems of efficient use of labor resources at the agrarian sector enterprises.
Methods For the study, we used the methods of statistical analysis, classification, and grouping.
Results The article presents a classification of administrative districts of the Saratov Oblast by level of labor productivity and estimation of variation indices. It proposes a regression model of labor productivity dependence on the major production factors.
Conclusions Positive changes in the process of formation and use of labor resources are viewed at the agricultural enterprises of the Saratov Oblast. In some periods, there is a discrepancy between the rate of wage growth and labor productivity. One of the contradictions of the sector's current development is a discrepancy between the gender structure of agrarian enterprises personnel and changes in their specialization. The mentioned negative factors can lead to a significant decrease in efficiency and competitiveness of the agrarian sector.


Land use by agricultural entities: issues, trends, prospects: Evidence from the Saratov oblast

Importance The reasonable use of agricultural land ensures not only the national food security, but also drives the sustainable development of agricultural areas, and creates conditions for their territorial integrity. The current level of national agriculture raises the need to adequately use land in the sector.
Objectives The research monitors the extent to which the region's agricultural entities utilize agricultural land.
Methods Using statistic and mathematical methods in economics, we evaluate trends in land availability and use indicators of the region's agricultural entities, the extent of land use in economic turnover, and substantiate models and format of reasonable land use.
Results During the period in question, as a result of its use in agriculture, agricultural land is clearly seen to generate a higher effect, profit, gross and marketable products per land unit, growth in land productivity. However, there is a negative trend as more agricultural land is withdrawn out of economic turnover, increasing long-fallow land.
Conclusions and Relevance Having analyzed the extent of agricultural land use by agricultural entities, we substantiate and propose a model and parameters for optimizing the land use, considering natural and economic conditions, and market requirements. As compared with the factual structure, they significantly enhance not only the extent of agricultural land use, but also the entity resource capabilities of the region.

Importance Low solvency of agricultural enterprises is a result of the process of formation and use of funds throughout their production and economic activities. The analysis of factual information enables timely use of quantitative and qualitative characteristics of changes in cash flows to improve their management.
Objectives The study aims at comprehensive investigation of efficient money management at enterprises of the agrarian sector, monitoring the process of formation and use of cash flows, and evaluation of their basic characteristics.
Methods We apply economic and statistical methods to assess changes in a number of economic indicators describing cash flows of agricultural enterprises in the oblast; substantiate parameters of the regression model of cash flow liquidity dependence on major factors.
Results During the period under analysis, there are positive changes in the composition and structure of cash budget at agricultural enterprises of the Saratov oblast. They include a stable excess of cash inflows over outflows in current transactions, significant capital investments, creation of reserves to ensure stable operation, paying off loans and lines of credit, increasing free cash balances. All these changes help solve problems with financial health, liquidity, contribute to cash flow increase.
Conclusions The analysis enabled to establish relationships between generated profit and changes in cash balances. We underpin and offer a regression model of liquidity ratio dependence on main factors of production.

Importance Sustainable development of rural areas is the key to not only food security but also the territorial integrity of the country. The current level of domestic agriculture increases the significance of the problem of stable functioning of this sector to the extreme.
     Objectives The aim of this study is to evaluate the role of agricultural enterprises in the sustainable development of the economy of the region. The authors defined the objectives, firstly, to analyze the current state and contribution of agricultural enterprises to the economy of the region: the dynamics of property, production and performance indicators. Secondly, to assess the dynamics of tax and insurance payments by agricultural enterprises of the Saratov region to the budget and off-budget funds. Third, to identify the most economically sustainable territories in the region, and determine their position in the classification in accordance with local rating.
     Methods By using the economic and statistical methods, the authors assess production performance, examine the role of agricultural enterprises of the region in providing the population with food and industrial raw materials, replenishment of budgetary and extra-budgetary funds, group administrative areas of the Saratov region on the gained rating.
     Results For the period analyzed, the authors note the strengthening of material base of agricultural enterprises of the region, the increase in production while reducing the profitability of agricultural production. However, there is clearly considerable tax and insurance premiums increase in the Federal and regional budgets, and off-budget funds.
     Conclusions and Relevance Considering the contribution of agricultural enterprises in the economy of the region, the authors classified administrative areas in accordance with the potential of sustainable development of rural areas. The authors concluded that this classification will help to identify priority areas in order to ensure the pace of social development.


Analysis of investment in agriculture: from a single project to the industry as a whole

Development and implementation of highly effective investment projects is the main condition of accelerating economic growth. Ultimately, the perfection of the system of selection of investment projects implementation largely determines the impact of investment activity. One of the principles of effectiveness evaluation is to monitor the impacts of the project during the accounting period, or the so-called life cycle, from initial pre-investment development to its full completion. The article contains guidelines that must be followed in the design of investment projects. The authors determined the composition of the most used indicators for the evaluation of investment projects. These indicators can be used both for integrated assessment modeling and assessment of the investment performance of individual objects. The authors are noting the issues of accounting in a newly formed investment analysis. The article estimates the dynamics of indicators of the effectiveness of investment in agricultural enterprises of the Saratov region. The article investigates the prospects for changes in accounting for the data formation on the leasing property available. The analysis of the existing approaches to the assessment of investment activity allowed defining the practical problems of application of the generated accounting. The authors suggest ways to improve the reporting for investment analysis. The introduction of additional indicators in explanatory notes to the balance sheet and profit-and-loss statement report will help form a more complete picture of the property and the financial situation of the organization as a whole, and investment, in particular.


Assessment of the investment attractiveness of agriculture of a region (the Saratov region case)

Importance The successful activities of any enterprise require stable investment flows capable to provide a specified level of the development and competitiveness. However, the current status of the domestic agriculture reinforces considerably the importance of problem of attracting the investment resources in this sector of the economy.
     Objectives The study aims to find the rationale of the investment attractiveness of agricultural enterprises of a region. In accordance with this objective, we make an analysis of the current level of the components of investment attractiveness of agricultural enterprises in a region, which include as follows: the financial performance; capacity of the workforce; the market environment. We made an effort to identify, in terms of investment, the most attractive territories of the Saratov region, and to determine their place in the classification in accordance with the achieved rankings. We also assess the prospects of investment by municipalities of the Saratov region.
     Methods In the article, by means of economic and statistical methods we analyzed the indicators of investment attractiveness of agricultural enterprises in the region, assessed their dynamics and also conduct identification by grouping of the administrative districts of the region in accordance with the ranking. In the course of the analyzed period, we noticed the considerable decline of the financial independence of agricultural enterprises, decline of profitability of assets, decline of the share of net assets and the share of the State property, decline of the average number of employees, and low levels of labor motivation. However, there is the distinctive process of the regional differentiation of administrative districts of the region along the analyzed parameters.
     Results By analyzing the financial condition as the component of investment attractiveness of the agricultural enterprises, we have classified the administrative districts of the Saratov region in accordance with the assigned ranking, and have defined the groups of leaders, outsiders, as well as the areas, which assume the various intermediate levels.
     Relevance We believe that this classification will help investors to identify areas that to the fullest extent possible meet the requirements, goals and objectives of one or another investment project.
