Subject This article discusses the issues related to regional infrastructure strategies on the periphery.
Objectives The article aims to develop methodological support for the development of social and economic infrastructure on the periphery.
Methods For the study, we used the concepts and provisions of the new economic geography, a core–periphery model, institutional approach, the Teece theory, network effect theory, growth strategies, games theory, systematization, and the hypothesis of reducing commercial risks when complementary investment planning.
Results The article presents certain results of the study of the implemented project of complementary planning for the development of telecommunications infrastructure in the Yamalo-Nenets Autonomous Okrug. The article substantiates the regional strategy for infrastructure development on the periphery, which involves all institutional mechanisms of activation of market forces.
Conclusions and Relevance The potential of market forces to develop infrastructure on the regional periphery has not been fully exhausted, but to mobilize it, effective mechanisms and the purposeful work of various institutions are needed. The results obtained can be used by the executive authorities of the regions of the Russian Federation when forming a strategy for the development of the network sector infrastructure.
