Normative and per capita financing in health care

The article considers the mechanism of mandatory health insurance (MHI) as one of variants of the normative and per capita financing of health-care facilities, formulates the problems of transition to one-channel financing of health-care facilities through the MHI system, as well as problems of applying the budget law of the Russian Federation by the territorial MHI funds and medical and preventing treatment facilities (MPT) in the conditions of preferred financing of MPT through the MHI system.

In the article dynamics of physiological indicators at impact of production noise and vibration is shown. Pathological changes at external impacts of noise and the vibrations conducting to considerable decrease in hearing and development of a vibration illness are presented. Method of calculation of a dose of noise are given, the table of an admissible experience and the maximum time of harmful effects of noise is developed, the interface of the developed computer program defining safe length of service, replaceable time and number of changes at contact with vibration factors are considered

In the article, by results of the analysis of the current hygienic criteria of intensity and exposition dose of thermal infra-red radiation, the question on system approach necessity to works on harmonization of normative-reference and technical documentation of the Russian Federation in the field of medicine and labor safety is considered. An absence of objectivity and science-based logic at the ascertainment of the working conditions classes on the real examples is shown. The fact excludes a calculation possibility of real professional risk qualitative and quantity indicators, and suppresses a procedure of the differentiated establishment of the admissible seniority in the conditions of a heating up microclimate.


Improving management of non-State pension funds in conditions of corporatization

Importance Corporatization of non-State pension funds (NPF) is one of the elements of the current stage of pension reform in the Russian Federation.
     Objectives The study aims to assess the feasibility of a change in the organizational and legal form of NPF, the connection of funds corporatization with other elements of the new phase of pension reform, the organizational and legal bases adequacy of the NPF functioning to improve the management of pension accumulation and pension reserves.
     Methods The paper provides an analysis of the statistical data on the NPF activities, which enabled to arrive at a conclusion about the legal form of limited funds to ensure the NPF financial sustainability in terms of growth of pension savings and pension reserves, and also analyzed the experience of private pension funds, reflecting the organizational forms diversity. I identified the positive effects of NPF incorporation and the risks, as well as guidelines for improving the management of funds.
     Results The first results of the NPF corporatization do not permit to conclude on their financial sustainability enhancement. The incorporated form of private pension funds is not a special rule in the practice of foreign countries. The main areas of improving funds management include extending the rights of participants and insured persons, as well as setting requirements to the time-frame of ownership of the NPF shares.
     Conclusions and Relevance An essential condition for the pension system functioning is stable pension legislation based on long-term nature of liabilities.


The spread of informal transactions among small and medium-sized businesses as a threat to the economic security of the Russian Federation

Subject Informal dealings of small and medium-sized businesses threaten the economic security of the State. Thus, it is necessary to analyze the extent to which shadow transactions spread among SME, and outline recommendations to reshaping the institutional environment and subsequently decriminalize SME's activities.
Objectives The research comprehensively studies key institutional characteristics of SME in the Russian Federation, identifies the extent to which shadow transactions are common to this community. The article provides basic recommendations for rearranging the institutional environment so as to curb the informal activities of SME.
Methods The research applies methods of logic and statistical analysis.
Results We examined key characteristics of SME development in Russia, its current state and operational issues of shadow dealings. Most small and medium-sized business are found to operate in the informal sector of economy, thereby signifying the overall inefficiency of the economy.
Conclusions and Relevance Undermining the national economic security, high criminalization of SME is one of the main factors preventing the sector from contributing to the comprehensive economic result. Furthermore, the Russian economy will not be able to abandon the export-based model and adopt the innovation-driven one without addressing a set of issues to encourage the legal development of SME.


A cross-section analysis of capital investments in the system of investment planning in the Russian Federation

Subject The article analyzes the structure of investments in fixed capital by sector, source of financing, and from regional perspective.
Objectives The aim is to perform a comprehensive review of capital investment structure in the Russian Federation, develop proposals for solving structural problems and smoothing the regional differentiation using the investment in fixed assets indicator.
Methods The study employs methods of statistical and cluster analysis.
Results In the Russian economy, the majority of capital investments made from own funds of organizations. Against the backdrop of reduced budget financing and limited access to external credit resources, this source of financing is likely to prevail over the medium term. Most of capital investments are channeled to mineral production. High-tech industries face underinvestment problems, and this runs counter to the priorities of the long-term State economic policy. Structural problems are also reflected in significant differentiation of Russian regions in terms of fixed capital investments.
Conclusions Competent investment planning at the State level will contribute to solving structural problems of capital investments in the Russian Federation. It should include enabling conditions for borrowings by enterprises, encouraging investment in innovation, reorientation of investments to the most promising sectors of economy, regional balance and more powers and authority to constituent entities to allocate resources and solve investment problems.
