Assessment of the dynamics region's innovative activity

In the article the problems connected with an existing condition and need of increase of dynamics of regional innovative activity are analyzed. The role of regional social and economic systems in formation of innovative activity is defined. For dynamic development of economy and increase of a standard of living of the population their value in formation of innovative society in the country is emphasized. The technique of an assessment of the factors influencing and providing growth of characteristics of innovative activity in regions is offered. The importance of creation round the structure innovations of the economic system is noted.

The article examines the state of entrepreneurship from the perspective of its impact on the level of interregional economic integration processes. The article highlights the role and value of small and medium-sized enterprises in the development and operation of an innovative economy, and challenges to the development of innovative entrepreneurship, including, on the one hand, insufficient State financial support for innovations in the business environment, on the other hand, the low level of interest in developing and using the latest technical achievements. The paper says the development of private business has not become a benchmark of high innovation activityyet. The article notes the need to strengthen financial and organizational support from the public authorities of the initiative innovation of business structure and limit the growth of tariffs for energy resources.

Subject This article deals with the issues related to the establishment and development of the institution of entrepreneurship in the Russian economy.
Objectives The article aims to identify problems that make it difficult to use the benefits of business processes. As well, the article examines the development of small business in the Central Federal District regions and ranks them.
Methods For the study, we used economic and mathematical methods and the methods of factor, regression, and statistical analyses.
Results The article presents the results of calculation of indicators that reflect the development of small business in the Central Federal District regions. They provided an opportunity to build a graphic model of this kind of business and rank the regions, using the model.
Conclusions and Relevance The study shows that the economic capacity of the regions is not always used effectively to develop entrepreneurship. It is possible to estimate not only quantitative indicators, but also the qualitative component of the development of this phenomenon. The offered methodology can be used by regional administrations in strategic planning.

Importance The article deals with the interregional innovation economic integration, regional spatial development processes, rational allocation of productive forces and the strengthening of the role of regional economies. The subject of the study is the directions of innovative interregional integration of socio-economic systems in order to create a single economic space of the federal district and the country as a whole.
     Objectives The goal of the paper is to identify areas that would most objectively identify the effective economic integration of regions for innovation.
     Methods We used economic-mathematical methods of investigation, as well as a graphical analysis.
     Results We have identified nine indicators of innovation and economic development of the regions and assessed them, as well as the degree of their influence on the processes of regional economic integration. We graphed the magnitude and built the graphs of equations of regression and the borders of a confidence interval, the regression equations and observed values of the analyzed indicators. In addition, we have completed binary clustering of regions of the Russian Federation on innovative activity. We marked the trend towards localization of markets.
     Conclusions and Relevance We concluded that the Central Federal District has a relatively high capacity and efficiency of interregional economic integration of innovative socio-economic systems of the constituent entities of the Federation, as well as the substantial margin of unused resources, despite the fact that the cost for technology, marketing and organizational innovation is lagging behind. We offer the directions of interregional integration, which will increase the capacity of innovation impact.


Pareto optimization technique in evaluating and forecasting of the processes of interregional innovation economic integration

Importance The article deals with the development of strengthening the interregional economic integration on the basis of the innovation economy. This problem is particularly relevant in response to the threat of stagnation of the Russian economy, caused by the global economic crisis and sanctions by Western countries.
     Objectives The purpose of the study is the development of methods for assessing and forecasting the processes of interregional innovation economic integration.
     Methods To analyze various aspects of the development of interregional innovation economic interaction, we used economic-mathematical methods and applied the concept of Pareto optimization. We are proposing a technique, based on the assumption that a Pareto optimum is a combination of states of the economies of regions in the system (Federal District), which cannot be improved, at least, for one region without compromising the situation of, at least, one of the remaining regions.
     Results We found that, according to the specific terms of the efficiency of innovation activity of enterprises, the structure of the regions changes significantly in the short-term forecast period (2 to 3 years). In addition, there is a gradual evolution of the reallocation of costs on innovation from the leading regions to the ones of high and backward groups. The proposed factor-monitoring system is based on the official statistics of the authorities of the Russian Federation, and it can be applied for estimating and forecasting the integration processes. On this basis, we have set up a system of target indicators of innovation and economic performance, reflecting the state of a group of regions as a system of interacting elements.
     Conclusions and Relevance The proposed optimization model and method of Pareto optimization, on the basis of a system of indicators of economic and innovation regions, will meet the challenges of measuring the parameters of regional system in order to take account of the interests of an individual subject of the Federation and the Federal Center. The program can be used in the educational process, as well as in the activities of the regional government when forming the strategies for social and economic development.
