Identification and analysis of factors influencing the development of the telecommunications sector

Importance Currently, the telecommunications sector has its specific operations, leaving a lot of room for further researches. The article focuses on the telephone communication market of Russia and factors driving the development of mobile service providers and the telecommunications market as a whole.
Objectives The research identifies, analyzes and evaluates the extent to which the factors influence MICEX Telecom Index and the prospect of the market as a whole.
Methods We evaluate and substantiate the most substantial and fundamental factors, which can influence the sector development, using econometric methods. The research also relies upon general scientific methods, i.e. analysis, synthesis, deduction and modeling.
Results The model proves that fundamental corporate qualities are important and significant to take investment decisions, especially during the crisis and uncertainty. MICEX Telecom Index can provide 70% forecast. We also prove telecommunication companies should innovate and invest for their further dynamic growth. The research determines the significance of financing structure and value, and provides recommendations for the sectoral development at the corporate and national levels.
Relevance The findings can be used to substantiate and make investment decisions within and beyond of the corporate environment.


Intelligent potential in the system of economic security of the business entity

Subject This article explores the current aspects of intellectual potential in the system of ensuring the economic security of the business entity.
Objectives Determining the role and impact of intellectual capacity on the economic security of the business entity, the article aims to develop a mechanism and tools to enhance economic security through effective use of intellectual capital.
Methods For the study, I considered statistical data and used the methods of analysis and synthesis.
Results The article describes the main stages of formation and implementation of a mechanism ensuring the economic security of the business entity through intellectual capital.
Conclusions The success of any business entity depends on the level of education, qualifications and competence of the staff, who are able to respond to emerging threats in a proper way. This determines the level of sustainability of the business entity's development, where its economic security is the key factor.

Subject This article discusses the issues of development of the social and innovation vector as a key task for the Russian economy.
Objectives The article aims to classify the methods of economic evaluation of social and innovation activities.
Methods For the study, we used a systematization method.
Results The article shows the relationship between the subjects of social innovation and the functions they perform. The existing methodologies for evaluating the effectiveness of social innovation usually affect one of the functions to be implemented. The article presents systematized social innovation assessment methods available in scholarly literature.
Conclusions The social and innovation development vector implementation requires a comprehensive application of methods of economic evaluation of social innovation. The systematization of methods and their relationship with the features of social innovation help prevent their inefficiency during the planning and implementation phase.


The significance of humanitarian cooperation of Russia and China with their Central Asian partners in the framework of Shanghai Cooperation Organization

The article shows to what extend the humanitarian dimension of contemporary international rela-tions (IR) became influential. The authors make an attempt to warn against the underestimation of the humanitarian factor in the global arena. That underestimation may lead not only to a varie-ty of problems, which hinder the development of the bilateral and multilateral relations of IR-subjects, but also may create some difficulties in other levels of their interaction - political, eco-nomic and defensive ones, etc. The article presents authors' perception of the "soft power" and the place of humanitarian cooperation in the "soft power" concept, and also the paper analyzes the strong points and weaknesses of the humanitarian cooperation of Russia, China and some other countries - the SCO member-states. The paper considers the problems, which impede the promotion of the Russia's positive image in the Central Asian region countries. The authors pro-vide an analysis of the experience of the Russian universities' branches in the Central Asian re-gional countries, which demonstrate the growing need in expanding of the network of schools in the Central Asia with the Russian educational curriculum. The authors also examine the features of the Chinese modern "soft power" tactics in regard to the Central Asian countries of the SCO segment. The paper also provides a number of recommendations for the authorities, which bear responsibility for promoting of the Russia's humanitarian cooperation with the foreign countries in such areas as cultural dialogue, health care, scientific research and education, information and ecology as well as, cooperation in an area of the elimination and management of the natural and the man-made disasters. The authors provide the directions of the further interaction taking into account the capacities and interests, which concern not only Russia, but also its strategic partners - China and the states of the Central Asia. The main conclusions of the article are as follows: a) by its significance, the current humanitarian activities we may put on a par with the foreign policy and the economic efforts of a state, aimed at safeguarding of the state's interests abroad; b) by the implementation, the Russian-Chinese joint humanitarian initiatives became the new humani-tarian "breakthrough", which may enhance not only the "soft power" positions, but also the over-all potential of the SCO as well.
