Region bank as a financial and management consultant in cluster’s business developing

In the article the role of region banking sector in clusters developing is estimated. The analyses of region bank activity in the context of finance and management consultant as a perspective way of cooperating with clusters are carried out. The opportunity of quantity expression of region bank sector’s influence on the efficiency of cluster’s activity through I. Ansoff’s synergy effect’s quantitatively estimating method is studied out.


Private subsidiary farming in ensuring food security in the region

Importance The article considers the problems of the development of subsidiary individual holdings, which keep their stable position among agricultural producers, and even markedly increase the production volume. For the case study, I consider the situation in the Republic of Bashkortostan.
Objectives The paper aims to determine the role and importance of personal part-time farms of the population in the region's food security ensuring.
Methods For the study, I used comparative economic and statistical methods of analysis and the official statistics.
Conclusions Currently, individual auxiliary households outpace agricultural organizations on certain types of agricultural production. Personal subsidiary farms of villagers are seen as the most important source of their existence and survival in a time of economic crisis. A personal subsidiary plot is an important factor for sustainable development of rural territories of the Russian Federation and the country's food security.


Estimates on poverty in Russia and the additional measures to reduce it at the regional level

Subject. This article deals with the issues of social justice and a high quality of life, creating favorable economic and social conditions.
Objectives. The article aims to assess the rate and changes in poverty in Russia and the Republic of Bashkortostan and develop complementary measures to reduce it.
Methods. For the study, I used the methods of logical, comparative, economic and statistical analyses, the results of sociological studies, and official statistics.
Results. The article highlights additional measures to reduce poverty in the region, including the establishment of a minimum social standard of living in each particular region that determines the poverty rate.
Conclusions. Various factors, such as economic sanctions, economic slowdowns, territorial and regional imbalances, lead to living standards decline and poverty rise.


Poverty in Russia: A comparative analysis and the peculiarities

Importance This article focuses on the issues of overcoming poverty and social disadvantage, which are ones of the main problems of sustainable development in Russia.
Objectives The article aims to investigate the poverty level in Russia and analyze and compare the global trends of poverty development, and reveal its Russian specificity.
Methods For the study, I used the methods of logical, comparative, economic and statistical analyses, and official statistics, as well.
Results The article presents evidence that in Russia, the poverty among working citizens continues growing, pensions are increasing slowly, and as a result, the living standards of pensioners are decreasing.
Conclusions The current system of social protection of the population in conditions of economic instability has been unable to fully cope with the impoverishment of the general population and it still does not provide adequate protection for the poor. The situation is connected with weak development of tendencies to the socially oriented economy.


Poverty and the well-being of the population in the midst of instability in socio-economic systems

Importance The article discusses the problems of poverty and social well-being of the population that are becoming the main objective of sustainable development of the regions.
Objectives The article aims to study the level of poverty and well-being of the population in the regions of the Russian Federation and identify the most significant threats and sustainability factors affecting the socio-economic development of the territorial entities.
Methods For the study, I used the methods of logical, comparative, economic and statistical analyses, and the official statistics.
Results The article shows the most significant threats to the socio-economic development of territorial entities and proposes certain measures to improve the standard of living of the population.
Conclusions In recent years, the standard of living and well-being of the population has declined noticeably in Russia, and poverty has spread. The situation in the country carries risks of social instability on a regional and national scale. The sustainable development of the territories is associated with the satisfaction of human needs, and technological development results in increased social welfare and prosperity for the population.

Importance The article discusses the risks and threats to the regional labor market, as well as the issues related to employment.
Objectives The paper aims to study the risks and threats in the labor market of the Republic of Bashkortostan, identifying the characteristics of their development and major employment problems in the region, and make a nationwide comparison of trends in the sphere of employment with labor markets in other regions.
Methods For the study, we used comparative, economic and statistical methods of analysis, and statistics.
Results As recommendations, we offer a mechanism to eliminate the risks and threats to the regional labor market, which is to improve the demographic situation, well-being of the population, and reduce unemployment.
Conclusions We determined that the changes in the sectoral structure of employment of the Republic of Bashkortostan are accompanied by the outflow of labor from major manufacturing industries, and increasing employment in services.

Importance The article examines trends in the socio-economic development of Russian regions in the midst of instability caused by the crisis and the slowdown in economic growth.
Objectives The article aims to study the key aspects of social development of the region in the context of economic instability, as well as identify the most significant threats to sustainability affecting the socio-economic development of territorial entities.
Methods For the study, we used the methods of comparative and statistical analyses.
Results The analysis of the regional socio-economic system identifies the main aspects of development related to population policy, health, education, and the improvement of living standards.
Conclusions In the context of economic instability in the Russian Federation, risks and threats to the social development of the regions have spread. The regions' sustainable development must be guided by the achievement of social goals and the well-being of people on the basis of high social standards. This implies the identification of key aspects of social development that will improve the standard of living of the population of the regional economic and social system.


Ensuring the civil security in territorial entities

Subject. As the society faces more and more threats and risks, civil security issues become a priority. The civil security means the protection of a citizen from external and internal threats arising from the societal, natural and technological environments.
Objectives. The study evaluates threats and civil security in territorial units.
Methods. I applied methods of the comparative analysis, results of sociological surveys and official statistics.
Results. What seems to put people at peril at the local level is mushrooming threats of emergencies. Evaluating the security of the urban environment, I should point out low road accident rates, good fire safety, more preventive public security actions for people and businesses. In the mean time, I mention weaknesses, such as buildings in residential areas that can be destroyed by land slides, residential areas exposed to karst hazards, floods in cities and houses during spring tides, few people having access to central communication channels, its obsolescence, low capacity and insufficient ramification of sewage networks, etc.
Conclusions and Relevance. There should be a conceptual smart city model, which would refer to the public feedback on the urban environment. At the municipal level, I should prioritize the improvement of emergency prevention practices, expansion and development of video surveillance in publicly important places, air pollution monitoring, rehabilitation of the existing sewage network, geological surveys of karst hazards in urban areas, etc.
