An educational cluster as a strategy of education development

The article studies approaches to understanding of the essence of an educational cluster, the prerequisites of its formation in the Ivanovo region and the structure and mechanism of interaction of subjects inside a cluster. The author points out social, economic, scientific and educational advantages which may be obtained by the region due to such a cluster creation.

Now small cities of Russia are in heavy position. To lift a national economy without stabilization of a situation in small cities it is impossible. Duly operated re-structuring industrial and economic activities of city at financial support at a nation-wide level, from regional authorities and investors will allow to leave to small cities complex social and economic position.


Digitalization of cluster as an essential stage in the multi-stage restructuring of the region's textile industry

Subject This article considers the multi-stage restructuring as a consistent process of structural transformation of the system in accordance with changes in the external environment.
Objectives The article aims to explore the process of multi-stage restructuring of the textile industry of the Ivanovo Oblast and justify the significance of digitalization of the textile cluster as an important stage of multi-stage restructuring of the Oblast's textile industry.
Methods For the study, we used the methods of statistical and logical analyses, and modeling.
Results The article recommends to digitalize the textile cluster of the Ivanovo Oblast on the basis of project management. The article also proposes certain areas of digitalization of the cluster, terms of digital transformation, and sources of funding.
Conclusions Timely digitalization of the textile cluster of the Ivanovo Oblast will help the Oblast's enterprises and organizations take a leading position in the textile industry.


The analysis of life cycle and processes of spontaneous restructuring of machine-building industry in the region

Objectives The objectives of the paper are the study of the origin, formation and development of the machine-building industry in the Ivanovo region; identification of the factors that influenced the success of the development in the region; study of structural changes in the industry during the recession; allocation of unplanned restructuring in the manufacturing and analysis of the impact of the negative effects of this process on the socio-economic situation in the region.
     Results Analysis of the life cycle of businesses showed that the stages of growth and maturity in the machine-building industry in the region had been accompanied by active introduction of progressive technologies, development of new products, production automation and modernization of equipment. For the development and enhancement of its competitiveness in line with the world levels of machine-building enterprises, the industry required huge investment to the introduction of innovation processes in production. While analyzing the processes of spontaneous restructuring of engineering, I have identified three stages of reduction of the industry in the region: the reorganization of the major machine-building plants in a small company with limited liability; the bankruptcy of large enterprises of the region; and the diversification of engineering companies with the transition to new economic activities. In addition, I have studied the negative effects of spontaneous restructuring of machine-building industry in the region: rising unemployment, the emergence of enterprise debt payments to the budget and off-budget funds, creating social tensions in the small towns where businesses were town-forming.
     Conclusions The study of unmanageable restructuring in the region proves that the social and economic significant industry during the crisis should be under the supervision of the regional authorities, to be subjected to a controlled restructuring and ensure the inflow of investment capital in the economy.
