Relationship of changes in the key indicators of Russian hotel industry development and the changing human well-being

Importance The importance of domestic tourism development in Russia requires close attention to all elements of this sector’s infrastructure. It is crucial to distinguish factors influencing the financial performance of the hotel industry.
Objectives The aim of the study is to review the relationship between the development of the hotel industry of Russia and the changing well-being of the population that is described by several hypotheses.
Methods The study rests on the analysis of official statistical data for 2010–2014. I verify five logically interconnected hypotheses describing the interrelations of indicators under consideration.
Results The study proves the hypothesis, according to which the increase in the real monetary income of the population results in the growth of the volume of paid services provided by collective accommodation facilities with a delay of 1–2 years.
Conclusions The increase in consumer prices for services in Russia during recent years does not explain the behavior of the increase in paid services provided by collective accommodation facilities. It is possible to trace the direct link between the volume of paid hotel services in monetary terms and changes in human well-being. These conclusions may be useful for the domestic tourism development.

The functions of regional innovation systems: a taxonomy of ideas of Russian experts

Subject The article considers the aspects of functioning of regional innovation systems.
Objectives The paper aims to systematize the ideas of Russian economists about the functions of regional innovation systems and approaches to their study. The main objectives of the study are a critical analysis of these ideas and the development of a classification of the functions.
Methods The methodological basis of the work is a content analysis of main domestic publications on various aspects of regional innovation systems.
Results I determined that the works of domestic specialists in the field of innovative economy allow to empirically identify three functions: production, optimization of regional economic policies, and modernization of the national economic structure. However, they do not correspond sufficiently to the challenges facing the regional innovation systems, therefore, I propose a classification of functions, among which the main ones are production, consolidation, communication, financial and social functions.
Conclusions and Relevance The specificity of understanding the concerns of regional innovation systems in the Russian Federation predetermines the special functions established for them. The results of this research can be used in the elaboration of national and regional innovation development programs. In these programs, it is advisable to indicate basic functions and the main corresponding activities planned.

Economic aspects of space tourism development in regions: Reviewing the present-day ideas

Importance This article discusses the issues of development of the Russian industry of tourism and hospitality, diversification of offered services, and creation of new incentives to attract domestic and foreign tourists.
Objectives The article aims to make a critical analysis of modern views and ideas about the economic aspects of space tourism development in the regions.
Methods For the study, I used the methods of critical analysis and concept-based constructions and definitions. The article considers the findings of various researchers and the U.S. experience of creating a spaceport, in particular.
Results Modern works reflect a positive outlook on the prospects of space tourism. The importance of space tourism for the regional economy increases taking into consideration local land works. This is relevant in light of the information on the functioning of spaceport in the state of New Mexico.
Conclusions The broad interpretation of space tourism contributes to its development by fixing it to a specific territory, to a greater extent. Space tourism can be integrated into the regional innovation system, which is important for creation, improvement and promotion of favorable image of the region. The article conclusions can be used to discuss the initiative related to space tourism in Russia, regional planning, and the development of State programs.

Long-term risks of the Russian crop production under conditions of global climate change in the context of food security

Importance The article deals with issues related to the assessment of risks for sustainable socio-economic development of Russia's agriculture in the conditions of global climate change.
Objectives The article aims to define the long-term risks of the Russian crop production in the conditions of changing climate.
Methods For the study, we used forecast maps of temperature and precipitation changes, helping obtain a semi-quantitative estimation of projected climate change in Russia, as well as statistical information on the Russian crop production.
Results The highest long-term risks associated with the impact of climate change on gross harvesting of grain, sunflower seeds and potato are identified for the Central and Volga Federal Districts. However, they are significant in other territories as well. The remote geographical position of Siberia and the Russian Far East increases the risks identified.
Conclusions Global climate change unequivocally poses risks to crop production, regardless of the negative or positive impact on the cultivation of specific crops. Concerning the Federal districts of Russia, moderate long-term risks to grain, sunflower and potato crops are typical.

Finance of regional innovative systems at different phases of their development

Importance The existing views on the finance of regional innovative systems need to be systematized and significantly extended, as their evolution should be considered through time.
Objectives The research determines the specifics of the finance of regional innovative systems at different phases of their development.
Methods The idea of conceptual modeling implies that theoretical knowledge of the development patterns of an ideal regional innovative system are interpreted in line with actors, finance sources and functions through logic reasoning. The research relies on the scheme reflecting unbalanced interaction of the system with its main components and the socio-economic environment. The system undergoes four phases of its development.
Results The finance increases as the regional innovative system grows, and decreases when it stalls and accumulates internal reserves. It may grow afterward to cover costs arising from stagnation and renewal.
Conclusions and Relevance There are several categories of finance sources of regional innovative systems. Each phase of their development requires certain amounts of investment, correlation of finance sources and priorities of the system functions to be financed. The conceptual ideas and respective conclusions can be used for practical purposes, analysis of regional innovative systems and preparing recommendations for their optimized development.
