An analysis of the system of State regulation of the development of regional agriculture and rural areas

Subject This article discusses the issues of State regulation of agriculture of the Penza Oblast in 2014–2017.
Objectives The article aims to determine the priorities of allocation of public funds and the efficiency of expenditure of budgetary resources in achieving the targets of the State program The Development of Agro-Industrial Complex of the Penza Oblast for 2014–2020.
Methods For the study, we used the methods of scientific abstraction, functional and statistical analysis, and graphics.
Results The article reveals tendencies of significant growth of agricultural production. At the same time, the article says about insufficient efficiency of the State support of rural areas' development that causes outflow of inhabitants from the areas and negatively affects the development of workforce of the agro-industrial complex.
Conclusions Agriculture is an industry that is highly dependent on external factors, so there is a need to create an effective system of support for the industry.


An analysis of the resource endowment of small agrarian business of the Penza Oblast

Subject This article deals with the issues of resource availability of agrarian entities as the main component of ensuring the efficiency of agricultural production.
Objectives The article aims to analyze the resource capacity, current state and prospects for the development of small agrarian entrepreneurship in the Penza Oblast.
Methods For the study, we used calculation and constructive methods, abstraction, graphical method, a scientific literature review, and questionnaire survey.
Results The article shows particularities of the development of small forms of agro-industrial production in the current environment and identifies promising methods of State regulation aimed at developing the resource capacity of small farming business in the rural area.
Conclusions Increasing State support in the form of budget funds allocation does not ensure a proper return for the percentage of agricultural products produced by small business has been declining in the last five years. The quality of material and technical resources does not meet the specific requirements of small business. Organizational and management solutions are needed to improve the efficiency of resource capacity.


Developing the system of State regulation of agriculture at the regional level: A conceptual framework

Subject The article considers the issues of State regulation of agriculture.
Objectives The purpose is to formulate priorities of State regulation on the basis of modern and prospective methods of researching the system processes in the sector.
Methods For the study, we applied SWOT analysis, modeling, scientific abstraction, and graphic presentation.
Results We present an algorithm to formulate the development concept of the system of State regulation of agriculture, define factors influencing the decision-making when choosing the tools of State regulation, and possible strategic problems. The SWOT analysis of agriculture of the Penza Oblast and Republic of Mordovia helped reveal prospective methods of State regulation of the sector.
Conclusions In the course of decision-making on strategies for agriculture development, it is important to consider strengths and weaknesses of the branch, the opportunities and threats of external factors, to identify zones of interaction of internal and external factors, and on the basis of estimates of the said interaction to develop specific tools to regulate the development of agriculture.
