The given problem is now object of brisk discussion as among scientists, and experts.

The competitive environment which has developed in the market of dairy production, demands from manufacturers for achievement of steady financial results, rigid control over costs. In article problems of registration-analytical maintenance of management by expenses at the enterprises for milk processing are investigated. Authors consider that it is necessary to use more actively following perspective directions of the administrative account: калькулирование the limited cost price by production kinds, calculation of the full cost price by means of the AVS-METHOD, forecasting of the target cost price.

Subject The article addresses planning the cost of high-tech products manufacturing as an important task of government technological programs justification. Severe budget restrictions necessitate improving the existing theoretical approaches, methods and techniques for cost planning, and searching for new ones.
Objectives We focus on designing a method for planning the costs of high-tech product manufacturing based on the use of the hysteresis physical phenomenon, mechanisms of its occurrence, and the resulting effects.
Methods The basic premises of the methodology include the mechanism of synergistic effects emergence, which we established through generalization and analysis of various scientific formulations of the hysteresis phenomenon, its causes and consequences; the concept of synergistic hysteresis, which is defined for the first time.
Results We present a two-tier method; its main specifics is determination of upper and lower levels of costs for high-tech products manufacturing. The paper also offers tools to estimate the upper and lower level of costs and the synergistic effect, based on their comparison. When estimating the lower level of costs, we consider the risk of budgetary allocation deficit, which is addressed for the first time in such estimations, and is characterized by the duration of the deficit.
Conclusions The findings may be useful for perfecting the methodological tools for long-term high-tech programs development, mitigating their implementation risk, identifying ways of sustainable innovation and technological development of the country to serve national defense and security.


Principles of self-organization in the development and implementation of government programs

Subject The article discusses the ways to use modern principles of self-organization, one of the topical directions of further refining the program planning methodology, along with the traditional systems approach and principle of consistency.
Objectives The purposes of the article are a comprehensive analysis of the essence and principles of self-organization in program-targeted planning of complex engineering systems' development, and a clarification of the theoretical framework of program-targeted planning by sharing a systems approach and synergistic approach (the self-organization theory).
Methods We analyzed the content of program-target planning and established its fundamental similarities with the causal mechanism of self-organization of Aristotle. On the basis of a retrospective analysis of foreign and domestic experiences in the program-targeted planning of sophisticated military-technical systems, we determined principles and the physical essence of self-organization.
Results We attempted to understand the process of program-oriented planning of the development of complex engineering systems as a process of controlled self-organization; we identified goals, causes, conditions and driving forces of self-organization. We formulate the principles and criteria of self-organization in target planning development of innovative systems. As well we refined the theoretical-methodological base of program-targeted planning and specified prospects for its use for designing sustainable development dynamics of complex systems for the long term.
Relevance The results of our research may be useful when developing and implementing long-term development programs of complex technical systems, identifying ways and means to achieve sustainable development of complex engineering systems in the sphere of socio-economic development, defense and national security of the Russian Federation.


The methodology for managing high-tech production during the formation of Science and Technology knowledge resources

Importance The article focuses on the creation of models to conduct a feasibility study of a possible usage of new and traditional technologies, and evaluate whether research, designing and experimental work is possible during the given period of time, especially under the risk.
Objectives We devise a methodology for managing high-tech production throughout stages of S&T resource generation, and demonstrate its use in practice.
Methods The research relies upon an inductive framework of the self-organization principle. It is based on a simultaneous application of the induction and self-organization principles. Drawing upon this principle, we form a model for managing high-tech production.
Results We formulate the methodology for managing high-tech production throughout stages of S&T resource generation. It rests upon the inductive principle of the self?organization and multicircuit model. We present the structure and key components of the methodology and give a practical example of its use throughout stages of technological design of high-tech products.
Conclusions and Relevance The proposed methodology can be used in certain technological areas so as to ensure the predictability and stability of high-tech production programs, and mitigate their implementation risk. The findings can be useful to outline and implement long-term programs for complex technological and technical systems development. They also can serve to determine the way of ensuring the sustainable development of the systems for socio-economic development of the country, defense and national security of the Russian Federation.


Analyzing the balancing problem at the stages of creating high-tech products

Importance The most important and responsible stage of justifying State programs for high-tech product creation is the balancing of program activities. This task becomes especially urgent when fulfilling the customer requirements for efficiency and quality of high-tech products under tight constraints on fund allocation.
Objectives The study aims to create a general balancing model based on a comprehensive analysis of the conceptual and methodological framework of balancing in various fields of activity.
Methods As a starting methodological premise – a scientific hypothesis, we substantiate the use of the principle of scientific syllogism, which includes general and special premises and a conclusion containing new scientific knowledge, and the principle of self-organization to take into account internal processes of balancing.
Results We formulated a conceptual framework for balancing to support the creation of high-tech products. On its basis we developed a general model and described its main parts, including the goal of balancing, conditions, criteria and parameters, and the result of balancing. We also formulated the general problem of balancing and methods to solve it. The paper shows that the problems of balancing and optimization on the one hand and the task of self-organization on the other hand are identical.
Conclusions The obtained results can be used to improve methodological tools to manage the creation of high-tech products while developing long-term technological programs, mitigate the risk of their implementation, define of sustainable innovative and technological development of the country.


Optimizing the use of financial funds allocated for high-tech product development

Subject The article considers economic and mathematical tools enabling to optimize the use of financial resources allocated for high-tech product development. The forecast evaluation of project results is possible only at the probabilistic level due to the high degree of uncertainty caused by a variety of random factors.
Objectives The aim of the study is to develop a universal economic and mathematical toolkit to streamline the use of financial resources allocated for high-tech products creation in a risk environment on the basis of the self-organization principle. The toolkit should provide an opportunity to adjust the funding plan and cost estimates for high-tech product project.
Methods We employ methods of logical and statistical analysis, the economic-mathematical modeling, game theory, fuzzy logic and expert estimations.
Results We considered theoretical approaches to economic dynamics regulation, defined principles of self-organization in models of economic dynamics of high-tech production, developed models to optimize the financing process of product creation, offered a complex model of economic dynamics regulation, and estimated the possibility of its use at the stages of high-tech product development.
Conclusions If applied in practice, the offered models enable to perform technical and economic evaluation of various options of high-tech product creation and choose those ones that ensure the optimal use of financial resources.


Prioritizing the areas of basic research for the creation of high-technological products

Importance The development of methodological tools is one of the most important objectives of performance-based planning for prioritizing basic researches for creating high-tech products. Thus, it is important to set up priorities of basic researches so to create high-tech products of good quality, notwithstanding limited financial resources.
Objectives The research devises methodological tools and traces how the customer’s requirements to technical and economic characteristics of high-tech products correlate with needs in basic researches.
Methods The article stipulates that it is the matter of multiple criteria and collective examination to substantiate the reasonable composition of crucial basic researches. The analytical hierarchy process created by T. Saaty was used as the most productive expert method. To address the objectives, we modify this method for multi-tier consecutive expert modeling of the way scientific achievements in high-tech production are evaluated in line with the self-organization principle. This modified method helps to overcome methodological difficulties in evaluating the effect of scientific achievements in high-tech production.
Results We outline key principles of the methodological framework for prioritizing the areas of basic researches and evaluating how scientific achievements influence high-tech production, using ordinary functional and technological models. We present our own method to substantiate what areas of basic research would be reasonable to create high-tech products.
Conclusions and Relevance The proposed methodological tools are quite versatile. That is why they can be used to address practical tasks in substantiating the activities needed to plan the S&T basis for high-tech production.


The dynamic model for high-tech production management

Subject Modeling based on synergistic methods is a modern way of improving a methodological framework for high-tech production management in Russia and abroad. Synergistic and traditional methods are intended to make high-tech production more effective.
Objectives The research aims to devise a dynamic model of a typical self-organization cycle, demonstrate that management by objectives in high-tech production and self-organization are equivalent. We articulate our proposals for the combined use of synergistic and traditional methods of high-tech production management.
Methods We rely upon the scientific method of syllogism to verify the hypothesis stating that management by objectives and self-organization principles are equivalent. Referring to general and specific assumptions, we inferred a new conclusion revealing new scientific knowledge. General assumptions include the philosophy of life and theoretical principles of self-organization. Specific assumptions are linked to steps of management by objectives in high-tech production.
Results We presented the model reflecting a typical cycle of self-organization. It implies that technological programs for high-tech production are formed as a non-equilibrium and non-linear process. The model includes the program and synergistic cycles, typical phases, states and limits of self-organization, reasons and conditions for their existence and possibilities to formalize them mathematically.
Conclusions and Relevance The findings can be used to improve the methodological framework for managing high-tech production research, maintain the stability of long-term technological programs, mitigate their risks, determine methods and ways of sustainable development of innovation and technology in the country, defend and ensure the national security of the Russian Federation.


Protection of intellectual activity results from misuse as a priority to ensure the innovation-technological security of the country

Subject The article discusses the issues of protection of the domestic results of intellectual activity as a key factor in the innovative development of the country, and establishing an effective system to control rights on results of intellectual activity, including their protection against misuse.
     Objectives The article aims to develop a methodological approach to the settlement of disputes and conflicts that arise when using domestic results of intellectual activity abroad, including in the countries of the Commonwealth of Independent States and Eastern Europe.
     Methods We used a systems approach to analyze the causal relationships that exist in the practice of the misuse of the results of intellectual activity.
     Results We formed a basic subject-oriented ontological model, reflecting the basic terms of the domain and the relationships between them. We identified the main causes of misuse of the results of intellectual activity and the most common mistakes when resolving disputes and conflicts. We propose our own technology of settlement of disputes and conflicts, and we formulate a general mathematical task to select the rational solution to the conflict from many possible
     Relevance
The proposed methodological approach (technology) can be used in the formulation of science-based interventions at the State (Interstate) level. This will reduce the risks of the Russian Federation in case of misuse of the results of intellectual activities in military, special and dual-use goods fields, the rights to which belong to the Russian Federation.
