Assessment of productivity of activity of the scientific organizations

In the article the results of the comparative analysis of existing approaches to an assessment of efficiency of activity of the scientific organizations in Russia and abroad are presented. For an assessment of efficiency of activity of the scientific organizations it is offered to use verbal expert methods which don't demand carrying out bulky and labor-consuming calculations of a set of numerical indicators and weight coefficients, are based on offered original system of qualitative criteria.

The article is devoted to development and research of mathematical model of preferences of the person, the making decision (decision-maker), on a complex assessment of activity of higher education institution. The model which considers individual and "natural" preferences of the decision-maker, and also the concept - balance of approaches and results is developed. Within research estimates of numerical values of parameters of mathematical model are defined, quality indicators which allow to conclude that the developed model very well describes results of experiment are calculated.

The results of science and technology programs: Possibilities and restrictions of use

Importance S&T programs is the basic mechanism for implementing priority development areas of science and technology in Russia. Currently, it is important to commercialize the outcome of S&T programs. It is impossible without determining the way the outcome of S&T program is allowed or prohibited to use.
Objectives The research analyzes the legislative treatment of the outcome of S&T programs, identifies strengths and weaknesses of remedies the outcome of S&T programs is subject to.
Methods The research relies upon principles of the systems approach and general scientific methods, such as classification and structural analysis, combination of logic and functional methods, cause?and-effect relations. The historical method and method of legislative comparison were used as special tools of the research.
Results I found fundamental features of the outcome of S&T programs that shaped the legislative treatment. The article mentions strengths and weaknesses of statutory and non-statutory remedies applicable to the outcome of S&T programs. I also investigated possible options to formalize the intellectual property rights for the outcome of S&T programs and performed a systems analysis of possibilities and restrictions of the legislative framework for capitalization of the outcome of S&T programs.
Conclusions and Relevance It is necessary to legislate procedures the State used to confer titles for results of S&T programs to authors. The findings can be used in activities of actors of Russia's national innovative system in patenting and implementing results of intellectual activities.


Issues and prospects of State regulation of the anthropogenic footprint on the environmental system of the megalopolis: Negative footprint toll

Importance Currently, industrial enterprises in megalopolises are one of the main sources of environmental pollution. Statistical data on the environmental situation prove the need to urgently neutralize the impact of enterprises on environmental systems.
Objectives The research examines effective economic mechanisms to influence natural resource consumers so to ensure sustainability of natural environmental systems, natural and anthropogenic sites in megalopolises.
Methods The research draws upon the principles of a systems approach and general scientific methods, such as classification and structural analysis, combination of logic and functional methods, identification of the cause-and-effect relations. The historical method and method of legal comparison were used as special scientific tools.
Results The article demonstrates the underdevelopment of the environmental control system and instrumental control exerted by governmental and nongovernmental institutions, with only few pollutants being envisaged and basic tariffs being set. I suggest setting up the toll rates on some types of physical impact, such as noise and electromagnetic radiation, and on hazardous and contaminating emissions.
Conclusions and Relevance The article provides the rationale for switching from the practice of the toll-based permission of the negative effect towards a voluntary certification system on the basis of the best-in-class technologies. The findings can prove useful in the regulatory activities of executive authorities for environmental issues.


Absorption capability of the results of public special-purpose scientific and technical programs: An empirical research

Importance It is important to empirically study the absorption capability of State scientific and technical programs and their results, since such programs involve R&D and experimental work exposed to high risk and uncertainty of final results.
Objectives The research aims at smoothing malfunction of Russia's innovative system in diffusion of results of State scientific and technical programs. I also point out the malfunction of Russia's national innovative system in diffusion of results of State scientific and technical programs, and provide my ideas for alleviating it.
Methods The research draws upon a set of empirical methods: questionnaire, survey, and examination. As the methodological underpinning for the systems analysis of absorption capability of the results, I applied methods for verbal analysis of solutions and the multiset theory, principles of a systems approach, general scientific methods: classification and structural analysis, combination of logic and functional methods, identification of cause-and-effect relations.
Results I provide methodological recommendations for arranging and holding a comprehensive examination of results of special-purposes State scientific and technical programs and performed a systems analysis of their absorption capability using the method of group and multivariate decision making.
Conclusions and Relevance The article identifies some areas for further improvements since the implementation of the results will entail significant expenditures and require production and ancillary space, staff training and other aspects.


Absorption capability of State target-oriented scientific and technical programs' results: A theoretical study experience

Importance Scientific and technical programs are one of the mechanisms of the Russian economy's restructuring and modernization. Introducing the intellectual deliverables of the program contractors should be effectively supported. Under the economic crisis and scarcity of funds, it is important to choose the best deliverables of scientific and technical programs, possessing the maximum potential of their implementation.
Objectives The objective of the theoretical research is to develop scientific and methodological approaches to evaluation and analysis of absorption capability of results of State dedicated scientific and technical programs.
Methods Principles of the systems approach and general scientific methods of research, i.e. the classification and structural analysis, a combination of logic and functional methods, revealing the cause-and-effect relations serve as a methodological basis of the study. To assess the absorption capability of program results, I employ methods of verbal decision analysis and the theory of multisets.
Results The paper defines basic characteristics of scientific and technical programs, their major types, formalizes the concept of absorption capability of the scientific and technical program's result in the form of a system of criteria. I reveal methodological flaws in the existing approaches to assessing and analyzing the potential of scientific and technical results of State programs' implementation, and offer approaches to absorption capability analysis, considering the weaknesses of the existing approaches.
Conclusions and Relevance The findings of the study will enable to make scientifically reasonable decisions on dedicated programs' implementation.


Issues and prospects of governmental control over anthropogenic burden on the environmental system of a megalopolis: Burden factors and rates

Importance The environmental situation of megacities is extremely complicated. It is reasonable to perform a systems analysis of governmental control over the anthropogenic burden on the environmental system of the megacities, identify areas for potential improvement and prospects. The article also reviews the relevant doctrine and court practices in Russia and abroad.
Objectives The research pursues improving the governmental regulation of the institution for reduction in the anthropogenic burden on the environmental system so to create favorable environmental conditions in megacities.
Methods The research relies upon principles of a systems approach and general research methods, such as classification and structural analysis, combination of logic and functional methods, identification of the cause-and-effect relations. I used a historical method and method of legislative comparison.
Results I found principal indicia and formulated the concept of the environmental system in the megacity and analyzed factors of the anthropogenic burden on the environmental system and governmental regulation approaches. I also found challenging issues and formulated proposals to improve the institution of the negative effect rating.
Conclusions and Relevance It would be reasonable to legislatively stipulate gradual transition to the rate, which will mean the highest acceptable anthropogenic burden on the environmental system of the megacity and not interfere its sustainable existence. The findings can be used in legislature so to substantiate and articulate relevant regulations, including technological regulations and national standards.


Absorption capacity of dedicated State scientific and technical program outputs: the experience of empirical study

Subject The absorption capacity of outputs of State scientific and technical programs is a factor impacting their successful practical implementation. Therefore, the empirical study of the absorption capacity is particularly important due to dominating research-and-development activities performed within the programs that entail high risk and uncertainty of resulting effects.
Objectives The objective of the empirical study is to mitigate the dysfunctions of the national innovative system in the sphere of diffusion of results of State scientific and technical programs.
Methods The paper draws upon a set of empirical methods of research, like questioning, survey and expert review; the verbal analysis of solutions and the theory of multisets as a methodological framework for the systems analysis of the absorption capacity of program outputs. I apply general scientific research methods to identify dysfunctions of the national innovative system.
Results The paper includes methodological recommendations on arranging and performing the comprehensive examination of the outcomes of dedicated State scientific and technical programs, and the performed systems analysis of the absorption capacity of the program outcomes. I identified a number of dysfunctions of the national innovative system in the sphere of diffusion of results of State scientific and technical programs, and made proposals for their mitigation.
Conclusions The empirical study enabled to identify a number of areas for improvement. They reflect general dysfunctions of the national innovative system. To achieve effective practical realization of the outcomes, it is necessary to take a set of organizational and economic measures to mitigate the dysfunctions.
