The article examines the development features of the regional insurance market of the Republic Khakassia. Using the data of the insurance and socio-economic statistics, the author has analyzed indicators of insurance activity in comparison with other regions of the Siberian Federal District. The author identifies trends and prospects of the further development of insurance in the Republic of Khakassia.

The article highlights research of personal insurance categories, in particular, life insurance concepts and classification used in the Russian and foreign companies practice of insurance activity. The article analyzes statistical data. The author reveals contradictions and discrepancies in a legal base and insurance theory, notes the problems which arise in this context. The paper proposes an alternative classification of personal insurance where the clarified concept and place of life insurance.

Importance The paper focuses on the issues of regulation of the insurance market, the optimal approaches and methods as well as the degree of government involvement.
Objectives The aim of this article is to study and identify methods and models of regulation of the Russian insurance market used in foreign and Russian practices.
Methods The main research methods of the work are comparison, analogy, economic analysis, scientific abstraction, statistical methods, modeling, and the systems approach.
Results In this study, I clarified the concepts of insurance regulation and insurance supervision. I also present international best practices in the field of commercial insurance, carry out a comparative analysis of the methods of State regulation and self-regulation. Consequently, I propose a model of two-level system of insurance regulation.
Relevance Having identified the problems and matters of the Russian system of insurance regulation, I propose certain activities to improve its efficiency.

Subject The article investigates the specifics of and trends in the national insurance market.
Objectives The purpose is to analyze risks and opportunities of efficient operation of the insurance system as a whole and its individual segments, to assess development prospects of the insurance market in Russia.
Methods I use the summary and analysis of insurance statistics, generalization and systematization of positive and negative factors of the insurance market development, hypothetico-deductive model, statistical methods and modeling.
Results The article classifies problems and risks of the Russian insurance market functioning. They include sectoral and territorial imbalance, fluctuation of losses, uncertain pricing policy. I identify roots of these problems and offer possible solutions, taking into account the strengths of the insurance industry.
Conclusions The low efficiency of insurance mechanisms results from the lack of stable demand for insurance services, low quality of settlement of losses, and absence of support from the State. The most serious are the problems of insurance in Russian regions. However, they are the most significant, as regional insurance markets are the basis of national insurance. The findings may be useful for insurance policy development at the Federal and regional levels, and for individual insurance companies to strengthen their financial stability and market position.

Importance The study analyzes the existing approaches to defining the essence and evaluating the efficiency of insurance as a system and a socio-economic mechanism. It is important to evaluate the efficiency of insurance for an individual insurance company and from the standpoint of the insurance industry significance for the overall country's economy and a specific region.
Objectives The aim is to review methods and trends in the evaluation of insurance efficiency offered by modern scientists, and to develop a well-structured scheme of the evaluation, which will consider a set of methods and approaches applicable to the insurance practice.
Methods The study draws upon certain methods of scientific research, including comparison and analogy, economic analysis, method of scientific abstraction (induction, deduction), statistical methods, and the systems approach.
Results The paper reviews classical and modern theories of insurance efficiency, identifies their strengths and weaknesses, and presents a scheme of evaluating the efficiency of insurance, which separates microeconomic and macroeconomic approaches. The functional aspect of insurance evaluation is significant; however, the industry-specific and market-based approaches should be taken into account. The paper addresses these areas in detail, and substantiates the expediency of their further development.
Conclusions The paper provides a thorough investigation of insurance evaluation from the perspective of its efficiency. This is important for an individual insurance company to monitor its performance, and for further development of regional insurance markets.

Importance The article deals with the issues of enhancing the competitive capacity of enterprises, which is one of the primary tasks of the State and individual regions within the framework of the policy of import substitution.
Objectives The study aimed to elaborate a mechanism of formation of competitive advantages of food industry enterprises as a tool for achieving good competitiveness of products. As an object of the study, we reviewed the food industry of the Republic of Khakassia, Russia.
Methods For the study, we used the methods of scientific research as a comparison and analogy, economic-mathematical analysis and modeling, scientific method of abstraction (induction and deduction), and a systems approach.
Results We present our own clarification of the concepts of competitiveness of products, companies, industries, and countries, and we propose a conceptual model that establishes the relationship between competitiveness and competitive advantages that will enable the industry to effectively build up the latter. Having considered the competitiveness potential of the food industry of the Republic of Khakassia, we identified certain problems and proposed certain solutions.
Conclusions and Relevance Our study develops a competitive advantages formation mechanism in relation to enterprises of the food industry by price and organoleptic parameters, taking into account vertical and horizontal orientation. The work has a practical significance not only for the region under study, but it may be relevant to other remote Russian regions with similar socio-economic conditions of development.

Importance Life insurance is an important economic and social mechanism, as it allows accumulating considerable financial resources at the level of the State and regions, and provides individuals with additional income in future. It is expedient to spur the development of this type of insurance in the interests of the State and particular individuals. However, there is no an effective mechanism yet, which would enable to fully realize life insurance in all regions of the country. This fact stipulates the relevance of the researched subject.
Objectives The objectives of this research include as follows: to analyze the current state, problems and development trends in the regional life insurance market on the case of the Siberian Federal District, to define its place in the structure of the Russian insurance market, and to carry out a comparative assessment of statistical key figures of life insurance in the country and the region.
Methods To conduct the study, I used such research techniques as analysis, comparison, induction, analogy, as well as statistical methods and mathematical modeling.
Results I investigated the problem of life insurance development in Russia and the region (the Siberian Federal District). In addition, I analyzed the structure and dynamics of insurance premiums and payments, and loss ratio of premiums. The article includes computed correlation coefficients between the main socio-economic indexes and volumes of life insurance, and statistical factors of loss variation.
Conclusions and Relevance I have revealed general trends and features of life insurance markets in the Russian Federation and in the region, the factors determining demand for life insurance, and development prospects for the relevant services market. I emphasized that the variation of life insurance indicators in Russia is much higher, than in the Siberian Federal District. The same is true for the life insurance market as compared to the overall insurance market. This confirms the absence of uniform principles and approaches to life insurance in our country. The research may be useful for developing conceptual framework of further development of the regional insurance market, including its separate segments.
