Tax revenue and economic growth: a regional aspect

Subject The studies on the relationship between tax revenue and economic development of territories have been performed for many years; nevertheless, they are still important. Constantly changing internal and external factors impacting the modern society development trigger new issues that need to be addressed. The paper analyzes the interrelation of tax revenue and economic growth of areas. The target of the study includes three neighboring regions located in the Central Federal District, i.e. Tambov, Lipetsk and Voronezh regions.
     Objectives The aim of the study is to conduct a comparative analysis of the economic growth and tax revenues. We review the influence of the structure of economic activities in regions on the volume of tax revenues. The analysis draws upon the spatial and time-series data.
     Methods The analysis is based on statistical information provided by the Federal Tax Service and the Federal State Statistics Service. We employed the methods of statistical analysis, which include the descriptive and regression analysis. The study is illustrated by graphs.
     Results We performed a comparative analysis of the three areas of the Central Federal District. The analysis unveiled different trends in territory development. The turning point of the regional development was in 2009, thereafter, the leading Lipetsk region started slowing down the pace of regional development, but the Voronezh and Tambov regions began developing more actively.
     Conclusions The change in the regional development trends was caused by the specifics of the formation of the gross value added structure of the regions. Therefore, the introduction of special economic zones is an important though not sufficient condition for active development of the regional economy. The factors of meso-, macro-and mega-levels also have a strong effect on the development of regions.


The level of education and cognitive abilities of the third age people

Subject The article studies the issues of elderly people's education level and attitudes to vocational retraining.
Objectives The aim of the study is to assess the level of vocational education of the population older than the working age one, in Russia and the Komi Republic, reveal the attitudes of elderly people to obtain new knowledge and their real readiness to learning, as major components of the resource potential of the third age population.
Methods For the study, we used the data of population census and sociological surveys.
Results On the basis of census data, we found the convergence of the educational levels of working and pension contingents, which almost three times increased for 1989–2010. Using the materials of sociological survey Problems of the Third Age held in 2013, we revealed the attitudes of the elderly to the professional retraining and evaluated their cognitive potential.
Conclusions At present, almost half of pensioners are highly qualified specialists. Older people do not participate in educational programs more because of societal stereotypes than the inability or unwillingness to undergo training. The survey reveals a decline with age of the percentage of the employed at the same workplace, consisting of working pensioners, that confirms the existence of age discrimination even on the domestic labor market. Strengthening the economic challenges of demographic aging calls for exclusion of all forms of age discrimination in employment and education from practice, and ensuring the conditions for better use of the intellectual potential of older persons.


Factors of formation of debts on taxes and levies, fines and tax penalties: analysis and evaluation

Importance Tax revenues assume great importance while generating regional budget revenues. They comprehensively impact the territories' socio-economic development. Taxes combine in an integrated package solving of public and social problems at different levels, as well as objectives of commercial organizations and individuals. Therefore, tax debt incurrence is a factor, which negatively impacts the tax revenue trend. Tax debt negatively impacts the current reproduction processes, which determine the need for a more detailed study of this phenomenon in order to identify trends and key impact factors. Making an analysis of the "tax arrears" definition, I infer that the definition characteristics significantly differ.
     Objectives The paper aims to analyze the dynamics and to identify the key factors shaping the Central Federal District territory tax debt. An analysis was conducted based on the data compiled by the Federal State Statistics Service and the Federal Tax Service. Tax-based indicators for 2006-2013 were used for the research.
     Methods The paper presents a dynamics analysis of relative indexes of debt ratios pertaining taxes and levies, fines and tax penalties, and it also provides a ranking of regions in terms of per capita debt position for a number of years. In the article, I put forward a number of preconditions, which economically substantiate the reasons for the researched indicator formation. The followed-up correlation analysis results confirmed a portion of assumptions. Building a regression model of the researched debt became the follow-up step of the research.
     Results The analysis enabled to conclude that an indicator formation is associated with the combined impact of internal and external factors on an entity's operation.
     Conclusions and Relevance Thus, the problem of indebtedness is of complicated nature, and it requires the use of regulatory instruments, not only at the microlevel, but at meso- and macrolevels as well.

Identification of hybrid dynamic models: the case of the regional wholesale electricity market

Importance Studying the behavior of consumers and producers in a competitive wholesale market of Russia and the formation of the equilibrium price stay topical in the field of electric power industry.
     Objectives The relationship between such parameters as the consumption and price of electricity is a subject of particular interest and the subject of our study. We have also considered some other factors inherent in such researches.
     Methods To investigate all these questions, we suggest a continuously-discrete (hybrid) model of functional-differential equations of wholesale electricity market for a macroregion of Russia, i.e. the united energy system in the Ural region. The distinguishing feature of the model is that one of the continuous nature of demand and the discrete nature of electricity prices that logically follows from the analysis of regulations of the wholesale electricity market of Russia. The constructed model takes into account the specifics of the joint power grid in the Ural region, which lies in the possibility of sudden changes in loading the power plants. In this paper, we propose a method for identifying such type of models. Estimation of parameters of the model is calculated as the solution to the problem of minimization of errors on a form of integral differential equation and the traditional regression equation. The model at the joint power grid in the Ural region was identified in monthly dynamics of August, 2011 to February, 2014.
     Results The analysis of the model has confirmed the hypothesis of reciprocal influences of consumption and electricity prices. In addition, the analysis shows the significance of the factors characterizing the change in power generating capacities on the territory of the united energy system of the Ural region in the formation of the equilibrium price for electricity.
     Relevance The constructed model is the first hybrid model in the wholesale electricity market, and the proposed method of identification is one of the possible methods for the identification of such models.


Dynamics of labour potential of the region (the case of the Komi Republic)

The subject of this study is a comparative evaluation of the labor potential of the regions of the North-Western Federal District of Russia in order to determine the place of the Komi Republic among them. The authors have perfected the technique of quantitative-qualitative assessment of the labour potential of the region based on the index method and have carried out an analysis of the dynamics of the labour potential of the regions of the North-West Federal District for 2002-2010. The article found that the positive dynamics of the integral index of development of labour potential in the Federal District provides the trends of all five private indices practically in all regions. Proximal to the maximum index of the length of working lifetime, index of the level of vocational training of employees and the employment index make a big impact on the general level of the integral index. However, the indices of per capita Gross Regional Product (GRP) and the capital-labor ratio make the most significant contribution to the positive dynamics of integral index in the environment of the economic growth within the period of 2002-2010. The integral index of development of labour potential in the Komi Republic in 2010 for the North-Western Federal District remains below average. However, for the period of 2002-2010 the Republic improved its position in series of increase of the regions of the District after rising from the sixth position on its level to the fifth one. This happened primarily due to the growth of capital-labor ratio indices and of per capita GRP, in terms of which the Republic occupies the second place in the District. The paper points out that an index of growth rate of employment in Komi is above the average, which is characterized by its low level. The growth rates of the professional education indexes of employees and the duration of working lifetime are below average-level indices. Thus, the further growth of the labour potential of the Republic of Komi is determined by the enhancing of the qualitative characteristics of the population: its healthcare and lifestyle, professional education level of the labour force and the effectiveness of their use in the economy.
