This article analyzes the current stage of Russian-Mongolian relations; it is projected to run their unequivocal recovery. In this case, a well-developed business consulting in the field of economic cooperation between the two countries and a major Russian educational system operating in Mongolia, will use them as a basis for qualitative transition of the Russian-Mongolian relations to a higher level and the establishment of effective cooperation between government and private organizations.

Importance Low birth rates and high mortality intensify population aging processes, thus necessitating researches into demographic security of areas.
     Objectives The research elaborates an integral index of demographic security threats of the area, considering the theoretical and conceptual substance of the notion.
     Methods Demographic security was split into areas where potential threats may arise, with critical thresholds being identified. The higher the integral index, the more probable the adverse effect of demographic factors on the development of the area.
     Results Having assessed the integral index of demographic security threats, we marked the Russian regions demographically and set a matrix of the current threats and trends in parameters included into the index. The article indicates good areas and regions, which are not protected from demographic threats most of all.
     Conclusions and Relevance We conclude that the proposed methodology is applicable to group areas in terms of demographic security, and the grouping is reasonable for managerial decision making at the federal and regional levels.

Using capabilities of the Union State to develop the labor potential of the Russian Federation and Republic of Belarus

Subject Nowadays labor is regarded as a key factor of production, directly depending on demographic development trends. As Russia and Belarus saw crucial changes in the public reproduction indicators in the second half of the 20th century, the labor potential systemically reduced, thus causing a shortage of talent. Under the current circumstances, it is necessary to use available labor reserves which may be untapped by the Union State.
Objectives The research attempts to find out and substantiate whether the Union State's economy can be provided with labor resources notwithstanding the unfavorable demographic situation.
Methods The research employs traditional methods of research, such as analysis, synthesis, comparison and generalization, and principles of systems and comprehensive approaches.
Results I discerned the operational specifics of national markets of Russia and Belarus, which resulted in labor potential development trends seen in the Union State. They include stable employment and relatively low unemployment rates, preservation of numerous low-end jobs, employment in the informal sector of economy, poor social welfare.
Conclusions and Relevance I propose and substantiate a set of measures to develop the labor potential of the Union State, which intend to create highly productive jobs, implement the supranational policy for higher flexibility of the labor market and social security, develop the Russian-Belarus relationships in the international labor migration control. As a conclusion, I emphasize the complimentary nature of labor market institutions, thus providing the rationale for a comprehensive approach to the proposed measures.
