Imperfection of innovative systems in resource-rich regions

Subject This article discusses the causes of weak economic growth of resource regions and institutional and infrastructural constraints hampering their advancement.
Objectives The article aims to test the hypothesis of a resource trap for Russia's commodity regions.
Methods The results of survey of the heads of enterprises of the Krasnoyarsk Krai are the basis data for consideration. To organize the data, we used mathematical techniques.
Results The study shows that there is an inverse negative relationship between the growth rate and the share of primary industries in the gross regional product of Russia's commodity regions.
Conclusions and Relevance The main obstacles hindering economic growth are concentrated in the field of network interaction of the participants of the innovation process. The results of the study can be used to improve the policy of innovative development of commodity regions.


Ways to overcome the inequalities of socio-economic development of backward regions: Evidence from the Republic of Tyva

Importance The article deals with the issues of economic inequality of regional development and regional policy that provides special measures to overcome economic backwardness.
Objectives Considering the economic situation of the Republic of Tyva as a case study, the paper aims to form the basic directions of stimulating regional policies that ensure the development of a backward region.
Methods For the study, I used the methods of economic and statistical analysis, classification, comparison, and expert estimates. As the research methodology in calculating the thresholds of aggregate sustainability index, I used an interregional differentiation reduction approach.
Results The article presents a system of indicators for assessing the social sustainability of the regional economic system and a method of calculating the aggregate sustainability index as a comprehensive indicator of the level of region's backwardness to determine the type of region. Also, it offers the main directions of stimulating regional development policy for a backward region, ensuring the regional economy's growth.
Conclusions and Relevance I conclude that there is a need to build a supportive regional policy that promotes targeted economic zones, clusters, points of economic growth. For the Republic of Tyva, I propose the formation of a special area of socio-ecological environmental management that ensures a rapid development of the economy in the conditions of environmental safety.


A model of organizing a zone of special socio-ecological conditions of natural resource use for depressive regions's development

Importance The article considers the development of depressed regions of the Russian Federation, including the Tuva Republic, the distinctive features of which are rich natural resources, favorable conditions for the development of agriculture and the unique natural landscapes.
     Objectives The purpose of the study is the development of models to generate a targeted economic zone as a mechanism for the development of the depressed region in the new economic environment, including the area of special socio-environmental management regime in the Tuva Republic.
     Methods We used a factor analysis and expert assessment to conclude on the necessity to develop a special economic zone based on the frame-and-cluster approach, which includes infrastructure and various types of supporting zones.
     Results We invite to create three types of control zones: a zone of accelerated industrial and agricultural development; an area of active development of promising fields of natural resources; and a recreational and tourism zone. In addition, we have developed a system of indicators of the zones' development, as well as a mechanism of formation of zones of special social-environmental management regime. The mechanism will contribute to ensuring a high level of development of energy, transport and engineering infrastructure, to creating conditions for a favorable investment climate, to enhancing the socio-economic efficiency of mineral and raw material resources, to the revival of traditional indigenous farming.
     Conclusions and Relevance We concluded on the necessity to organize a particular socio-ecological management mode area for the development and economic growth of the Republic of Tuva. The study results are confirmed by calculations of expected socio-economic impacts.
