Subject The paper considers the issues of gender income gap breakdown.
Objectives The paper aims to quantify the factors of gender income spread in the Volga Federal District.
Methods For the study, I used a descriptive method, distribution density scheme, the methods of ordinary least squares (OLS) and conditional quantile regressions, as well as the Blinder–Oaxaca decomposition and the Machado-Mata approach.
Results The paper shows that the differentiation in the income of men and women in the Volga Federal District is caused by differences in the market valuation of individual characteristics of their human capital.
Conclusions The paper concludes that market valuation effects of human capital play a dominant role in shaping a gender differentiation in income.

Subject The article examines and discusses the issues of income differentiation and inequality in the Volga Federal District of the Russian Federation.
Objectives The article aims to identify and assess in the econometric aspect the factors of relative poverty and income differentiation in the Volga Federal District.
Methods For the study, I used the methods of analysis of descriptive statistics, specification and econometric estimation of logit regressions for the level of relative poverty. The decomposition approach includes the technique of decomposition of the Theil inequality index by group, as well as the regression method of decomposition of income differentiation.
Results The article describes the factors contributing to the differentiation of income of the population, and those ones that increase the likelihood of overcoming the threshold of relative poverty.
Conclusions and Relevance Gender and educational status make the most appreciable contribution to differentiation of incomes in the Volga Federal District. The results obtained can be used in a targeted economic policy aimed to mitigate the excess level of inequality and overcome poverty in the District.

Analysis of the way passed by sovereign Russia after the USSR disintegration showed that the chosen version of the transformational transition from a centrally regulated society model of the domestic economy to a market-regulated one was burdened with the unprecedented destructive effect (typical for the revolutionary process model) and with the involution effect of «historical rollback», predetermined its content as a quasi-reform. An alternative transformation variant implemented in China was that «the maintenance of advantages of the socially oriented planned economy, capturing the market self-regulation instruments step by step.

Importance Under severe shortage of own sources to finance economic growth, developing countries tend to attract funds from abroad in the form of foreign direct investment (FDI).
Objectives The study aims to explore models of interaction of Russian regions with certain investment partners, in particular, to identify preconditions and results of presence of investors from China in the subjects of the Russian Federation.
Methods In the work, I built a multivariate regression model (pooled regression) for 2010–2013 that reflects the motives of Chinese investors for FDI in Russian regions.
Results Using the econometric methods, the study proves that investors from China are looking for raw commodities in the neighboring to Beijing Russian regions that do not have an intense resource base.
Conclusions The obtained scientific results define the further vector of research in the analysis and modeling approaches of individual countries or groups of countries to implement FDI in the subjects of the Russian Federation, which will give rise to a balanced and reasonable regional investment policy.

Subject The paper presents the main results of the study of the general and private approaches of foreign investors to the choice of the localization of their capital in the regions of the Russian Federation.
Objectives The paper aims to analyze the narrowness and directions of the relations between the investment potential/risk of regions of the Russian Federation and the investment activity registered within their borders by non-resident investors, in general and in the country terms.
Methods For the study, we used statistical and econometric methods of analysis.
Results We defined a criterion (typical for all investor countries) of the general investment choice of foreign investors. As well, we determined the direct and inverse relation between the level of investment activity of the non-resident investor and the investment potential/risk of the recipient areas, respectively.
Relevance The scientific results obtained determine the further research vector in the country study aspects of investment processes in the regions of the Russian Federation.

Importance In recent years, a rapid growth in the creation and development of regional medical clusters of various specializations has been observed in Russia. Some experience of organization and functioning of such clusters has been accumulated by now.
Objectives This article aims to analyze and assess the problems of initial development of regional medical clusters in the Russian Federation.
Methods For the analysis and assessment, we used the data from open periodicals and the Internet.
Results The assessment of available materials shows that the problems of the initial stage of development of regional medical clusters can be categorized into groups as organizational, personnel, and evaluation. The most common problems are the lack of personnel and the difficulties of the organization. The article proposes certain directions of solving these problems. The problem of development of criteria for evaluating the effectiveness of medical clusters is separately identified. Also, the article proposes basic quantitative criteria of assessing the efficiency of regional medical clusters on separate types of activity, realized within the cluster.
Conclusions and Relevance The review data can be used to assess the risks and prospects for the creation of new medical clusters. The proposed criteria can be used to assess the effectiveness of existing clusters. Further assessment of the functioning of medical clusters is also necessary in the future to solve the problems of cluster development in medicine.

Subject The article considers the issue of medical register maintenance.
Objectives The purpose of the study is to evaluate the efficiency of current medical registers, using a case of endoprosthesis replacement register maintenance, as an economical instrument of managing the medical institution, which provides for optimization and improvement of medical services quality.
Methods For analytical estimation purposes, we studied relevant data published in peer-reviewed journals and open registers materials from the Internet.
Results The analysis found out that the content of registers and their functions differ depending on the register level, i.e. national, regional, local, i.e. within one or two clinics. The register maintenance experience showed that regardless of the level, registers enable not only to follow up patient's condition after treatment, predict and monitor the efficiency and safety of the product, but also to assess the volume and structure of expenses during medical treatment. Medical registers provide cooperation in the patient–medical institution–manufacturer system, which helps reducing direct and indirect cost of treatment. Based on the analytical review, we identified main advantages of registers ensuring the said cooperation.
Conclusions Medical registers should be used as an instrument of quality management not only in an individual medical facility, but also in certain branches of the healthcare industry. The project for organization of the national register of endoprosthesis replacement should be initially based on the creation of regional registers, within the subjects of the Russian Federation.
