Operational planning promotes reduction of irrational use of enterprise assets at the expense of timeliness of planning of economic operations, commodity and material and financial streams, and also control of their implementation. Operational planning is especially effective under the authority of management accounting of movement of commodity and material and financial resources of the enterprise at all stages of a financial cycle.

In the article dynamics of the main indicators of forest management and forest financing is analyzed. For improvement of analytical procedures it is necessary to use the methodical approach relying on studying of structural shifts in volumes of withdrawal of wood and a payment for using sites of wood fund. It is offered to add traditional system of criteria of efficiency of forestry with indicators of greening of wood lots.

The article considers a present-day form of organization of business activity in a forestry system of a forest-poor zone. Such a form is capable to provide a balance of interests of the forest fund owner and timber producers. To define such a form, the authors evaluate silvicultural and economic conditions and determine predisposition of the woodsy territory (forest area, group of forest areas) to implementation of government, public-private and private business programs.

In the conditions of reforming of the forest relations actual there is a problem of comparison of expenses and the income from activity and use of forest resources. In the article process of formation of the income from use of forest resources in comparison to financing of activity is considered. As an example the structure of expenses on maintaining forestry of the Voronezh region is investigated. Expenses of the consolidated budget of the Russian Federation and income of forestry of the country are analyzed. The assessment of existing practice of financing of branch is given.

In the article the methodical approach to an assessment of appeal of business activity in the sphere of a pond aquaculture from a position of small enterprise as subject of small business is considered. Importance Because of the importance of foreign trade activities, the challenges of disclosing the export capacity of the region, in general, and the enterprise, in particular, the problem of providing effective support to export oriented companies recently acquired even greater relevance.
     Objectives The aim of the study is to identify opportunities to support small and medium-sized enterprises engaged in foreign trade operations.
     Results The authors present the results of research on the state and development of export-oriented small and medium-sized businesses. The authors consider the forms of State support of export-oriented business: marketing, consulting and training, finance. They disclose the reasons for insufficient implementation of export capabilities of enterprises. The article identifies the financial and administrative constraints among the major constraints on the development of export-oriented small and medium-sized businesses. The paper proves that in order to support internationalized business structures, it is necessary to develop methodological tools, which will make it possible to provide a targeted support to needy businesses. In the course of the study, the authors have developed a methodology for support of export-oriented small and medium-sized businesses.
     Conclusions and Relevance The authors conclude that the proposed methodology, having found its application in small and medium-sized businesses, will contribute to a real assessment of the effectiveness of interventions to support export-oriented small and medium-sized businesses. The methodical approach can be used by the Federal and regional authorities, as well as the small business development centers in the preparation of normative legal acts, regulating the direction and forms of support to small and medium-sized businesses.
