In the article the possibilities of application of experience of Finland for stabilization of medico-demographic processes in the Republic of Karelia are analyzed. The medico-demographic situation in the Republic of Karelia is investigated; the leading causes of death of the population of three territories (Finland, Russia and Karelia) are studied. Experience of Finland in implementation of the project "Northern Karelia" on prevention of cardiovascular diseases is considered.

The purpose of the given work is revealing of socio-economic and ecological factors influencing on medico-demographic tendencies in regions of Russia. Research was spent by means of economic-mathematical methods (correlation and regression analysis). The material is the information of the Federal state statistics service for 20052009 (Regions of Russia, Public health services in Russia). The basic indicators influencing expected life expectancy of the population have been revealed, and social policy priorities are defined as a result of the spent calculations.

In the article the research of medico-demographic processes in the regions of Russia by a method of the regression analysis according to panel data is presented. It is shown that the regression model with the fixed effects allows receiving reasonable option of modeling which can be used for an assessment of the main demographic indicator - expected life expectancy in the country depending on indicators of its social and economic development, qualities of medical care and a factor of a social stress.

In the article econometric approach to creation of rating estimates of territories on the example of the Republic of Karelia is presented. Two blocks of indicators for creation of integrated indexes are allocated: quality of the population and social and economic and ecological characteristics. On their basis value of the uniform summary integrated indicator for all territories of the Republic of Karelia is defined. Social and economic recommendations aimed at improvement of a medico-demographic situation and increase of quality of the population at regional level is proposed.


Methodology of implementing management decisions to stabilize the health and demographic processes

The article justifies the method of implementing administrative decisions to stabilize the health and demographic processes. This method consists of five stages: scientific substantiation of the factors affecting public health; implementation of regression models for panel data; calculations by model; the model of optimal control of medico-demographic processes; development of an integrated system of measures and management proposals. All phases of the methodology have been implemented for the Northwest Federal District. The author used statistical information from the "Regions of Russia" and "Russian Health Care" collections to carry out calculations for 2005-2010. The author gives certain recommendations for socio-economic measures to improve the medical and demographic situation at regional level.
