In the article the problems of demography of Europe and Russia are considered. Solutions of the depopulation problem at the expense of involvement of immigrants are offered; consequences of such "stimulation" are estimated. It is noted that "stimulation" of immigration isn't panacea for a solution on increase in level of birth rate of the population. For this purpose, Russia should consider immigration practice of accepting foreign countries and to develop the corresponding migratory policy

Flax cultivation development in the Tver Oblast: Problems and prospects

Subject This article deals with the issues related to the reproduction process in flax breeding.
Objectives The article aims to clarify the theoretical and practical provisions for shaping the prospects of flax-growing development in the Tver Oblast.
Methods For the study, I used abstract-logical, statistical analysis, monographical methods, the Delphi approach, and some other techniques.
Results The article presents the results of calculations confirming the possibility of expanded reproduction of flax in the Tver Oblast.
Conclusions The Tver Oblast loses its top position in the production of fiber flax. The volume of public and private investments is declining. Integrated entity, like flax cultivation cluster is the most promising one in terms of regional development.


Pricing policy of retail chains. “Velvet” nationalization

Importance Pricing policy in retail chains of Russia and escalating social tensions become a nationally important issue, especially considering that the Russian economy is facing sanctions imposed by the EU and USA.
Objectives I examine the current situation in the food market and analyze changes arising when a new law on trade was adopted. In case of unfavorable dynamics, I attempt to forecast further steps of the government.
Methods I match and analyze statistical performance indicators of retail chains.
Results The law on trade was not found to have any significant effect as retail chains managed to circumvent the Russian laws. This calls for a comprehensive approach to the issue. The State-owned VTB Bank absorbed a retail leader, thus taking control over pricing in the food market.
Conclusions and Relevance I discover what causes anti-social pricing policy, evaluate the implementation of legal mechanisms adopted to regulate pricing policies. The article provides the rationale for rotating owners of non-controllable companies given the State applies stock instruments and further improves the legislative framework for regulating pricing policies in the food market during the economic instability.

Importance The State revenue fell dramatically due to the economic crisis, which resulted from sanctions imposed by the USA and its satellites. Budgetary revenue is insufficient to cover the government spending. The budget sequestration, curbing social programs and increasing the retirement age are one of the most frequent proposals aimed to tackle the existing situation. However, such methods escalate social tensions. Therefore, budget replenishment gains special relevance and significance in the current circumstances.
     Objectives The objective of the research is to prove that the State may legitimately claim titles for enterprises or compensation payments to indemnify damage caused with 'loans-for-shares' auctions and create an instrument for influencing owners.
     Methods Analyzing publicly available sources of information, regulatory documents, economic literature, we identified and summarized facts that helped reach the objective.
     Results As the research shows, the objective is attainable. If certain conditions are met, the State may legitimately recover its rights, thus replenishing the State budget.
     Conclusions and Relevance We conclude that during the crisis, the State must timely and legitimately respond to activities of those shareholders, who almost made their entities teetering at the verge of bankruptcy due to their inefficient management, thus escalating the already complicated social situation.
