The article reads of the need to apply a logistic concept to manage the fruit and vegetable sub-complex of the region's agricultural sector. The paper studies the present condition of the fruit and vegetable sub-complex of the Republic of Dagestan and the reasons hampering its development. The author defines the main directions of integration of logistic links of the fruit and vegetable sub-complex. As well, the author offers certain measures to improve program and target methods of management and the government support of logistic integration of the agrarian and industrial complex.

The role of the Troubled Asset Relief Program in overcoming negative impacts of the financial and economic crisis of 2008 in the USA

Importance The article addresses the Troubled Asset Relief Program that was developed and implemented by the U.S. government to overcome negative impacts of the sub-prime mortgage crisis of 2008. It reviews the elements of organizational and economic mechanisms of the Program, i.e. principles, instruments, and interaction tools of parties involved.
Objectives The study aims to investigate the U.S. experience in overcoming crisis and solving strategic tasks based on the program-oriented approach.
Methods The paper rests on the analysis of relevant legislation and expert data, and the systematization of analytical information.
Results The paper shows that the Program’s success was achieved owing to the consistent nature of its measures, strategic organizational structure of its development and implementation processes that implied multiple control and monitoring, high professionalism of its participants, as well as timely legal regulation of its initiatives.
Conclusions and Relevance Special-purpose programs based on systems approach are an efficient tool to solve the problems of socio-economic development. The analysis of the U.S. experience may be useful for improving the domestic theory and practice of government programs and budget reform.


Agricultural entities of the Republic of Dagestan: development issues

Importance The article investigates the key issues of developing agricultural entities in the Republic of Dagestan.
Objectives The research identifies what caused the continuing crisis in the development of agricultural entities in Dagestan.
Methods As part of the research, I applied a cross-disciplinary, economic and statistical analysis, described various aspects of agricultural entities' operations, determined the regional specifics of agricultural production, and the cause-an-effect relations.
Results I examined business and legal structures of agricultural entities, which were typical of the region. There are mainly cooperatives, which were incorporated when collective farms of the Soviet times were privatized. Currently, agriculture is unprofitable in mountainous areas, and agricultural entities work in lands of distant pasture cattle rearing, i.e. plain areas where production and social infrastructures are underdeveloped. Whereas agricultural land is scarce, Dagestan does not use nearly a one-third of the available agricultural land.
Conclusions and Relevance I determined the following measures to foster agricultural entities of the regions: improvement of institutional relationships of land use, selective State aid to agricultural entities, development of production and logistic infrastructure in the agricultural sector of the region. The findings can be used by the regional authorities when improving the system for managing agricultural entities.

Importance The article deals with the problems of the baking industry of the Republic of Dagestan.
     Objectives The article aims to troubleshoot serious problems of the baking industry of the Republic of Dagestan and develop certain measures for the diversification of bread production.
     Methods For examination of various aspects of the region’s baking industry, we used econometric research techniques.
     Results We identified the key problem of the baking industry in the region, i.e. an extensive network of private bakeries that make up the primary competition to large bread-making plants. Also we identified problems of reproduction of fixed assets at baking enterprises. We offer certain activities for the diversification of production through the production and sale of ready-made bakery premix with various functional additives.
     Conclusions and Relevance We conclude that to raise the economic efficiency factor of the processes of reproduction of fixed assets of bakeries and extend the line of health products at competitive prices is impossible without the diversification of production.
