In the article the technique of an assessment of the actual priorities of regional budgetary policy is offered. Its application in the analysis of the budgetary documentation in the Tula region allowed to conclude that the declared priorities of the budgetary policy essentially differ from the actual. In the article is given the necessity of the regional budget strategy. As a base of its choice is devised the special model of budget analyses. The author determines the main kinds of the regional budget strategies, explains the role of the inter-budget relationships. It is concluded that in connection with the crises in the world finance, the problem of strategic management in budget policy is necessary not only for anti-crises management but for future development.


Financial aspects of inter-municipal cooperation

In the article are given the main problems that arise during the implementation of settlements budget policy, including lower tax revenue, the delegation of authority to the municipal district, the imperfect of legal framework and others. The settlements budgets are analyzed at the example of Tula region. The author suggested activities focused on the development of local budget policy.


The efficiency of the regional inter-budget adjustment

In the article is given the main approaches to the efficiency assessment of the regional inter-budget grants as a main item in the budget. The author suggested the mechanism of subsidy distribution efficiency assessment which develops the interest in increasing municipal revenue from taxes. The inter-budget relationships are analyzed at the example of Tula region. It is established that relationships are not as efficiency as necessary and suggested the way of the improvement.

The author analyses the industrial and economic activity of the timber complex of the Komi Republic, shows the dynamics of the production release in 2005-2007. The development of the timber processing complex is clogged by common problems. The article deals with such issues as certification of woods in the Komi Republic, development of transport accessibility, government support of capital-intensive infrastructure projects, investment activity of the republic, particularly related to making roads through the woods and using logging, raw lumber and woodwork waste.
