The question about economic essence of risks of the banking investment loans

The article considers more discussion questions about economic essence of the banking risks and classification of risks in banking investment loans. The author suggests modern definition «the risk of banking investment loans» and proprietary classification of banking investment loans. We should speak about individual approach to a problem of risk-management in bank because this risks have unique features in every project.

Specifics of multi-criteria decision-making under probabilistic uncertainty by economic entities of the housing and utilities sector

Subject Housing and utilities is a sphere, where economic entities of over thirty sectors of the Russian economy are operating. However, the efficiency of their interaction is still low. The article considers effective solutions to multicriteria problems related to economic entities' interaction under uncertainty.
Objectives The objective is to formalize preferences of economic actors and choose effective solutions as applied to the preferences of one entity or their particular combination.
Methods We explored a number of techniques and identified the most efficient economic and mathematical tools, which enable economic actors to consider the specifics of choosing and making multicriteria decision under probabilistic uncertainty.
Results The paper solves the problem of certain income generation under probabilistic uncertainty through identifying the preferences of economic actors based on the set of probability distributions. We obtained a solution for asymmetric distributions, using the preference indicator based on the set of probability distributions and the utility function.
Conclusions We underpin the need for consideration of probabilistic uncertainty factors in the interaction of economic entities of the housing and utilities sector, describe approaches to the use of existing tools when choosing and making multicriteria decisions. These methods may help simulate mutual relations of economic entities under probabilistic uncertainty.


Models, methods, parameters, characteristics and metrics used in expert systems of evaluating the quality of the design and development of innovative software projects

Subject The article takes a look at the existing expert systems to evaluate the quality of development of innovative software projects, as well as the models and methods used to obtain an assessment of their quality.
Objectives The article aims to perform a comparative analysis of the existing models and methods used to assess the quality of the development of innovative software projects, as well as identify indicators, characteristics and metrics to quantify them when creating expert systems of evaluation
Methods For the study, we used comparative statistical analysis methods, decomposition, the methods of expert evaluation, analytic hierarchy process, and the fuzzy sets methodology.
Results We have identified a number of the existing models used to assess the quality of modern innovative software projects, and determined the composition of indicators, their qualitative characteristics and subcharacteristics conducive to creating expert systems to evaluate the quality of their development.
Conclusions The article concludes that, in order to obtain a comprehensive assessment of the quality of modern innovative software projects, it is appropriate to use different models simultaneously. To assess the quality of each particular innovative software project, an individual expert system of indicators, characteristics and subcharacteristics of the project's quality properties and measuring metrics should be created.


Import substitution in agricultural production of the region: a demographic dimension: The Amur oblast case study

Subject The paper discusses the issues of evaluation of possible sources of manpower in the demographic situation at the location of abandoned agricultural lands in the Far East of the Russian Federation to implement a policy for food substitution.
Objectives The paper aims to find and identify certain opportunities for staffing the process of commercialization of abandoned agricultural land, taking into account the territorial localization and demographic situation in the Far East of Russia.
Methods To study the differentiation of regional demographic situation, we used the census data of 1979, 1989, 2002, 2010, and the current statistical reporting on the Amur oblast. We combined the obtained results of the settlements classification with the territorial localization of abandoned agricultural land.
Results We found that the reserves of land resources are concentrated on the periphery of the settlement systems of the oblast, where the most obvious demographic degradation leaves no chance to rely on local residents to provide import substitution with labor resources. The low attractiveness of small settlements makes the possibility of migration limited, and leaves no other alternative but use the Chinese seasonal workforce.
Conclusions and Relevance The evaluations of the oblast's demographic situation differentiation prove the absence of intra-staff sources of agricultural organizations use to organize a large-scale process of food import substitution. The evidence obtained of the need for foreign labor-intensive use can help to develop regional socio-economic development programs and improve the migration policy.

Developing liaison of institutional economic agents as part of innovative infrastructure of the regional economy through new organizational and economic mechanisms

Importance The article reveals some new organizational and economic mechanisms to develop internetworking of independent producers of innovative goods (services, technologies) and institutional agents of innovative infrastructure. Whereas neither companies nor separate countries may possess key competencies in developing and producing the entire spectrum of innovation during globalization, the article gains special relevance.
     Objectives The research mainly analyzes basic indicators of the existing and new markets where innovative products (services, technologies) are manufactured and sold. We identify the specifics that determined objectives of the research, i.e. modernizing the existing organizational and economic mechanisms for liaison between independent innovative producers and institutional economic agents of innovative infrastructure.
     Methods The research specifies the economic substance of such concepts as internationalization of innovative developments, incremental and breakthrough innovation, innovation ecosystems and hubs. The methodological tools comprise the basic provisions of theories for internetworking and setting up chains of building value, cooperation and competition, as well as the Henderson-Clark model.
     Results
We analyzed basic characteristics of the existing and new markets where innovative products are manufactured and sold. We also investigate the main advantages of the existing and new organizational and economic mechanisms for interaction of independent producers of innovative products and institutional economic agents of innovative infrastructure.
     Conclusions and Relevance
Based on the research, we conclude that currently there is no mechanism, method or model that would guarantee a success in innovative activities. It is evident that successful results may be attained only when the use of new organizational and economics mechanisms are comprehensively substantiated and reasonable to ensure the liaison between production structures and institutional agents of innovative infrastructure.
