Applied aspects of assessment of innovative condition of the enterprise

The article presents the method of an assessment of an innovative condition of the enterprise on the basis of the harmonious analysis with analytical coefficients of an interconnection between indicators. The authors show the results of realization of a method which are an integrated quantitative assessment of the actual innovative state of the enterprise, received by means of system of harmonicas. The offered method allows to use results for adoption of the reasonable administrative decision in the sphere of innovative development of the enterprise.


Assessing the impact of social risks on the labor productivity in the region's industrial sector (evidence from the Perm Krai)

Importance The article overviews social risks arising from the industrial development of territories.
Objectives The research investigates the impact of social risks on labor productivity level in the Perm Krai.
Methods Using methods of a correlation and regression analysis and expert assessment, we studied the impact of social risks arising from the industrial development of the Perm Krai's economy on the region's labor productivity. The labor productivity is regarded as a key economic efficiency indicator during new industrialization.
Results Having surveyed the population in the Perm Krai during 2009–2014, we found out that social risks arising from the region's industrial development had a definitely negative effect on the labor productivity. The average elasticity coefficients for the labor productivity function helped identify social risks of the highest effect. Such risks include a reduction in the population employed in the industrial sector and a decrease in population's savings.
Conclusions and Relevance It is necessary to replace the prevailing innovative and technological concept of industrial development with a socio-technological one, which is focused on an all-round and well-educated personality. Illustrating the Perm Krai, we prove that the industrial development results in under-performance, if social issues are neglected during the upgrade of industrial sectors.

Importance In the current environment, it is crucial to improve the competitiveness of Russia as an integral part of its growth and enhancing its role in global processes. Recently, clusters have become progressive and efficient drivers of territories' development. Another driver, though understudied by Russian scientists, is poles of competitiveness as a form of spatial development. Given the positive experience of France in this area and subject to correct adaptation, the poles of competitiveness may enable to increase the total capacity of Russian territories and the overall country's competitiveness.
Objectives The aim is to develop methods of identifying poles of competitiveness adapted to Russian conditions.
Methods Fundamental and applied research of domestic and foreign scientists in the field of identification of clusters and poles of competitiveness serve as a theoretical and methodological basis of the study.
Results The findings show that the existing methods of cluster identification can be divided into quantitative and qualitative. We demonstrate their advantages and disadvantages, reveal the absence of relevant techniques, and offer our own method of identifying the poles of competitiveness adapted to Russian conditions.
Conclusions The developed method may be used in searching for new growth areas, efficient and innovative methods of integrated development of Russian regions. It helps determine promising economic activities favorable to creating the poles of competitiveness based on quantitative data and expert assessment.


Problems and variants of multiplier effects calculation when implementing the program-and-project-based approach to integrated socio-economic development of municipalities

Importance The article considers the specifics of determining the multiplier effect parameters. The measurement enables to use a rational approach to evaluation of projects focused on integrated socio-economic development of municipalities.
Objectives The key objective of this study is revealing the specific features and options for evaluating the multiplier effect to define both direct and indirect results of business performance.
Methods We reviewed and analyzed different methods of calculating the multiplier factor (based on identification of marginal propensity of society to consumption, a retrospective analysis, and the 'input-output' model).
Results We determined the algorithm of actions to evaluate the results of economic activity, i.e. identification of sectors, industries and areas that are affected by the implementation of the process being evaluated; selection of parameters and indicators to be measured in the course of the study; calculation of the multiplier factor (it can be significantly complicated by imperfect methods of calculation and insufficient statistical information). We also described approaches to determining the multiplier coefficient. It allowed us to estimate the multiplier effect from the specific project, i.e. creation of antimony processing plant in Degtyarsk, and substantiate its importance for the economic system.
Conclusions Calculating the multiplier effect enables to make informed decisions on specific social and economic project implementation (through taking into account direct and indirect results of activities).


The green economy in cluster development

The article analyzes the possibility of using the green economy principles to build clusters of enterprises. The main problem of the green economy driving mechanism is the matching of the economy and economic development. The authors reveal sources and principles of the green economy development, in general, and the economy of a region (the Sverdlovsk region), as well as the main regional problems of using the new green line of development. The authors prove the usage of a cluster mechanism of realization of the green economy principles in different regions. The mechanism mainly depends on the factors of green technologies appearance in different regions of the Russian Federation. All regions may be divided in three types: the first type comprises the regions with high percentage of secured territories (touristic cluster); the second type comprises the regions with high-developed mineral resources and forest industry (forest protection and wood industry cluster); and the third type comprises the regions with high-developed industrial and construction complex (the Urals construction cluster). The compliance with ecological standards is one of the major elements of the cluster development. The Standard "Production of ecologically clean green construction materials and products" was worked out and accepted for the Urals construction cluster in 2012. This Standard determines the conditions of issuing the Certificate of conformity with the category of green construction materials and products by the Construction Union of the Sverdlovsk region. The article presents a comparative analysis of the different types of green economy clusters in the following directions: sectors of green economy realization; cluster project initiators; problems to be solved by cluster formation; and obstacles to the cluster imitative realization.
