Subject The article analyzes the nature and specifics of digital economy as a subject of regulation from the point of view of institutional methodology.
Objectives The objectives of the study include classification and substantive characteristics of digital economy evolution, delineation of conceptual approaches to its definition, development of categorical system of digital economy from the perspective of institutional theory, a multilevel analysis of future institutional changes in the digital economy regulation.
Methods The study rests on the methodology for institutional and evolutionary analysis.
Results We reveal the logic of digital economy evolution and its internal contradictions, perform a comparative analysis of approaches to defining the essence and forms, functions and structure of digital economy, fine-tune and supplement the conceptual framework for the theory of digital economy. The paper presents a conceptual model of multilevel transition of economy to the scenario of digital development, and conceptual recommendations for digital economy regulation.
Conclusions It is important to separate digital and digitized areas. It is also reasonable to distinguish between institutional and intracompany digital sectors. Institutional changes should be made in the multilevel format and in the experimental mode (regulatory sandbox, legal foresight, public discussion).

Importance Currently, studies on human capital development and efficient use of budget expenditures at all levels, including municipal, are highly relevant, however, the impact of municipal budget structure on human capital development is considered insufficiently.
Objectives The study aims to identify the influence of municipal budget structure on human capital development.
Methods We apply the method of correlation (Pearson coefficient) of two variables (human development index and expenditures of municipality per one inhabitant). Based on the assessment of budget expenditure structure, we analyzed changes in the structure of integrated index of human development to the extent of changes in its individual indicators, defined a method to create a structure of the budget, which would provide for maximum increment of the index.
Results Practical proposals developed with reference to actual conditions of the Alekseevsky municipal district of the Volgograd oblast enabled to obtain a budget structure that can significantly increase the economic efficiency of local government of the considered object and improve the quality of life of its population.
Conclusions and Relevance The proposed assessment of the impact of municipality's budget structure on human capital development is universal for any municipal territory. If applied, it may ensure a maximum increment of integrated index of human development.

Importance The research focuses on the global and domestic practices of forming sustainable forms of the nanotechnology institutions' deviation from their normal operations (institutional anomalies) in a broad understanding of institutionalization of new technological modes.
Objectives The research pursues the systematizing of institutional anomalies as part of multi-phased evolution of general-purpose technologies and respective technological modes; identifying malfunction of the nanotechnology institutions' development in the Russian Federation and articulating recommendations for eliminating it.
Methods The research draws upon institutional, evolutionary, and functional methods of analysis.
Results Once nanotechnologies were initially recognized and lobbied, there appeared various forms of heteronomy, hypogenesis of institutions, which maintained the new mode; high risks of fuzzy institutions. Institutional anomalies were proved to include the negative effect of path dependence, deficiency and fuzziness of regulatory institutions, unreasonable mental models, hypogenesis and malfunction of development institutions with high implementation pace and low complementarity.
Conclusions and Relevance Various nanotechnology development institutions have specific malfunction, such as conservative investment policies, investment in the existing businesses instead of startups, manipulation of financial reporting and statistical data and excessive multifunctionality etc. To neutralize the institutional anomalies in nanotechnologies, it is critical to involve as many stakeholders as possible in its regulatory process, thus forming nano-specific institutions.
