In article by means of multidimensional statistical methods features of distinctions in developing of a social infrastructure of rural municipal areas of the Orenburg region are considered. The component of a factor analysis and hierarchical cluster analysis are designated by methods of the principal components analysis of municipal areas on a level of development of a social infrastructure. Integrated estimations a method the Pattern have allowed to specify group of areas-leaders on aggregate of studied indicators.

There are many factors of national development. The main task is to find the primary of them. Every civilization finds its way. Russia has the same problem. Heterogeneity of social and economic space of Russia influences formation of regional strategy in sphere of regulation of social processes. Therefore the objective quantitative estimation of inter-regional distinctions is necessary. Results of statistical modelling of regresses of convergence are presented in article. Models measure degree of differentiation of regions of Russia on a level of development of a social infrastructure during the period with 2000 for 2008. As a result of research directions of inter-regional social convergence and divergence are defined.

Subject Sub-federal and municipal borrowings are the subject of the study.
Objectives The aim of the work is to develop scientific-methodological and practical recommendations for the development of a regional debt market.
Methods We used the methods of system analysis, comparisons and clustering. To develop recommendations for the Russian market of regional securities, we have evaluated the possibility of using the international experience.
Results The article analyzes the municipal securities markets of the Russian Federation and the United States. The paper presents certain elements of scientific novelty: sub-federal and municipal borrowings should be considered as part of a region's comprehensive management system; weaknesses of various types of borrowings; a generalized and supplemented classification of regional borrowings; a comparative analysis of Russian and foreign practices of regional borrowing.
Conclusions and Relevance In our opinion, attention should be paid to the diversity of American municipal securities issued. A similar experience can be applied in the Russian conditions.

Subject The article takes a look at the existing expert systems to evaluate the quality of development of innovative software projects, as well as the models and methods used to obtain an assessment of their quality.
Objectives The article aims to perform a comparative analysis of the existing models and methods used to assess the quality of the development of innovative software projects, as well as identify indicators, characteristics and metrics to quantify them when creating expert systems of evaluation
Methods For the study, we used comparative statistical analysis methods, decomposition, the methods of expert evaluation, analytic hierarchy process, and the fuzzy sets methodology.
Results We have identified a number of the existing models used to assess the quality of modern innovative software projects, and determined the composition of indicators, their qualitative characteristics and subcharacteristics conducive to creating expert systems to evaluate the quality of their development.
Conclusions The article concludes that, in order to obtain a comprehensive assessment of the quality of modern innovative software projects, it is appropriate to use different models simultaneously. To assess the quality of each particular innovative software project, an individual expert system of indicators, characteristics and subcharacteristics of the project's quality properties and measuring metrics should be created.
