Journal: Economic Analysis: Theory and Practice, #10, 2017

Importance The All-Russia Classifier of Types of Economic Activity presents details of information on business operations of economic entities. It is developed on the basis of the International Standard Industrial Classification of All Economic Activities (ISIC) recommended by the United Nations for all countries of the world.
Objectives The aim of the study is to investigate the Russian classification comparability with industrial classifiers applied abroad and identify areas for improving the approaches to statistical accounting of the national economy.
Methods We reviewed the Russian Unified System of Classification and Codification of Information (USCC) and performed a comparative analysis of the All-Russia Classifier of Types of Economic Activity and the ISIC. The paper rests on the data from certain foreign statistical departments, and reveals advantages and disadvantages of effective industrial classifiers.
Results The existing national classifiers are sufficiently unified, however, it is impossible to compare industry-specific indicators of different economies. Classifiers of foreign countries and the Russian Federation are created on the basis of ISIC, but the presented information differs in terms of the composition of sections. National specifics of data systematization distort the actual assessment of types and scale of economic entities' activities.
Conclusions It is crucial to restructure the All-Russia Classifier of Types of Economic Activity to ensure its functional use within Russia. This will enable a reliable statistical accounting for operations of multi-business companies. In future, the Classifier should become a part of monitoring and strategic planning of the Russian economy structure.

Journal: Finance and Credit, #30, 2015

Importance To survive financial volatility and remain competitive, commercial banks try to optimize their lending policies by analyzing and assessing risks of their credit portfolios. The research deals with economic relationships that originate as commercial banks develop and progress in their activities.
Objectives The objective of the research is to formulate theoretical provisions and practical guidelines for setting up a mechanism for commercial bank's credit portfolio management, using the credit risk assessment method based on the VaR model and simulation modeling procedures.
Methods The Value-at-Risk model enabled us to assess the risk of the commercial bank's credit portfolio through an analysis of the bank's maximum losses broken down into expected and unexpected ones.
Results We substantiate the need to articulate the commercial banks' credit risk management method by assessing the probability of the borrower's default. We suggest assessing expected and unexpected losses to plan the bank's reserves for possible litigation losses and determine internal security of the credit portfolio.
Conclusions and Relevance The proposed method for managing the commercial bank's credit risk will enable the bank's top executives to internally assess the risks on an ongoing basis, take effective managerial decisions in order to set up lending limits in line with changes in the credit portfolio and their effect on the credit portfolio risk.

Kovalenko S.G. Institute of History, Archaeology and Ethnography of the Peoples of the Far East, Far Eastern Branch of RAS, Vladivostok, Russian Federation ( )

Journal: National Interests: Priorities and Security, #37, 2015

Importance The research investigates the Perestroika as a turning point in the Russian history. The article focuses on the Soviet modernization of the Far Eastern economy in terms of contemporary theoretical perspectives.
Objectives I analyze reformers' ideas of unleashing the socialistic potential at the central and regional levels. For this, they intended to initiate another stage of economic modernization in the Far East. The research aims at unveiling whether they succeeded in attaining their official goals.
Methods The research relies upon a historical narration, content analysis of recently discovered historical documents and the method of oral history, which Sigurd Schmidt called the practice of scientifically organized and documented oral information of participants or witnesses of events. Furthermore, I applied a situation analysis of the Perestroika processes in the regional economy, and the theory of modernization.
Results The article reviews what impact the Perestroika processes had on the regional economy of the Far East, and illustrates the process of destroying the Soviet economic system and adverse consequences for the population of the Far Eastern region.
Conclusions and Relevance It is worth mentioning an attempt of changing the structure of the Soviet economic system as an important and crucial aspect of those processes. It caused the loss of control at the regional and local levels. I conclude that such acceleration had catastrophic implications for the social life and economy of the Far East. I reveal reasons why the region's governing elite is reluctant to take part in crucial and fundamental reforms and transformations.
