Improved form of payment order

The article considers the issue of getting by taxpayers "feedback" from the banks in making payments using payment orders. The authors point to absence the mechanism of fast informing of payers about the results of payment in modern banking practice. The paper offers to add a form of the payment order with the fields allowing for clients more quickly receiving information on payments, and for banks - to use additional marketing actions.

The article points out that the increase in a share of intellectual assets in national economy is interfered by financial resources deconsolidation of the state and private investments in the implementation of scientific and technical projects and the introduction of commercializing the results of university research and development. These factors and also reduction of financial state obligations in the higher professional education at increase in expenses determine the relevance of the development of new theoretical and methodological approaches to measuring the cost of university research projects.

Importance The article deals with cluster policies as a modern market institution of spatial development.
     Objectives We aim to give a rationale to use the evidence-based clustering techniques at the stage of assessing the regional economy capacity, to avoid wrong practices in implementing the cluster policy of the region.
     Methods In the work, we used an abstract-logical method, comprehensive analysis of information, and the existing experience on the research subject as well.
     Results We substantiate the necessity to use the techniques to determine the possibility of forming industry clusters in the socio-economic system of the region.
     Conclusions and Relevance The establishment and development of clusters will ensure a growth of import substitution, improve the competitiveness of local goods and services in the Russian and international markets, result in a positive multiplicative effect on the economy of the region. The proposed algorithm to determine the possibility of forming clusters in the socio-economic system of the region can be used by local authorities in the process of strategic planning.

Importance The article considers the concept of power service contract, as a mechanism that helps solve the problem of creating conditions for attracting investment to upgrade basic hardware.
Objectives The paper aims to describe the consequences for the energy service industry caused by the requirements of normative legal acts, regulating the activities, and identify the causes of the situation where the requirements distort the original objective of setting up such a mechanism as the power service contract.
Methods For the study, we used a conceptual analysis and econometric methods.
Results As a result of the analysis of the basic energy service concepts, we find that at present, there is no adequate interpretation to understand the terms of energy conservation and energy efficiency, in the sphere of legal documentation, or the academic community.
Conclusions We conclude that, in order to improve the efficiency of the Russian economy today, first of all, it is necessary to create conditions to attract investment, which could ensure the modernization of basic production equipment.


On the necessity for the region's innovative development in post-crisis environment

Importance The article discusses the innovation of economic entities, which is clearly an important condition for change.
Objectives The purpose of this article is to describe the position of the Ulyanovsk oblast in the social and economic space of the Russian Federation and provide the rationale for the innovative development of the oblast to ensure a long-term and sustained economic growth.
Methods For the study, we used a dialectical approach, methods of comparison, analysis and synthesis, inductive and deductive methods, and other theoretical methods.
Results We propose a model of regional innovative development, involving the joint interaction of the Triple Helix actors (University-Industry-Government relationships) needed to generate innovative products and technologies. We have identified the position of the Ulyanovsk oblast among the constituent entities of the Russian Federation and provide an overview of the oblast's innovative development projects. The paper shows the constraints to innovation of economic agents.
Conclusions The article reaffirms the need to innovate and move towards a knowledge-based economy that emphasizes human intelligence, professionalism and competence, as well as the widespread use of information technology.


The introduction of an automated system of commercial accounting of electric energy in the framework of energy service contract

Importance The article examines the development of mechanisms that can create conditions for attracting investment in housing and communal services, and in particular, the mechanism of energy service.
Objectives The paper aims to formulate the conditions for implementation of energy efficiency increase in apartment buildings financed by investors attracted through energy service contracts.
Methods Using econometric methods, we have analyzed the degree of economic viability of the introduction of the automated commercial accounting of energy resources (an electric energy accounting system case) at the expense of funds attracted by the energy service company.
Results We propose an algorithm to choose potential customers (owners of multifamily homes or a property management company) on the energy service contract in a tenement house. We have calculated the economic feasibility of implementing an automated system of commercial accounting of electric energy in various types of apartment buildings and identified the source of repayment of investment funds for these activities.
Conclusions We conclude that introduction of automated commercial accounting systems of energy resources is economically feasible due to investment funds, attracted by energy service companies.


Investment in a set of sustainable development drivers

Subject The volume and structure of investment determine the socio-economic development of any economic system. Research into local sustainable development issues may not overlook the investment process since the material wellbeing of people ultimately depends on investment.
Objectives The study evaluates the impact of the local investment situation on the sustainability of development, role of a sectoral focus of investment in the advancement of the local sustainable development model.
Methods Research involves methods of a systems, logic and comparative analysis of scholarly literature, mathematical statistics and graphic modeling.
Results We analyzed Russia's investment sector at this point of economic development in terms of inbound and outbound foreign direct investment and composition of investment by economic sectors. Inbound foreign investment demonstrate positive and negative trends. Outbound and inbound investment remain a crucial driver of local sustainable development. Having analyzed an increase in the capital stock by sector of the Russian economy for 2017, we noted the disparity among subsystems of the local sustainable development model.
Conclusions and Relevance There is a positive impact of governmental investment in the national capital stock, healthcare, social services, culture, sports, leisure and entertainment, preserving and promoting the social subsystem. Investment flows decline in the environmental subsystem. If the sectoral focus of investment is underestimated, the disparity in subsystems of the local sustainable development grows.


Comparative evaluation and determination of the economic potential of the region

Importance The economic potential of a region is a decisive criterion in choosing investment locations. The article highlights the importance of analyzing and evaluating the economic potential of the region to determine the prospects for development of the territory.
Objectives The article seeks to define the entity, role, and value of the economic potential of the Ulyanovsk oblast, and assess it to identify economic growth problems and reserves, and chart the development of the region.
Methods For the study, we used a cluster analysis.
Results We offer our own technique of determining the ranking of regions by level of economic potential use, and rating of the Volga Federal District regions. Cluster analysis allowed us to classify the regions by level of economic potential use as leaders, followers, overtaking, and lagging regions. As well, we offer our own definition of the economic capacity's entity, reflecting the probabilistic and resource-reproductive character. According to the results of rating, the Ulyanovsk oblast takes the 11th position out of 14 possible ones. We stress the necessity to improve the regional economic policy, and we identified its main focus.
Conclusions We found that the Ulyanovsk oblast has a good development potential, however it does not use fully the advantages of investment, economic, labor, and financial factors. Innovative and market components of the regional capacity can be called as perspective ones.


Factors increasing the productivity of labor in the modern Russian economy

Importance The country's labor productivity in the modern Russian economy has become significant, as it is a key condition for socio-economic development, stable economic growth and enhancing competitiveness of the national economy.
     Objectives The study primarily focuses on identifying and structuring the factors that have an impact on the productivity growth, analyzing the current labor productivity at Russian companies, and developing practical recommendations.
     Methods
I employed various methods of information gathering and processing, including the analysis of appropriate laws and regulations, official statistical data, national companies' public statements and reports, and public domain material. The study also draws on the systems approach, comparative and statistical analyses.
     Results I have analyzed modern trends related to labor productivity growth in the Russian economy. I offer a classification of the key factors affecting the labor productivity, and review the influence of technical, technological, organizational, psychological, social, and ecological factors on labor productivity. The classification helps understand the most effective and correct directions and methods of labor productivity increase. Moreover, all these factors are structured into levels (the worker, the enterprise, and other stakeholders). The structuring defines the primary functions of each participant in the labor productivity increase.
     Conclusions and Relevance The research has ascertained the fundamental role and great importance of organizational factors in labor productivity growth. It identifies a range of problems and major objectives at the level of the country and individual enterprises. Solving the problems will create prerequisites for labor efficiency increase in the modern Russian economy.


The interrelation of clusterization and economic growth of a region

Importance Structural changes in the regional economy require new approaches to achieve economic growth. Regional authorities solve this problem by using a cluster approach to enhance the territorial development and competitive ability of the economy as a whole. Clustering the economy enables to achieve a number of competitive advantages, like cost reduction, formation of effective value chains, implementation of human capital and social projects etc.
     Objectives The study aims to establish the role and importance of clusters in the regional economic system (using a case study of the Ulyanovsk oblast).
     Methods In the work, we used the methods of theoretical knowledge, systems analysis, synthesis, and abstraction to reveal the nature of a cluster and its impact on the economic growth.
     Results We have calculated the impact of labor productivity and population size on Gross Regional Product, defined the nature of the cluster, its functions, strengths and weaknesses as applied to Russian business practice, highlighted main challenges, goals and objectives of the regional economic policy. The calculations revealed the behavior of GRP growth rates and GRP per capita. The integral method helped determine the influence of labor productivity on the gross regional product. The paper identifies major priorities of economic development of the region.
     Conclusions and Relevance We conclude that there is an interrelation between the creation of regional clusters and the economic growth. It is required to maximize the advantages of clusters to handle the vital problems of regional economy.
