Importance The article examines China's activities in the Arctic starting from 2013, analyzes significance of such activities for the national strategy of the People’s Republic of China.
Objectives We determine what role the Arctic policy of China plays in its foreign policy strategy under the new ruling.
Results China has been actively strengthening its presence in the Arctic, developing the existing governance mechanisms, acting as an initiator and partner of investment, power, research and cultural projects. It made a significant breakthrough in the Arctic navigation, development of new technologies and studying legislative regulations in the Polar regions.
Results Under the new political rule, the Arctic activities of China supplement the One Belt, One Road project. China actively participates in international initiatives, keeping partnership ties with the northern countries and setting up the cooperation with countries of Northeast Asia. The cooperation with Russia in the Polar regions reinforces national interests of China in the Arctic.
Conclusions and Relevance Setting up a dialogue with China, Russia should pay attention to the Chinese regional initiatives and active development of its own technologies for the Polar navigation and resource production. Furthermore, it is important to study how China construes key legal regulations of international activities in the Arctic.

Importance In this research I examine and review the current and probable cooperation of China and the USA in the Arctic.
Objectives The research studies key focal points of the China–U.S. cooperation in the Arctic and possible obstacles for its development. Alaska LNG is referred to as the case in point. I also analyze experts' discourse on the cooperation between China and the USA in the Arctic.
Results I detected positive trends in the cooperation of both countries in the Arctic, which is relatively independent on bilateral political relationships in general. Trade and economic cooperation significantly fuels the interaction of both countries concerning the Arctic issues. Alaska LNG is to become a new milestone. As part of the project, the USA provides the stewardship and operating companies of the State of Alaska, while China delegates major corporations, which are actively supported by the China General Chamber of Commerce – USA. What unites China and the USA is that they commonly pursue the improvement of the region's administration, which requires more stakeholders be involved into the process and freedom of navigation be allowed. However, the USA has not yet ratified the UN Convention on the Law of the Sea, thus impeding the proper cooperation with China.
Conclusions and Relevance Working with China in the Arctic, Russia should be cognizant of possible scenarios of the China–U.S. cooperation in this area.

Importance The article deals with the issues of implementation of a set of measures on reproduction of the research human resource capacity and innovation accelerated development.
Objectives The article aims to identify the problems of reproduction of research human resource capacity and development of a complex of measures to address them.
Methods The article applies the dialectical method, systems approach, tabular and graphical interpretation of empirical and factual information, etc.
Results The article gives the authors' definition of research personnel capacity, and it shows its position and role in the system of training. As well, it provides a classification of human capacity in the innovation sphere on functional grounds, which correlates with the stages of development of an innovative economy. Also, it identifies the key problems of reproduction of the research personnel potential of the Republic of Bashkortostan and introduces a range of measures to address them.
Conclusions To ensure the development of an innovative economy, based on knowledge accumulation in all spheres of human activity, there is a need for new mechanisms to manage the personnel potential of the innovation areas. They include the concept of personnel security, assessment of the current state of research personnel resources, determining the quantity and quality for the development of an innovative economy, as well as activities to achieve the goals.
