Financial recovery in the context of system and process approach

In the article the essence of the author's conceptual approach to financial recovery of the economic systems is considered. The object, the purposes and structure of stages of financial recovery are proved. The features of financial subsystem, which is considered as the object of financial recovery, are characterized. The contents of the stages of financial recovery in the context of the process approach are described.

In the article it is noted that discussions about real reliability of financial performance of the enterprises housing communal spheres (HCS) became in recent years one of the most acute and actual problems. The technique on the basis of mathematical models of calculation of the generalized indicators of an assessment of an economic condition of the HCS enterprises which reflects extent of change of the generalized criteria, expressed in a range from 0 to 1 is presented. Thus the generalized criteria as much as possible characterize quality of object and are functionally connected with studied factors.

The Housing and communal services at the present level of development of information technology should be fully possess operational information for rational planning and use of financial resources. In this connection with the need to accurately measure the real consumption and the calculations based on the increase in actual and reliable data that would be make informed decisions regarding the content of the housing stock. In the present work propose the methods that enable the management company to supply with actual information about housing stock to take management decisions.

Subject This article considers the issues of development and functioning of economic growth areas as a systemically important element of the region's economic system.
Objectives The article aims to study the problems of development of growth areas.
Methods For the study, we used the systems approach, methods of situation, structural, and statistical analyses, and synthesis.
Results The article presents a developed model of the region's economic growth area structure, growth areas classification, and a context diagram of the process of performance of the growth area model.
Conclusions Modeling of the economic growth area process identifies such factors as the volume of budget and private investment and the number of residents of the economic growth area. The results obtained can be used to develop provisions of the regional socio-economic development strategies, and predict the performance of special economic zones.


Rehabilitation of depressed areas: Concept and regulation

Subject The article studies and considers the economic system of a depressive territory and the issues of economic and financial recovery of such territories.
Objectives The article aims to develop a concept of rehabilitation of depressed territories and the corresponding organizational-economic mechanism. Rehabilitation is considered as a set of processes of economic and financial recovery of the depressed region.
Methods For the study, we applied general scientific methods of research: a systems approach, analysis and synthesis, construction of descriptive models, statistical analysis, and other special techniques.
Results We have formulated and now offer economic rehabilitation concepts. We have also developed an organizational-economic mechanism of the process.
Conclusions and Relevance We conclude that a necessary prerequisite for the realization of the processes of economic and financial recovery is the existence of internal incentives and external regulatory mechanism, like State support mechanism. The research results can be used by the public administration in forming provisions of regional economic policies, as well as in the formulation and development of regional anti-crisis programs.
