Assessing the human development of the Republic of Bashkortostan

Subject This article examines the position of the Republic of Bashkortostan in the Russian economy in terms of human development.
Objectives The article aims to assess the human development of the Republic of Bashkortostan and determine the areas of regulation of further development.
Methods The article ranks regions by Human Development, Longevity, Income Level, and Education Indices.
Results The article shows that for several years the Human Development Index of the Republic of Bashkortostan had a value above the Russian average. Since 2007, however, the Republic has begun giving way to other fast emerging regions of Russia.
Conclusions The Republic of Bashkortostan is among the top regions in the ranking of the Russian Federation subjects for human development. It pursues policies aimed at preserving and developing human potential. However, the Republic is characterized by a high internal heterogeneity, which is expressed in socio-economic and territorial differentiation.


The role of attractiveness of places for internal migrants in Russia

Importance The research focuses on socio-economic, organizational and administrative relationships that arise from the interaction of labor migration and the regional labor market.
Objectives We determine how the Tiebout model Voting with Feet can be practically applied, and rank the attractiveness of federal districts for domestic migrants.
Methods We used general scientific methods (deduction, induction, analysis, synthesis), specific methods (evaluation of socio-economic indicators of labor migration in the region, modeling of processes and phenomena), methods of dialectical logic, and statistics. The research relies upon fundamental and applied proceedings of national and foreign scholars specializing in the regulation of migration flows and labor market.
Results We carried out a statistical analysis of federal districts and constituent entities of the Russian Federation, identified specifics of migration processes per federal district and constituent entity of the Russian Federation. The article provides our recommendations on the way to apply our findings for regulating labor migration at the federal and regional levels.
Conclusions and Relevance The labor migration level in regions of destination shows whether the region has comparatively favorable conditions for employment and/or living. The findings can be used by federal, regional and local authorities to outline and scientifically substantiate programs for regulating labor migration, developing and operating the labor market.

Importance The article studies the migration processes in rural areas of the Republic of Bashkortostan.
     Objectives The goal is to identify trends in migratory processes in rural areas and specify a combination of factors that influence the direction of movement of the labor force.
     Methods We analyzed statistical data of the Federal State Statistics Service and the Territorial Body of the Federal State Statistics Service of the Republic of Bashkortostan. We also studied the subject research materials by various authors, questioning and interviewing data on inhabitants of settlements of different living conditions and income, for the period from January, 2007 to May, 2013.
     Results The study resulted in a number of reports and publications.
     Conclusions and Relevance We concluded that labor migration remains one of the major processes at the regional labor market. Rural areas are still losing population of working age, which is a reflection of the processes of globalization and urbanization. The authenticity of our work is confirmed by annual and final reports of the creative team of the laboratory of socio-economic development of the regions of the Institute for Regional Studies of the Republic of Bashkortostan. The results of this research can be used in developing and adjusting various programs to improve migration policy at the level of regions and the country as a whole.
