Greenhouse vegetable production in Russia: Development trends and State regulation options

Subject The study considers the tendencies and development prospects for greenhouse vegetable production in Russia and the degree of self-sufficiency in greenhouse vegetables.
Objectives The aims of the study are to analyze the greenhouse vegetable production in Russia and trace its dynamics over the recent five years, reveal factors affecting the investment activity, develop measures of government regulation.
Methods We employ the methods of logical and statistical analyses (dynamics, comparison and grouping).
Results Recently, owing to the system measures of State support, the volume of greenhouse vegetable production in Russia has tended to grow. If certain conditions for potential investors are created, Russia is able to become completely self-sufficient in greenhouse vegetables. We revealed deterrents to the industry growth and offered solutions. To develop the industry, it is important to use a systems approach based on the best international practices and specifics of institutional environment in the context of certain territories of the country.
Conclusions The paper presents measures to nurture the greenhouse vegetable production through enhancing the State support to innovation, science, and staffing. It also provides reasonable mechanisms to spur investment activity, substantiates the expansion of executive agencies' participation in creating efficient infrastructure for greenhouse vegetable production development. Government authorities and the business should seek closer cooperation and generate regional strategies.


Horticulture in Russia: Current trends and measures to improve State regulation

Subject The study investigates the condition and prospects for horticulture development in Russia and the country's self-sufficiency in fruit and berries.
Objectives We aim to identify trends and prospects for horticulture development in Russia, reveal factors hindering the industry's development, and work out ways to improve the State support.
Methods The study draws on methods of logical and statistical analysis (dynamics, comparison and grouping).
Results Low-tech farms continue dominating, the level of self-sufficiency in internally produced fruit is still the lowest among the main types of foodstuffs. We reveal a close relationship between the level of technological effectiveness of horticulture and the self-sufficiency in fruit: the higher the proportion of agricultural organizations in the production structure, the higher the self-sufficiency. A transfer of the industry to intensive forms is observed – the share of intensive type gardens is more than sixty percent of the total area of new plantings.
Conclusions We offer mechanisms for further development of gardening, which will enable to achieve progress in reducing the high import dependence. We also make proposals for improving the State regulation, including through a radical enhancement of the system of agricultural and technological support on the part of industry-based scientific institutions. The paper includes measures to create cooperative relationships in horticulture by efficient use of grant support to strengthen the material and technical base of the system of agricultural consumer cooperation.
