Analyzing business incubators and accelerators as institutions to develop and commercialize innovative products and startups

Subject This article discusses the activities of business incubators and accelerators as regional institutions for innovative products commercialization, technological entrepreneurship development, and startups promotion.
Objectives The article aims to study the properties and stages of development of business incubators and accelerators.
Methods For the study, we used the systems and structural approaches, and the methods of comparative analysis, generalization, and classification.
Results The article presents classifications of business incubators and accelerators taking into account their industry orientation, and shows their shortcomings and key properties. The article also graphically illustrates the structure of business incubators and accelerators in Russia.
Conclusions Business incubators and accelerators, as special institutions, are created for the effective development of innovations and new technologies. Accelerators imply accelerated development of startups through intensive patronizing and investment support of projects in early stages.


Researching the impact of venture investment on the innovative development of the Russian economy

Subject We investigate the venture investment as a key factor of innovative development of the economy.
Objectives The aim is to study the impact of venture investment on the innovative development of the Russian economy.
Methods We employ the systems and situational approach, logical and retrospective analysis, synthesis, and the tabular analysis method. In the course of justifying the theoretical stances, conclusions and recommendations, we applied methods of grouping, economic and statistical analysis, and structural analysis. In addition, the specifics of the study required specialized research methods, such as factor and correlation analysis.
Results We reviewed the works by foreign and domestic authors that assess the influence of venture investment on innovative development of economy, created the correlation matrix of dependence of indicators of innovative development and key indicators of the Russian venture market, performed the correlation analysis of interrelation of venture investments by stage of company development and by sector of economy and volume of innovative goods in Russia (including the extractive and manufacturing sector).
Conclusions There is a strong interdependence between indicators of venture investment and innovative development. The innovation performance depends on the total volume of venture transactions, total capitalization and number of operating venture funds. The increase in the volume of innovative goods in the extractive sector is directly related to the growth of venture investments in the sector of information technologies and bio technologies, and in the manufacturing sector – to the growth of venture investments in the sector of information technologies and industrial technologies.

The article focuses on the problems and prospects of human potential in the agricultural sector of the economy of the Orel region. The paper analyzes the level of agricultural enterprises of the region's human resources and its qualitative characteristics. Using econometric modeling, the authors demonstrate that the quality of human resources is one of the main factors having a bearing on the efficiency of agricultural production. The authors propose a set of measures aimed at improving the human resource system of agricultural organizations of the Orel region.

Importance The article deals with the development of electronic interactions between the Government and business in the Northwestern Federal District.
Objectives The objectives of the study are to analyze the development of electronic interactions between the Government and business in the Northwestern Federal District, determine influence factors, consider the problems and prospects of development, and compare the openness levels of public authorities.
Methods The systems approach and statistical analysis methods are a methodological basis of the research.
Results Having analyzed the development of electronic interactions between the Government and business and official websites' information in the Northwestern Federal District, I found the factors influencing the development of e-Government in the District and show the levels of transparency of public authorities.
Conclusions Currently, the electronic interactions between the Government and business in the Northwestern Federal District are at the initial stage of development. The District's strategic development depends largely on the effectiveness of the introduction of new ways of interaction of business and the Government. Improving the provision of G2B services, taking into account regional features, would increase the investment and innovation attractiveness of regions, as well as will contribute to a favorable environment for business.


Staffing the agricultural sector of regional agro-industrial complex: analysis of condition and areas of improvement

Subject Human capacity building at agricultural enterprises is a pre-condition of import substitution. Nowadays, there are numerous problems related to human capacity building and development in the sector. They include insufficient employee retention and training. Furthermore, the problem of staffing the agricultural sector in certain agricultural regions having substantial import substitution potential is rather important.
     Objectives The main objective of the study is to analyze the situation in the sphere of staffing the agricultural sector of a particular region and to develop priority areas to improve the staffing system of the regional agro-industrial complex.
     Methods Based on the analytical data of the Department of Agriculture of the Orel oblast, we analyzed major indicators characterizing the security level, age pattern and qualitative composition of executives and specialists of agricultural enterprises in the Orel oblast. The social survey of students and graduates of the leading agricultural higher educational institution of the oblast uncovered the underlying factors for specialist retention in rural areas and determined the level of their satisfaction with their higher education.
     Results The study presents proposals to perfect the system of staff training for the agricultural sector of the Orel oblast.
     Conclusions The basic conditions of employment in the agricultural sector include salary level and housing access. Insufficiently developed rural infrastructure and general drop in the living standards of rural population considerably impede the human capacity building of the regional agro-industrial complex. The findings may help develop target programs for staffing the agricultural sector.


Sustainability of grain production as a national priority for import substitution in the agricultural food industry

Importance Currently, the import substitution policy permeates many industries and sectors. However, it especially concerns the agricultural food sector, since the food security of Russia remains one of the most vital priorities in the economic strategy of the State. In such circumstances, the State should evaluate whether it is possible to provide population with agricultural products and domestic-manufactured goods, and examine trends in developing the agricultural potential of certain food sub-sectors and identify the main growth drivers in agricultural products.
     Objectives The objective of the research is to study the development trends and evaluate the sustainability of grain production in order to substantiate factors that contribute to an increase in output of a land unit.
     Methods Using general scientific and econometric methods, we determine trends in developing grain production in the Russian Federation. The article presents the outcome how time series of gross yield of grain and crop productivity were analytically aligned per federal district and region of the Russian Federation, thus demonstrating the sustainability indicators of the levels. We also monitored structural changes in grain production volumes for the 1990-2014 period.
     Results The article substantiates crop productivity growth drivers in relation to natural and climatic conditions of agricultural production in the Orel oblast and determined the systemic effect of the factors against total variation of the final indicator.
     Conclusions and Relevance We conclude that Russia possesses sufficient capabilities and potential to develop its agriculture and domestic food production. However, the agricultural production mechanism should be improved and updated in the current economic circumstances. It is necessary to outline a set of organizational and economic measures that would contribute to sustainable operation of the grain production sector and generating synergistic effect of using the existing production potential.
