Importance At present, there is growing interest in the study of scientific basis of strategic planning and its practical application when formulating the development prospects for federal districts at the regional level.
Objectives The study's objective is to address the methodological approach to identifying a model type to detect problems in the development of spatial socio-economic systems for subsequent management decision-making in the regional management system.
Methods Fundamental and applied studies of domestic and foreign scholars on spatial economics and economic analysis, relevant publications in periodicals on strategic management in the management of regional socio-economic systems served as theoretical and methodological framework for the research.
Results The study presents a structural and parametric model, which is based on detecting problem situations in the regional economy and subsequent identification of quantitative relationship between functional and accessory parameters of the system under investigation.
Relevance The proposed methodological approach may be used in the regional management system when working out strategic plans for spatial socio-economic systems development.

Subject The article addresses skilled workforce recruitment and efficient use of human capacity in the agricultural sector for its fast-paced innovation development.
Objectives The study aims to examine the labor mix of agricultural organizations operating in the Stavropol Krai, identify factors affecting changes in human resources and personnel policy formation to reveal potential recruitment needs.
Methods Fundamental and applied research by domestic and foreign scientists in AIC economy, relevant periodical publications served as theoretical and methodological basis of this work. To identify current and potential staffing requirements of Stavropol Krai farms we used an expert survey.
Results We offer an algorithm to identify patterns and prospects for human capacity development of the agricultural sector. Its specifics is in the combination of expert and formal approach.
Conclusions and Relevance The fast developing agrarian sector of the Stavropol Krai has a significant impact on transformation processes in the field of workforce capacity building for agriculture. In the coming years, this will require implementing new directions of State regulation of human capacity development in the region, and specifically within the framework of program-oriented and goal-oriented approach.


Forecasting the indicators of integrated development of animal industry within the regional agro-industrial complex

Importance The article addresses the objective to increase the production of domestic goods, which plays a significant role in solving the problem of import substitution and food security.
Objectives The aim of the study is to predict indicators of integrated development of livestock breeding in the system of regional agribusiness to make efficient managerial decisions within the regional management system.
Methods We employed fundamental and applied studies of domestic and foreign scientists in the field of spatial economy and economic analysis, and issue-related publications in periodicals. To predict the indicators of integrated livestock industry development in the Stavropol Krai, we used methods of adaptive extrapolation, taking into account alternative forecast scenarios depending on the condition of external environment.
Results We propose an algorithm of forecasting the basic parameters of regional agro-industrial complex functioning. Its specifics is a combination of expert and formal approaches.
Conclusions and Relevance The results of adaptive prediction of livestock sector development in the region should be regarded as an essential tool of evidence-based plans for probabilistic organizational and administrative, industrial, economic, and social development of business entities to make and implement efficient management decisions.


Forecasting the production of mineral water by regional economic structures subject to seasonal patterns

Subject The study was initiated due to a distinct need to improve the economic and social efficiency of management structures for mineral water production.
Objectives The aim is to substantiate tactical measures in the regional management to improve the efficiency of business processes implemented at the companies under consideration.
Methods The fundamental and applied research by domestic and foreign scholars in spatial economy and economic analysis, relevant publications in periodicals addressing the strategic management in the management of regional socio-economic systems served as a theoretical and methodological basis of the paper. To predict the mineral water production output by economic structures of seasonal nature of the Stavropol Krai, we apply seasonality indices.
Results We performed spatial econometric modeling and medium and short-term forecasting of the performance of regional economic structures involved in mineral water production in the context of the established evaluation components (industrial, organizational, administrative, economic and social). This enabled us to formalize a procedure for development and validation of effective management decisions at the micro- and meso- level.
Conclusions Results of adaptive prediction of the economic structures' development in the region should be regarded as an essential tool of evidence-based development plans, guidelines for probabilistic organizational and administrative, industrial, economic and social development of economic entities for elaboration and implementation of effective management decisions.


Spatial econometric modeling and forecasting the performance indicators of regional economic structures for mineral water production

Subject Earlier studies helped formulate the conclusion about low economic and social efficiency of management of structures involved in mineral water production in the region. This served as a basis for further research.
Objectives The aim is to improve the organization and management of these economic structures through optimizing the mineral water production (considering the seasonality factor of consumption).
Methods Theoretical and methodological basis includes fundamental and applied research in spatial economics and economic analysis by domestic and foreign scholars.
Results The paper describes the methodological approach to developing a multifactor model of operations of economic structures producing mineral water in the region, and forecasting the volumes of tax payments to budgets of different levels. Choosing the tax payments to the budgets as a performance indicator enables to analyze the achievement of strategic objectives, i.e. sustainable development of the real sector, improvement of people's life quality and welfare.
Conclusions The research procedure for improving the mineral water production efficiency in regions should rest on the systemic use of adaptive prediction techniques and forecasting based on seasonal patterns in analysis, evaluation and management. The choice of specific methods of forecasting should consider characteristics of investigated processes, forecasting purposes, resource availability, etc. Regional management should apply econometric modeling and adaptive forecasting of key performance indicators of mineral water producers to develop and underpin efficient management decisions at the micro and meso level in the system of management by objectives.
