The article proposes a new model of the budget system of the RF as an important direction of the modernization of the public finance in the conditions of the stabilization of the social and economic development. The article studies the structure and the role of the separate elements of the budget system. The article gives some recommendations for the use of the budget system as an instrument of the crisis policy.

The most topical and debatable problem of modern economic science and financial practice is salary. The article substantiates the concept of salary as specific financial instrument of market economy, investigates the place and the role of salary in macroeconomics and practice, the structure, the peculiarities of salary fund forming in Russia. In conclusion, the author gives some recommendations for the modernization of using salary as financial instrument of the crisis policy.

Subject This article explores the trends in the exchange rate of bitcoin and its impact on the financial condition of market economy entities.
Objectives The article aims to consider the changes in the bitcoin exchange rate and find ways of improving the bitcoin policy of Russia.
Methods For the study, we used the empirical, systems, analytical, and other methods and approaches. We analyzed factual materials of the two-year bitcoin practices in various countries and Russia.
Results The article reveals the reasons and factors of the bitcoin rate change in 2017–2018 and determines the prospects of its use in Russia. It also presents certain proposals on the formation of bitcoin policy and management in Russia.
Conclusions The use of bitcoin in Russia is accompanied by huge costs of material, labor and financial resources under unjustified risks. To prevent losses of the majority of participants, the financial literacy of people and quality of personal management of workers at all levels of economy should be significantly improved.


Problems with exercising financial control in Russia under modern conditions

Subject The article considers urgent problems related to financial control implementation in Russia.
Objectives The aims are to update the nature and causes of financial control in the market-based society, describe the structure of relations between economic agents and the State and real mechanism of control, identify problems and ways to transform the financial control in Russia and enhance its efficiency.
Methods The study employs empirical, systematic, analytical, economic and other methods.
Results I offer my own interpretation of the concept of and reasons for financial control, reveal its structure, basic principles and specifics of the mechanism of functioning under modern market conditions. The major problems with implementing the financial control include its complexity, closed nature and excessive cost. To radically improve its efficiency, it is required to streamline the control system of the country. The paper presents proposals on transforming the use of financial control as a major tool of stabilization and economic growth.
Conclusions The Russian system of financial control is cumbersome and poorly performing; to maintain it, the country spends about one-third of its GDP. The efficiency of financial control depends largely on the level of economic literacy of the population and the quality of personal financial management.
