The Russian timber industry: problems of financing and prospects for modernization

Importance The article identifies primary development trends of the Russian timber industry and analyzes forest product and its exports structure.
Objectives The objective is to formulate proposals for the Russian timber industry modernization and innovative development based on the analysis of its trends and financial condition, considering the experience of developed countries and the Russian economy specifics.
Methods In the study, we applied methods of economic and financial analysis, expert assessment, analytical methods for information collection and processing.
Results Urgent problems impeding competitiveness of the Russian timber industry in the long term are highly-qualified personnel deficiency; underdeveloped domestic manufacture of advanced means of production, machinery and equipment; inadequate infrastructure; depleted stocks of affordable timber; low level of responsible forest management culture. High dependence on foreign equipment and components makes domestic producers extremely vulnerable.
Conclusions The timber industry needs modernization of production within the existing technologies and investment in innovative development. A fully integrated solution implies forming branch associations to coordinate the activities of enterprises to the extent of creating technological platforms and knowledge incubators; lobbying the sectoral interests in government agencies; synchronizing State programs to support the real sector through concessional lending; strengthening cooperation with local educational institutions.


Efficiency of urban water resource management and its evaluation

Subject We investigate prospects for formation and development of a highly efficient water resource management system as part of integrated urban governance.
Objectives The study aims to elaborate proposals to assess the competence of water resource management from the perspective of sustainability of urban development.
Methods The study employs analytical and logical methods, theoretical framework for assessing the water resource efficiency management in relationship to other sectors of urban economy.
Results The paper shows that inconsistent actions in managing different sectors of urban economy and the lack of informational transparency are a serious obstacle to the sustainable growth of urban ecosystem. We unveil water supply issues that require urgent solutions and offer proposals to assess the efficiency of urban water management. Good governance intends an objective assessment of water resource management. In the paper, we propose stages of such an assessment.
Conclusions We present proposals for assessing the efficiency of water resource management from the standpoint of incorporating the theoretical developments in the field of water supply into the general theory of city management and integrating the water policy measures into the practice of urban economy. The findings may be useful for executive authorities and all stakeholders involved in the urban water sector development.


The Russian fuel and energy complex at the threshold of the fourth industrial revolution

Importance The article reviews the development prospects for the Russian fuel and energy complex, main trends in the global energy, and the key factors influenced the course of events, makes a comparative analysis of the latest long-term forecasts of the evolution of global energy consumption, considering the introduction of cutting-edge technologies.
Objectives The purpose of the study is to formulate priorities for the Russian fuel and energy sector based on the natural, climatic and economic peculiarities of the country.
Methods We employ methods of economic and statistical analysis, expert evaluation, as well as analytical methods for collecting and processing information.
Results A vital problem of the Russian energy sector is a low incentive for the renewable energy and alternative hydrocarbon fuel technologies development. In the long term, is fraught with technological backlog and imbalance in the energy system. Relatively low levels of industry diversification, efficiency and environmental compatibility of generation, transportation, storage and consumption of energy reduce the economic attractiveness and competitiveness of the entire energy system in the upcoming digital low-carbon economy.
Conclusions Efforts should be focused on the following areas: reducing the energy intensity of GDP and increasing the energy and economic efficiency of the energy sector; deepening the diversification of the country's fuel and energy balance; increasing the share of highly refined oil and petroleum products in the structure of exports; developing a network of LNG plants; intensive financing of R&D in the field of alternative energy with an emphasis on bioenergy, wind and fusion energy.


Labor market in the digital era

Subject The paper investigates the main trends and prospects for the global labor market development, the current market conditions, and provides a comparative analysis of the latest medium- and long-term forecasts of technical and technological evolution and its possible impact on demand and supply in the labor market.
Objectives The aim is to formulate a concept of the Russian labor market development, taking into account global technical, technological and economic transformations to overcome possible threats of crucial processes.
Methods The study draws on methods of economic and statistical analysis, expert evaluation, and analytical techniques of data collection and processing.
Results Along with obvious positive changes in the quantitative and qualitative indicators of the labor market, there is a number of fundamental problems that relate to child labor exploitation, a growing gap between poor and advanced economies, an increase in forced economic migration, and regional labor imbalance. All these problems should be handled in circumstances where there is no clear understanding of the nature and growth rates of the global labor market.
Conclusions Technological progress will modify the labor market without affecting the share of economically active population. The main tasks of the State and the business will be to develop effective systems to train highly qualified specialists, retrain the available human resources, and reduce socio-economic risks of both the individual and the entire society. Russia needs a complete integration into global processes, ongoing improvement of qualitative and quantitative indicators of professional skills, and an increase in business and investment activity.
