Regulatory mechanisms to implement a regional approach to macroregion's economy development

The article stresses the need for a regional approach to implement the public policy of social and economic development of the regions of Siberia, Far East and the North. The methodology of implementing the regional approach to the spatial organization of the country's economy bases on development and use of differentiated principles, methods and tools to plan and manage enterprises, industries and regions. The authors have performed a scientific and analytical expert analysis of draft Federal Law "On Special Conditions of Accelerated Development of the Far East and the Baikal region". The purpose of the draft law preparation is to create a legal framework to implement the State policy focused on arranging conditions for accelerated economic and social development, attraction of investment to develop the Far East and the Baikal region territories, and on efficient use of natural resources of the area. The draft law establishes the basic legal mechanisms used for these purposes, including possible involvement of Corporation on the Far East development. The draft law addresses almost all key socio-economic problems, which shall be solved taking into account special climatic, economic and geographical, and socio-demographic conditions of the Far East and the Baikal region. The authors offer to arrange a discussion of the bill by scientists in the form of a transregional academic and research conference.
