Patterns and problems of development of the municipal complex of Russia: a vector of reforms

Importance The article deals with the problems of reforming the municipal complex of the Russian Federation.
     Objectives The paper aims to identify and systematize the regularities of the development of problem situations that occur in the municipal complex at the present stage of its reform.
     Methods For the study, we used the basic principles and methods of structural-functional, object-logical and statistical analyses of information.
     Results We have determined the main tasks of the municipal complex management.
     Conclusions We conclude that to overcome the negative development of the communal complex of Russia, it is required to introduce energy efficiency processes. We recommend modeling the processes of energy conservation and efficiency in the modern municipal infrastructure of the country.


The impact of the socio-cultural academic environment on the socio-cultural potential of a city

Subject The article discusses approaches to defining the concepts socio-cultural environment, socio-cultural potential, and academic environment.
Objectives The research aims to determine the extent to which the academic environment influences the socio-cultural potential of a city.
Methods The research is based on methods of comparative analysis, correlation and regression analysis.
Results We identified factors boosting the socio-cultural potential of a city, i.e. qualities of human resources, interaction of individuals in the society, society and individual (a group), public awareness of socio-cultural phenomena, development of the socio-cultural milieu, social infrastructure. Considering the said factors, we examined the role of the academic environment in boosting the socio-cultural potential of a city, referring to the city of Tomsk as a case in point. We conducted the correlation and regression analysis that describes the socio-cultural potential of Tomsk.
Conclusions The socio-cultural potential of the municipality originates in the academic environment where learning and leisure activities blend. The academic environment has a targeted impact on students, thus making them the basis for the development of the socio-cultural potential.

Subject The article deals with the issues of practices study and identification of patterns of regional energy-savings program implementation and energy efficiency improvement in the context of innovative development of the construction industry, in general, and low-rise housing investment and construction projects, in particular.
Objectives The article aims to analyze the existing regional programs in the field of energy saving, and develop proposals on their improvement and formulation of new programs to improve the energy efficiency in construction.
Methods For the study and to process data, we used economic and statistical methods, and a project management approach to develop new instruments for territorial and sectoral development. The article's graphics and tables present our interpretation of the results obtained.
Results The results of the study served as a basis for the elaboration of proposals to develop and improve regional programs on energy conservation and energy efficiency in line with the development of low-rise construction.
Conclusions and Relevance We conclude about the overall low effectiveness of the existing regional programs on energy saving and energy efficiency implementation. In this regard, we propose certain appropriate recommendations. Introduction of the results obtained can lead to greater efficiency of regional energy efficiency programs and construction industry's development. The results of the research can be used in regional strategic sectoral planning.


The matrix of scenario options for managing the housing-and-communal complex of the cities of Russia

Importance The article deals with the formation of effective models of management of a city housing-and-municipal complex, studying the Russian cities case, in terms of institutional changes.
     Objectives The tasks-testing and demonstration of the scenario options matrix in Russian cities and the simultaneous development of variant models of housing complex management were the objectives of the study.
     Methods The study used the principles and methods of indicative planning, scenario approach, crisis situation-modeling, subject-logical and structural-functional analyses, statistical processing of inputs and outputs. Official statistics were the evidence base. Also, we examined the domestic scientists' research in the field of economics and management of the housing complex.
     Results We have considered the algorithm and methodology of the scenario matrix development. We are suggesting scenarios for development of housing-and-municipal complex for each type of cities, taking into account the list of basic social, economic and housing policies. We have analyzed the socio-economic conditions of cities and housing-and-utilities complex industries. We stated the inefficiency of a universal approach to the housing-and-municipal complex' management models development. We concluded that due to the heterogeneity of the development problems of housing-and-municipal complex (the depth of crisis, the conditions of operation, start development, etc.), it is necessary to use a variant approach.
     Conclusions and Relevance As a result of the research, we drew conclusions about the strong stratification of Russian cities in terms of housing-and-municipal complex and the requirement to use variant models. The results of the research may be used by the authorities in developing clusters of sectoral planning documents (regional and municipal public policies and development programs).


Analysis and assessment of the management of energy efficiency improvement of housing and utility complex of the Tomsk region

Importance Currently, the effective management of the Housing and Utility Complex of the Russian Federation, in general, and the Tomsk region, in particular, is of great importance. Mainly this is due to the difficult situation, characterized by low energy efficiency and a number of acute problems that require new approaches to the management of energy efficiency in housing and communal complex of the regions of Russia.
     Objectives The article is devoted to the problems of management in housing and communal complex. The purpose of the article is to identify ways to increase the energy efficiency.
     Methods To analyze the current state of the housing-and-municipal complex of the Tomsk region and to identify the causes influencing the decline of energy efficiency, we used empirical and statistical analyses methods.
     Results We have solved the following tasks: defined the mechanisms to manage the housing and utility complex (technological policy, the policy of energy saving and resource efficiency, tariff and personnel policies); analyzed the mechanisms data and their impact on governance of energy efficiency of the housing-and-municipal complex; identified major areas for improvement in the management of energy efficiency of the housing complex of the Tomsk region.
     Conclusions and Relevance We concluded that the current system of housing complex is inefficient, because the governance mechanisms are ineffective (technological policy, the policy of energy saving and resource efficiency, tariff and personnel policies). The consequence of this is the reduction of energy efficiency, which leads to escalation of the crisis and the poor functioning of the housing-and-municipal complex. To exit from the current situation, all the elements of the control action should be aimed at improving the energy efficiency of the housing and communal complex of the Tomsk region.
