Higher school students' participation in financial literacy of population in the region

Subject The article addresses financial literacy and financial culture of Russian citizens. Involving students majoring in economics in activities aimed at financial education of Russian citizens is a possible solution to problems related to the present-day society development.
Objectives The aim is to reveal and evaluate the potential for engaging the higher school students in people's financial awareness enhancement in regions.
Methods The study draws on general scientific methods, economic, statistical, and abstract-logical methods and techniques.
Results The proportion of rural population in Chuvashia is high. One of the ways to build financial culture of people in the Republic is to nurture volunteering activities and voluntary initiatives among university students in the field of financial education, to inform and give advice to village inhabitants about the existing forms of State financial and credit support to development of agriculture, village areas, private farm households, and rural cooperatives. The findings may be used for improving the system of financial literacy in regions with similar parameters of social and economic development.
Conclusions Direct participation of socially active youth in the financial education of rural population, on the one hand, contributes to personal and professional self-realization of volunteer student, and on the other hand, to formation and spread of financial knowledge in regions.


Waste management: formation of management mechanisms and tools

Importance The article deals with the development of effective control mechanisms and instruments in the field of waste management in the Vladimir oblast, namely, the organizational-economic mechanism of creation of a unified system regional waste-management operator in the form of public-private partnership.
     Objectives The article aims to assess the status of the integrated regional system for waste management and identify problems and prospects.
     Methods The theoretical basis of the study includes the works of domestic and foreign scientists, regulatory and legal documents issued at the Federal and regional levels, as well as the annual reports of the Department of Natural Resources and Environment of the Vladimir oblast for 2007-2013. As well we used analysis and synthesis, methods of classification, grouping, and comparison of the dynamics and structure of the studied processes.
     Results We disclosed elements of the public-private partnership mechanism and justified the efficiency of interaction between State authorities with private entities with the aim of creating a single regional waste management operator. We assessed the organizational status and structure in the field of waste management in the Vladimir oblast. We show that, despite some positive trends in the oblast as a whole, the situation with the formation and management of solid municipal waste requires urgent measures for economic regulation, commercial promotion and adoption of management decisions.
     Conclusions and Relevance We conclude the sphere of waste handling in the Vladimir oblast needs to establish new forms of governance. We recommend the use of a common system approach to the treatment of solid domestic waste disposal.


Evaluating the efficiency of external financial audit in municipalities

Importance Dynamic formation of controlling and auditing bodies during recent years makes the problem of creating a unified system to assess the effectiveness of external financial control in municipalities even more important.
     Objectives The purpose of the article is to propose criteria and indicators characterizing the efficiency of external financial control and create a methodology for its assessment.
     Methods The study employs general scientific methods to review the regulatory framework in the area of financial control, the existing methodology for assessing the efficiency and quality of controlling authorities.
     Results I offer a unique system of indicators to assess the coverage of the legislation regulating legal relations of budgets, the success of exercising the major powers by external auditors, and the quality of activities performed by controlling and auditing authorities. Based on the research results, I present a comprehensive assessment of the external financial control efficiency at the municipality level, using the integral method.
     Application The obtained results have been introduced into practice of Audit Chambers of Adamovsky, Buzuluksky, and Grachevsky areas of the Orenburg region. The new technique application will enable regional controlling and auditing bodies, associations of municipal controlling and auditing authorities to solve a number of problems, i.e. to assess and analyze the performance of municipal controlling and auditing authorities and make recommendations to improve their efficiency, and to evaluate the actual state of the external financial control system in the region.
     Conclusions and Relevance The results of the study have applied significance for the work of external audit associations, controlling and auditing authorities of the Russian Federation and its municipalities. The main provisions, findings and outcomes have been presented and tested at the level of external control bodies of the Orenburg region municipalities.
