Measuring, analytical, and stimulating functions in the myths of modern management

Subject The article studies a set of functions of the management of complex multilevel economic, organizational and technological structures, the practical application of widely used ways, means and methods of their measurement, and analysis of their condition.
Objectives The major objectives of the paper are to analyze and assess the condition of complex organizational systems, formulate and discuss certain myths of management that are universal and apply to any multi-purpose organizational objects and processes.
Methods The study rests on an empirical (verbal) analysis of practice and experience in organizational structure management, the method of contrastive analysis of situations in the economy from the perspective of the science-based approach and the utilitarian view.
Results We have formulated the most popular and persistent myths of management, considered requirements to innovative measurement of social processes. The paper shows that measuring and analytical functions do not extend to certain categories of economically active population and activities, therefore, the meaning and quality of any human activity are distorted.
Conclusions The measuring technology in the modern economy should be maximally correct, unified, scientifically well-founded, independent, cross-cutting and universal.


Once again about the new paradigm of the metrological framework and evaluation in the economy

Importance The research focuses on instruments for measuring and evaluating the state of organizational systems, practices for making decisions in stimulating and motivating human resources in the economy.
Objectives The research communicates a new concept of measuring and evaluating the state of organizational structures and processes in the economy and social sector.
Methods The research uses methods of semantic, verbal and statistical analysis of organizational structures management in terms of utility and scientific approaches. The methodology mainly includes a combination of methods and principles of simulation modeling.
Results I formulated and discussed principal ideas of setting up innovative metrology in relation to social processes so to bring multivariate situations to the single and unified criterion.
Conclusions and Relevance In contemporary economy measurement technologies and valuation should be practiced in an adaptive and monitoring way, in real time, being as much correct, unified, scientifically proven and independent as possible. The findings may be useful for all types of organizational and technological structures, being applicable to all organizational and legal business forms.


Applied metrology for the convergent economy: A cognitive approach

Subject This article discusses the use of tools for measuring and assessing the state of organizational systems for the convergence of various forms of economic life.
Objectives The article aims to reveal the main drawbacks, deformations and defects of traditional practical metrology in the economy, show the inadequacy of existing measurement methods, and present a concept of solving the problem of aligning multivariate processes in the economy and social sphere with a univariate test to the scientific and business community. The article also aims to justify and develop innovative metrological support uniting the properties of natural-market and expert-analytical metrologies.
Methods The research uses the methods of semantic, verbal and statistical analysis of organizational structures management in terms of utility and scientific approaches.
Results The results of the study cover all types of industrial and non-industrial organizational and technological structures, a significant part of the employed population, activities that are characterized as multivariate, multi-purpose and multi-directional, and they are applicable to all organizational and legal business forms.
Conclusions Metrological support for the convergent economy conditions should unite advantages and advantages of natural-market and expert-analytical metrologies. It should function in real time on the basis of semantic models and artificial intelligence, and be unified, scientifically grounded and independent of the human factor.


Developing methods to assess financial and economic state of enterprises of military-industrial complex

In this paper, we propose instruments to assess financial and economic condition of defense enterprises based on collective sampling, which can be considered as part of methodological tools to make a comprehensive assessment of qualification of serial production suppliers within the framework of State job execution. The proposed tools for assessing financial and economic state of military-industrial complex enterprises base on certain algorithms to analyze the degree of consistency of preference profiles, as well as on joint use of the method of arithmetic mean ranks and the method of indicators of rank location. The formation of the methodological tools is reduced to the algorithm of its application. This enabled to assess financial and economic standing of a number of enterprises based on real data. The results of the evaluation testify to reliability and validity of the proposed tools and their feasibility while choosing contractors of a State defense order. The practical application of the suggested methods of assessing financial and economic state of military-industrial complex enterprises will allow increasing the sustainability of their development, as well as the efficiency of developing and producing armament systems and military equipment.


On the choice of versatile non-cost measurement in economics

Importance The article overviews some aspects of the contemporary practice of measuring (comparing and matching) heterogeneous properties of controlled processes and entities in the manufacturing and socio-economic sectors. The article discusses whether it is possible to use the scale of orders of quantiles of empirical distribution as a versatile measure.
     Objectives Currently, notwithstanding the unparalleled development of IT and communications, there is no uniform, unbiased, automatic instrumentation that would compare and match a variety of heterogeneous properties, factors and characteristics. We see no systemic evaluation of any results produced by the hired work force (exhaustively, completely, respectively, in numbers, in the tracking mode, in comparable scale). Such fragmented nature, distant position of crucial components of the management process, more often than not, cause undesirable results and make administrative management inertial, inefficient, and difficult to construe. This is the reason why we tackle such objectives as determining the specific substance and options of measurement.
     Results We provide a brief description of the options mentioned and identify the reasons why some scientific disciplines try to extrapolate cost-based metrics to non-economic activities. The research reveals strengths and weaknesses various measurement types have.
     Conclusions and Relevance
Availability of various measurement methods does not necessarily imply an increase in the quality and accuracy of comparison, as it happens in technical measurements, when various measurement instruments are used to minimize or avoid any errors. Currently, it is impossible to talk even about simple classification of the methods for purposes of socio-economic measurement, to say nothing about their unification. The main contemporary trend in finding the versatile format of measuring heterogeneous properties may be represented with the concept of synthesizing statistic and analytical methodology and methods of artificial intellectualizing the measurement techniques in economics.


Rating tools to assess the economic status of enterprises

The authors present a set of economic and mathematical tools to rate the economic status of enterprises under the analytic hierarchy process method. The method serves to solve a wide variety of analytical tasks of multicriteria choice, primarily when holding tenders and awarding contracts for goods, works and services procurement to supply public and municipal needs. The analytic hierarchy process is a relatively simple and effective way to measure various factors influencing the economic status of enterprises through the pairwise relative comparison of these factors. The analytic hierarchy process also enables to calculate corresponding ratio scale priorities between the factors, to rank them by all criteria, to build a hierarchy of the criteria, and to apply a pairwise comparison. The proposed economic and mathematical tools develop the analytic hierarchy process through developing an integral scorecard rating of economic status of enterprises, indicative scales of integral indicators of the rating, and a procedure for building coordinated intervals. The authors present a system of indicators and computation algorithms, which implement the analytic hierarchy process while solving the analytical task under consideration. The system of indicators and computation algorithms are universal and can serve to solve other tasks of the given class. The authors also present a computation procedure, which is based on the calculation of geometric mean values by matrix rows with their subsequent normalization. The procedure develops the method of analytic hierarchy process and enables to obtain integrated ratings of economic status of enterprises. Most of the procedures are of formalized and strictly justified nature. This fact significantly reduces the level of subjectivity inherent in all existing techniques with the elements of expert review. Therefore, the implementation of the tools can significantly increase the feasibility and effectiveness of solving a large number of analytical tasks. The article provides the rating tools' testing and possible practical application.
