Improving financial mechanisms for the military and technological cooperation of the CSTO member States with reference to the EU case

Subject The Collective Security Treaty Organization (CSTO) became an important integration project for Russia, ensuring the military security in the region. Russia actively leads the establishment of such organizations, as it tries to secure it dominance in the region and retain allies along its borders.
Objectives The study examines financial mechanisms of the military and technological cooperation among the CSTO member States and the possibility to rely upon the EU experience. Export credit is supposed to be the most appropriate option, since it allows to influence the recipient country and envisages the repayment.
Methods To verify the hypothesis, we analyzed documents in public domain, including statistical data on armaments supplies. We reviewed such supplies from Russia to Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan, including those ones financed with export credit, gratuitous aid in exchange of certain preferences, purchase at special prices, gratuitous aid as part of the formation of the single Missile Defense Systems, production cooperation, and the establishment of the European Defence Foundation. Considering the improvement of financial mechanisms for the military and industrial cooperation among the CSTO member States with reference to the EU experience, we apply the systems approach, comparative and statistical methods of research.
Results As the CSTO countries actively purchase armaments, Russia acts as an active player in this process, with the expert credit mechanism being the most effective format of the military and economic cooperation.
Conclusions and Relevance Generally, the CSTO member States can run the single defense fund as a new financial mechanism.

The article provides a comparison of thethree-star hotel sector of St. Petersburg with a number of European capitals by such indicators as number of rooms per one thousand city residents, occupancy, room rates, hotel businessefficiency. The authors have traced the dynamics of theindicators and their forecast values. The analysis of all indicators under the criterion-based standard technique showed that there is a considerable potential for developmentof this hotel type.


Value for money for three-and four-star hotels in St. Petersburg

Importance A large share of the St. Petersburg hotel market belongs to three-and four-star hotels. The competition in this market segment is quite significant. Prices for rooms and service quality in such hotels are often on the same level. The quality-to-price ratio and the possibility to change either value are very important for successful hotel management.
     Objectives The aim of the paper is to review the hotel market of St. Petersburg, to develop a system to measure quality indicators of hotel services for determining an integral index of competitiveness of three-and four-star hotels in the case of the Oktiabrskaya Hotel in St. Petersburg, and to develop a numerical method to determine price delta depending on the integral index of competitiveness.
     Methods We used the external marketing analysis, a standard method of the systems analysis, i.e. the expert evaluation method, to assess major qualitative indicators of hotel services. Under the mathematical approach, namely, the calculation of the generalized criterion (by using criteria weights), we calculated integral factors of competitive position of major competitors of the Oktiabrskaya Hotel.
     Results We have shown that there is no direct dependence of the room rate on the value of the integral factor of competitiveness for three and four start hotels. The study presents a method to determine the price delta and the nature of its changes depending on the integral factor of competitiveness.
     Conclusions and Relevance The developed methods for integral factor of competitiveness evaluation and the method of price adjustment depending on the level of competitiveness of hotel service enable hotel managers to choose the most successful strategy of behavior in the hotel market.
