Manifestation of external effects as result of administrative barriers influence on market environment

The article points out that the market environment faces the presence of constraining factors, the so called "administrative barriers". The author considers that they manifest themselves in the various forms practically at all stages of production and decision-making and she makes a comparative analysis of the existing administrative barriers and studies the results of barrier regulation in the form of negative and positive external effects. The paper devises an algorithm of administrative barriers influence on the market environment. The author makes a conclusion about the possibility of barrier regulation depending on character of the gained external effects.


Features of management of local level enterprises

Subject The article deals with the issues of management activities of local level enterprises, showing these activities' advantages and disadvantages.
Objectives The article aims to study the specificity of functioning, analyze business management at the local level, and select management patterns.
Methods For the study, I used methods of analysis and synthesis, induction and deduction, comparative and systems analysis, as well as the method of transformation of distributions.
Results The article presents an analysis of performance of enterprises within a market system of the Volga Federal District for the period from 2010 to 2014, and the identified specific characteristics and patterns of activity of the enterprises at the local level, significant for the territorial development of the Russian Federation and for the policies of import substitution.
Relevance The results of this research can be used by researchers, experts in the sphere of public administration to assess the feasibility of the development of enterprises at the local level.


Specifics of managing the enterprise of the biofuel cluster

Importance The article considers enterprises being a part of a cluster, their functions and differences from other enterprises, not participating in the cluster. Management of such enterprises has certain specifics.
Objectives The aim is to analyze the specifics of the cluster approach, features of biofuel cluster enterprises' operations, and their administrative functions.
Methods The study employs general scientific methods, like analysis and synthesis, induction and deduction, and comparison. I apply techniques helping to evaluate possibilities of cluster creation in certain territories: the techniques of coefficients of development, stochastic modeling, and ranking.
Results The paper states the existence of a number of specific features in the management of biofuel cluster enterprises, their advantages and shortcomings. I highlight major administrative functions realized in the cluster approach, i.e. integration, coordination, and cooperation, and analyze the risks of the enterprises.
Conclusions The revealed specific features, arising during the integration of enterprises into a biofuel cluster, include activity specialization, flexibility, reliability of contracts with suppliers, and market development. The findings may be applied by experts to assess opportunities of cluster creation in certain territories, in particular, when forming a technological chain of enterprises of the biofuel industry.


Specificity of the impact of externalities on the market environment as a result of barrier influence: Evidence for the Mari El Republic

Subject The article considers externalities, which are also called external effects and market failures. The emergence of market failures combines opportunities and threats, implying a crisis situation caused by external influence. Specific instruments to impact the market environment, so called administrative barriers, are considered as the prime cause of externalities. The barriers lead the market to positive or negative result, i.e. to development or stagnation.
     Objectives The study aims to analyze externalities and administrative barriers concepts from the standpoint of Russian and foreign scientists, to study the impact of externalities that resulted from the barrier regulation, on the market environment.
     Methods I employed a system analysis, technical and economic analysis of statistical factors. The data from the Federal State Statistics Service on the Marie El Republic serve as database of the research.
     Results The study demonstrates the existence of externalities in the market environment, proves the market failures stemming from the barrier regulation, and the presence of positive and negative external effects. Boosting the positive effects enables to achieve stable economic development and increased social and economic indicators of living standards.
     Conclusions The findings may serve to reveal externalities and their impact on the market environment through continuous monitoring.


Market conditions at the meso-economic level in the Mari El Republic: The effects of micro-level factors

Subject The study considers the methods for market forecast at meso-economic level, technologies for administrative barriers elimination, and techniques for negative external effects prevention.
Objectives The aim is to explore applicability of calculation techniques and create models to predict market performance on the basis of various factors influencing the market development at the meso-economic level.
Methods To predict the market situation at the meso-economic level, I apply stochastic models, models of indicative planning, statistical and dynamic models, and methods to assess of harmonization.
Results The paper systematizes methods for market forecast at local and meso-economic levels, technologies for administrative barriers elimination at the meso-level, and presents techniques for negative external effects neutralization. It shows trends in foreign trade turnover, export and import flows, accounts receivable and payable in the Mari El Republic. I revealed external effects caused by the existence of administrative barriers, like obstacles to incurring debts and to violations of labor legislation (positive), and an increase in taxes and insurance contributions (negative).
Conclusions The novelty aspect of the study is that it investigates the impact of externalities at the micro-level on cyclical fluctuations of markets at the meso-economic level (such factors as compliance with labor legislation, payment of wages, status of housing and communal services). I recommend annual monitoring of socio-economic situation in regions based on comprehensive assessment of market conditions. This will enable to take necessary measures in the event of declining living standards.


Specifics of regulatory barriers to the market environment at the mesoeconomic level: Evidence from the Mari El Republic

Subject The article examines the market environment at the mesoeconomic level and constrains, such as administrative barriers generating positive and negative effects.
Objectives The research reveals contradictions of theories of administrative barriers, unveils their economic and institutional nature. I analyze the regulatory barrier mechanism in terms of the Nature – Consequence – Result model and specify the classification of administrative barriers. The article also focuses on the effect administrative barriers have on the market environment, illustrating the mesoeconomic level of the Mari El Republic.
Methods The research is based on the comparative analysis of scientific arguments, analysis of statistical data, data aggregation, and general research methods, such as analysis, synthesis, induction, deduction, structural and logic modeling.
Results I classified administrative barriers, ascertained the possibility to regulate them and monitored financial results of unprofitable entities in the mesoeconomic markets of the Mari El Republic by urban districts and municipalities, from perspectives of salaries payable at the mesoeconomic level within the period from 2004 to 2016. The article also analyzes trends in the average pay in various economic sectors of the Mari El Republic.
Conclusions The positive effect of regulatory barriers is generated from a growth in profit, new enterprises, better conditions for business cooperation, higher budgetary revenue and better living standards. The negative effect of regulatory barriers worsen the business environment, lower profit and corporate bankruptcy. Under such circumstances, the economy sees lower budgetary revenue, higher salaries payable, poorer living standards. Regulatory barriers in the market environment should pursue positive effects and lowering of negative consequences.


Problems of defining labor status of migrants under conditions of the patent system of employment (according to sociological research results)

Importance Currently, the process of patent system formation is underway in the country. It is necessary for attracting foreign citizens to the Russian labor market. The article offers an analysis of materials derived from the sociological research conducted in March and April of 2014 among the foreigners who arrived in Pervouralsk in the search for patent-based employment in the Sverdlovsk region territory. The subject of the research is the status of immigrants working on the basis of patents.
     Objectives The research aims to assess the conformity of views of migrants working on the basis of patents with the requirements of the migration legislation, to study various aspects of the patent system functioning. The basic idea is to consider migrants applying for a patent in the Russian Federation as a particular social community with similar features and characteristics, regardless of space localization.
     Methods The empiric base of the analysis is built on sociological poll data conducted by a team of experts of the Institute of Economics of the Ural Branch of the Russian Academy of Sciences. We have used a comparative criterion as the main method of the research.
     Results We conclude that in most cases migrants misuse patents. They find employment with legal entities, therefore, the existing mechanism of patent payment is ineffective. In addition, the lack of requirement for compulsory medical examination of foreigners working on the basis of patents, poses threats to the host territory's population.
     Conclusions and Relevance The research findings can be used to further improve the tools for labor migration regulation in the field of patent application in accordance with the amendments to the Federal Law of July 25, 2002 № 115-FZ "On Legal status of foreign citizens in the Russian Federation", which came into force on July 1, 2010.
