Estimation of investment activity of savings of the population in Northwest federal district

Under the conditions of growing demand for investments issues of transforming savings into investment resources acquire a special importance. In the work savings structure in regions of the North-Western federal okrug is studied, investment activities are determined, the level of realization of the population’s investment potential is revealed. It is concluded that the institutional environment influences negatively the processes of savings transformation; ways for increasing realization of the investment potential are proposed.

Importance The article constitutes a comprehensive research of saving practices in the northern regions of Russia with distinctive regional development.
Objectives The research analyzes the current saving practices in the northern regions, determines strengths and weaknesses, development opportunities and threats. I outline my recommendations to revitalize processes of saving money and turning it into investment.
Methods The research relies upon general scientific methods, techniques for analysis and synthesis, aspects of SWOT analysis. The theoretical and methodological framework includes proceedings of the Russian scholars on the transformation of savings into investment.
Results I analyzed how private savings are formed, considering the purchasing power of income. I also identified strengths and weaknesses, development opportunities and threats and systematized them in the SWOT analysis matrix. The research evaluates and characterizes key mechanisms for streaming savings into the region's investment segment and suggests the way savings should be formed and turned into investment. I provide the rationale for the comprehensive special-purpose strategy, Revitalization of Private Savings Transformation into Investment.
Conclusions and Relevance The population of the northern regions prefers making cash savings. It loses its purchasing power, thus inhibiting the process of saving money. Regional authorities in the northern regions have no levers to steer the existing mechanisms for transforming savings into investment since most financial intermediaries' operations are governed by federal and sectoral laws. It is necessary to implement a set of measures covering the processes of saving money and transforming it into investment.


Evaluating the involvement of the State into the public life of municipalities in the Arctic zone of Russia

Subject The article focuses on budgetary obligations and public income brackets in the socially important sectors.
Objectives The study evaluates the governmental involvement in the public life from perspectives of the social focus of budgets in the Arctic municipalities.
Methods The article relies upon general scientific methods, techniques of analysis and synthesis, methods of comparison and analogy. We also refer to proceedings of scholars in municipal administration, fiscal laws and public standards of living. The study is based on legislative instruments, documents on the socio-economic development of areas, web resources, data from the Federal State Statistics Service.
Results We evaluate the fiscal capacity in the Arctic municipalities from 2009 through 2016 in terms of welfare. We analyze the standard of living and income of the employable population in urban districts of the Russian Arctic zone in socially important sectors. The article presents the ratio of funding for some items of fiscal expenditures per capita to the average salary in a certain sector. We also determine the crucial issues and social focus of local budgets.
Conclusions and Relevance We outlined some suggestions for improving the social security in the Arctic zone of the Russian Federation. Social security corrodes year by year in the Arctic since healthcare and education expenditures are tightened, with the level of salaries declining as well. The development of socially important sectors should be backed with budgetary and extrabudgetary funds, which could be raised through PPP schemes. The findings may prove useful by public authorities to outline the budgetary policy and set up local development programs.
