This article is the result of one stage authors research work. The researching of investments phenomena by McConnell and, Muscarella, and observations by Jarell., Lehn and Marr, it calls attention the complementary method for estimating present value of companies with capitalization of investments, which evolves in this article in Modified Discount Investment Flow Model (MDIF-model).

The basic priorities, directions of development, strategic tasks of motivation mechanism were stated in the article. The mechanism purpose is to favor the realization of institutional roles of banks. With the help of the system of qualitative indices basic trends of development were exposed. They allow defining the direction of changing of effectiveness of bank institutions in Russia. Currently there is no single selection technique of cluster formations. This process is often not linear and has a medium-or long time perspective, which could adversely affect the efforts of its formation .In order to avoid unnecessary costs and risks must be careful preparatory work, one of the stages which is to estimate the cluster potential of regional system. This article discusses the concept of "cluster potential", the method of its estimation on the example of the south regions of Russia.

In the article the model of forming of current financial information of insurance organization is shown on the basis of harmonization of rules of conduct of record-keeping and accounting with principles of management of quality, set standards of 9000, with the purpose of upgrading of information. The task of maximal satisfaction of informative necessities of users decides through the study of their interests and requirements to information. For description of accordance of requirements of users to composition and maintenance of information the system of indexes of estimation and analysis of quality of information is considered.

Subject Safe development is a fundamental aspect to consider in outlining the economic policy of a region and national economy. The innovation environment is necessary to address the issue, thus making the economy competitive and allow for the sustainability and reliability of the economic system. The article considers innovation as an inevitable component of economic security in terms of effects economic and institutional factors have on it.
Objectives The study represents our own comprehensive research into economic and institutional factors influencing innovative aspects of the regional economic security, illustrating the case of the Volgograd Oblast and highlighting the most considerable ones.
Methods The study applies methods of logic, comparative and statistical analysis and econometric tools.
Results There are a lot of impediments to the local innovative development in the Volgograd Oblast. The impediment affect the regional economic security. A set of economic and institutional measures should be developed to make the region more competitive and enhance the sustainability of the regions economic system.
Conclusions and Relevance Continuing to develop the Regional Development Strategy, pursuing the better economic security of the Volgograd Oblast, the regional authorities should consider some fundamental factors impeding the innovation-driven economic transformation of the region. If appropriate conditions are created, the region will have more opportunities for its safe economic development.
