Analyzing the impact of social infrastructure on the life quality of rural population of the region

Importance Against the general trend toward improving the well-being of the Russian population, the social situation in rural areas is still critical. Poor living standards of rural population affect such an important process as a formation of human resources in the sphere of agriculture. Social infrastructure plays an important role in creating favorable conditions for demographic and social potential of rural population.
     Objectives Identification and analysis of major factors of regional infrastructure are important for choosing the areas of socio-economic development and devising regional development programs. Therefore, the problem under consideration is relevant from the perspective of analysis and improvement of the life quality of rural population in the region.
     Methods In the study, we employed a regression analysis and modeling.
     Results Based on regression analysis, we have built a model of the level of social infrastructure development in rural areas. We also provide an integrated indicator of the condition of social infrastructure, and on its basis, we assess the territorial differentiation of municipalities. The article considers the specifics of social infrastructure development of municipalities located in the Ivanovo oblast. Based on the findings, we distinguish three groups of districts with different levels of social infrastructure development.
     Conclusions The obtained results enable to set the priorities of social and economic development at the regional level, taking into account the specifics of each typological group. It is required to apply a case-specific approach to building a mechanism for rural social infrastructure regulation.

Regional problems of the development of the social infrastructure of rural areas

Subject This article discusses the main trends, problems and prospects for the development of dairy exports of the Altai Krai.
Objectives The article aims to explore the export potential and assess the opportunities of the dairy industry of the Altai Krai in terms of the development of foreign markets.
Methods For the study, we used the methods of logical, expert, statistical, qualitative and quantitative analyses, and the content analysis, as well.
Results The article analyzes the largest dairy markets, assesses potential markets and, based on their ranking, it identifies the most promising foreign ones. It outlines the necessary conditions to support dairy exports.
Conclusions The dairy industry of the Altai Krai is characterized by high export opportunities allowing for the exports increase. The traditional CIS markets (Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan) and promising markets of China, Mongolia, Japan and Korea are the potential foreign markets for dairy products of the Altai Krai.

Improving the process of suburbanization in the Volgograd region through the development of a suburban service

Importance The condition of suburban zones shows the level of their civilization and the level of socio-economic development of the region, and it can serve as one of intelligent indicators. The problems of planning, construction and exploitation of suburban service objects are crucial, and they are actively discussed at different levels of the Government. The development of suburban service plays an important role in this process.
     Objectives The goal of research is to enhance the efficiency of suburbanization process on the basis of the suburban service development.
     Methods We conducted the study on the basis of comprehensive and systematic approaches which included the methods of comparative, historical, statistical, mathematical analysis. In line with the target goal, we define the prerequisites of the Volgograd suburban railway service development, features and problems of its functioning, as well as the linkages between the level of development of service and socio-economic indicators of the city. The paper formulates the "commuter service" concept as the service for road users, tourists and residents of the region to meet their domestic needs in the area of the city. On the basis of an analysis, we have calculated potential economic effect of the Volgograd suburban railway service and justified the recommendations for its development. Furthermore, we described a mechanism of State support for the suburban rail service development, including organizational, financial, informational and advisory components.
     Results We opine that the development of this kind of service not only ensures safety and comfort of road users, but also affects the sustainable development of the region's economy.
     Conclusions and Relevance Commuter service is one of the conditions that determine the quality of cultural and economic relations between Volgograd and other regions of the Russian Federation.
